To get North Carolina SNAP benefits (called Food and Nutrition Services, or FNS, in the state), your household’s gross monthly income generally must fall at or below 200% of the federal poverty level, and you apply by submitting form DSS-8207 online at epass.nc.gov, in person at your county Department of Social Services, or by mail or fax. A single person can receive up to $298 a month in 2026, and a family of four can receive up to $994, depending on income and allowable deductions.1North Carolina Department of Health and Human Services. Income Limits for 2026
North Carolina uses broad-based categorical eligibility, which lifts the gross income ceiling to 200% of the federal poverty level instead of the standard federal 130%, and it waives the asset test for most applicants.2Food and Nutrition Service. Broad-Based Categorical Eligibility Your bank balance, your car, and your home generally don’t count against you.
The 2026 monthly gross income limits are:
- 1 person: $2,660
- 2 people: $3,607
- 3 people: $4,553
- 4 people: $5,500
- 5 people: $6,447
- 6 people: $7,393
- 7 people: $8,340
- 8 people: $9,287
- Each additional person: add about $947
A “household” means the people who live together and buy and prepare food together. If you share an address with others but shop and cook separately, you may count as a one-person household.
Other Eligibility Rules
Income is the main test, but a few other requirements apply:
- You must be a North Carolina resident.
- You must be a U.S. citizen or hold qualifying immigration status.
- Everyone applying needs a Social Security number or proof they’ve applied for one.1North Carolina Department of Health and Human Services. Food and Nutrition Services Food Stamps
Work Requirements
Most able-bodied adults ages 16 through 59 must register for work, accept a suitable job if offered, and not voluntarily cut their hours below 30 per week without good reason. People caring for a young child, attending school at least half-time, or unable to work due to a physical or mental condition are excused.4Food and Nutrition Service. SNAP Work Requirements
A stricter rule applies to Able-Bodied Adults Without Dependents (ABAWDs). After the One Big Beautiful Bill Act passed in July 2025, this category covers adults ages 18 through 64 with no dependents and no documented disability.5North Carolina Department of Health and Human Services. Work Requirements for Able-Bodied Adults Without Dependents If this is you, you must work, volunteer, or participate in a qualifying training program for at least 80 hours a month. Fall short, and you’re limited to three months of benefits within any rolling three-year period. To regain eligibility, you have to meet the 80-hour requirement for a full 30-day stretch or qualify for an exemption.4Food and Nutrition Service. SNAP Work Requirements
College Students
If you’re enrolled at least half-time in college, university, or a trade school, you’re generally ineligible unless you meet an exemption. The common ones: working at least 20 hours a week in paid employment, participating in a federal or state work-study program, caring for a child under six, or receiving TANF. Students 50 or older qualify automatically. A student whose meals come primarily through a campus meal plan can’t get benefits regardless of other circumstances.6Food and Nutrition Service. Students
Non-Citizens
SNAP eligibility for non-citizens changed in 2025. Under current federal law, only green card holders (lawful permanent residents), Cuban-Haitian entrants, and citizens of Compact of Free Association nations (Palau, the Marshall Islands, and the Federated States of Micronesia) may apply. Green card holders are generally subject to a five-year waiting period. Refugees, asylees, parolees, and trafficking survivors lost access to SNAP under the One Big Beautiful Bill Act.
What You Could Actually Receive
The maximum monthly allotments for fiscal year 2026 are:
- 1 person: $298
- 2 people: $546
- 3 people: $785
- 4 people: $994
- 5 people: $1,183
- 6 people: $1,421
- 7 people: $1,571
- 8 people: $1,789
- Each additional person: +$218
Most households receive less than the maximum. The formula subtracts 30% of your net income (what’s left after deductions) from the maximum for your household size. A household with no countable net income gets the full amount.7Food and Nutrition Service. SNAP Eligibility
Deductions matter because they lower your countable income and raise your benefit. Every household gets a standard deduction (ranging from $209 for one to three people up to $299 for six or more). You can also deduct shelter costs, dependent care, and legally owed child support. If someone in your home is 60 or older or has a disability, out-of-pocket medical expenses above $35 a month come off your income too.8Food and Nutrition Service. SNAP Medical Expenses Handbook
Documents to Gather Before You Apply
Having your paperwork ready prevents delays. North Carolina must verify several things before approving benefits.9North Carolina Department of Health and Human Services. FNS 435 Determining Eligibility Pull together:
- Identity: a driver’s license, state ID, birth certificate, or similar government-issued document for the person applying.
