Who Can Request the Record
Connecticut keeps birth records that are less than 100 years old out of public view. The Town Clerk will check that you fit one of the categories the statute allows before releasing a certified copy.3Justia Law. Connecticut General Statutes Title 7 Chapter 93 Section 7-51
You can request your own certificate if you are 18 or older, an emancipated minor, or a certified homeless youth. Beyond that, the law allows a parent, legal guardian, or legal custodian named on or connected to the record; a spouse, child, grandchild, or grandparent of the person on the certificate; an attorney representing the person or a close family member; and a court-appointed conservator. Members of a genealogical society authorized by the Connecticut Secretary of the State and agents of state or federal agencies approved by the Department of Public Health also qualify.3Justia Law. Connecticut General Statutes Title 7 Chapter 93 Section 7-51
Anyone outside those categories needs a written court order. Confidential material inside the record, such as parentage, adoption, or gender-change information, stays sealed even for eligible requesters unless a court orders its release.
If you’re requesting a certificate for someone else and you aren’t a parent listed on the record, bring documentation of the relationship. A marriage certificate, guardianship order, or power of attorney typically does the job. Thin paperwork is a common reason requests get sent back.
What to Put on the Application
Norwalk uses the standard Connecticut vital records request form. You can download it from the Department of Public Health website or pick one up at the Town Clerk’s office.2Connecticut Department of Public Health. Birth Certificates The form asks for:
- Full legal name at birth
- Date of birth
- Place of birth
- Full names of both parents, including the mother’s maiden name
Print clearly. A misspelled name or transposed date is the most frequent reason an application comes back unprocessed.
ID You’ll Need to Include
Every request needs proof of the requester’s identity. Connecticut accepts a current government-issued photo ID that shows your name, date of birth, signature, and expiration date. A driver’s license or passport is the usual choice.2Connecticut Department of Public Health. Birth Certificates
Without a photo ID, you can substitute two documents from an accepted list: a Social Security card, a utility bill showing your name and current address, a bank statement, a voter registration card, a government-issued professional license, or military discharge papers. Three Ways to Order
In Person or by Mail Through the Norwalk Town Clerk
The Town Clerk’s office is at 125 East Avenue, Room 102, Norwalk, CT 06851, open Monday through Friday, 8:30 a.m. to 4:00 p.m.1City of Norwalk, Connecticut. Town Clerk Walk-ins are processed while you wait during slower periods. Busier days run longer.
For mail requests, send the completed form, photocopies of your ID, payment, and a self-addressed stamped envelope to the Town Clerk at the same address. Each certified copy costs $20.2Connecticut Department of Public Health. Birth Certificates Plan for one to two weeks between postal transit and the office’s processing time. If you need faster return delivery, include a prepaid overnight envelope.
Through the Connecticut Department of Public Health
The state Vital Records Unit can issue a certified copy of any Connecticut birth certificate. The fee is $30, and you submit the state-level application by mail to the DPH office in Hartford.2Connecticut Department of Public Health. Birth Certificates The eligibility and identification rules are the same.
Online Through VitalChek
Connecticut authorizes online ordering through VitalChek. You pay the certificate fee plus a service charge, and VitalChek verifies your identity electronically through LexisNexis for most orders.2Connecticut Department of Public Health. Birth Certificates If the electronic check fails, you may need to upload a photo ID or relationship documents. This route tends to be fastest when you need the certificate mailed to an out-of-state address.
Making Sure It Will Work for a Passport
A certified Norwalk birth certificate satisfies a U.S. passport application only if it has all of the following: your full name, date of birth, place of birth, both parents’ full names, the date the record was filed with the registrar (and that date must be within one year of the birth), the registrar’s signature, and the issuing authority’s seal or stamp.4U.S. Department of State. Citizenship Evidence
The filing date catches people off guard. If your birth was registered late, meaning more than a year after you were born, the standard certified copy alone won’t satisfy the State Department and you’ll need additional citizenship evidence. Check the filing date on the certificate before your passport appointment.
Fixing an Error on the Certificate
Connecticut lets you correct or amend a birth record, but you have to back the change with documentation. Send a written request to the Norwalk Town Clerk along with supporting materials, such as hospital records, court orders, or other official paperwork showing the correct information, plus a sworn affidavit stating the existing record is wrong and the new information is accurate. The registrar can waive the affidavit if the correction comes from the original birth registrar, certifying practitioner, or funeral director who created the record.5Legal Information Institute. Connecticut Agencies Regulations 19a-41-7 – Supporting Documentation
If the Town Clerk rejects the request, you can ask the State Registrar of Vital Records to review the decision. Changes to parentage, adoption, or gender markers follow separate procedures and usually require a court order first.
If You Need the Certificate for a Foreign Country
The Norwalk Town Clerk does not issue apostilles. Documents heading to a country that participates in the Hague Convention need an apostille from the Connecticut