- Social Security numbers for each household member applying.
- Proof of residency: a lease, utility bill, or similar document showing your North Carolina address. The state will also accept a statement from a landlord or neighbor as a collateral contact.
- Income proof: recent pay stubs (typically the last four weeks), benefit letters for Social Security or unemployment, or tax returns and bookkeeping records if you’re self-employed.
- Expense records: rent or mortgage, property taxes, homeowner’s insurance, utility bills, child care, and child support payments. These feed into the deduction calculations.
How to Submit Your Application
North Carolina’s SNAP application is form DSS-8207.10North Carolina Department of Health and Human Services. Apply for Food and Nutrition Services Food Stamps You have three options for submitting it:
- Online through the ePASS portal at epass.nc.gov. You can file without creating an account, but an account lets you report changes and check status later.
- In person at your local County Department of Social Services.
- By mail or fax to your county DSS office.
After your application is received, a caseworker will schedule a mandatory interview. It’s usually by phone, though you can ask for in-person.11Food and Nutrition Service. Timing and Context for Interviews The caseworker verifies your information and may ask for additional documents. From the date you file, the state has up to 30 days to process your application and issue your EBT card.10North Carolina Department of Health and Human Services. Expedited Benefits in an Emergency
If your situation is urgent, you may qualify for expedited processing, which delivers benefits within seven days instead of 30. You’re entitled to expedited service if any of the following applies:
- Your gross monthly income is below $150 and your liquid assets (cash, checking, and savings) total $100 or less.
- Your combined monthly income and liquid assets are less than your monthly rent or mortgage plus utilities.
- You’re a migrant or seasonal farmworker with $100 or less in liquid assets who has already received all expected income for the month.
The caseworker should screen for expedited eligibility when the application comes in, but say so right away if you think you qualify. Don’t wait for the standard timeline.12North Carolina Department of Health and Human Services. FNS 425 Expedited Service Processing
After You’re Approved
Benefits load onto your EBT card on a set day each month based on the last digit of your Social Security number. SSNs ending in 1 get benefits on the 3rd of the month; ending in 2 on the 5th; and so on, with the 0 group receiving benefits on the 21st. Funds appear after 6 a.m., including on weekends and holidays.13North Carolina Department of Health and Human Services. Electronic Benefit Transfer
You can use the card at grocery stores, convenience stores, and many farmers’ markets, and online with approved retailers. SNAP covers food items but not alcohol, tobacco, vitamins, supplements, pet food, hygiene products, or hot prepared foods.14Food and Nutrition Service. What Can SNAP Buy
Reporting Changes
You must report income increases that push your household above the gross income limit for your size. Report the change by the 10th day of the month following the month the increase happened. If your income rises but stays below the threshold, you generally don’t have to report until recertification.15North Carolina Department of Health and Human Services. Online FNS and SNAP Change of Circumstance
Recertification
Recertification is generally required every six months.16North Carolina Department of Health and Human Services. Online FNS and SNAP Recertifications You’ll get a notice before your certification period ends, and you can recertify through ePASS. If you miss the deadline, your benefits stop even if you’re still eligible. Mark the date as soon as you get your approval notice.
If You’re Denied
If your application is denied, your benefits are reduced, or your case is closed and you think the decision is wrong, you can request a fair hearing. The deadline is 90 calendar days from the date of the action you’re contesting. You can also challenge your benefit level at any point during a certification period if you believe it was calculated incorrectly.
Timing has one practical consequence worth knowing. Request the hearing within 10 days of the date on the adverse action notice, and your benefits continue at the previous level while the appeal is pending. File after that 10-day window, and the reduction or termination takes effect while your appeal plays out. Benefits won’t continue past the end of your certification period regardless. If the hearing goes against you after benefits were continued, you may have to repay the difference.
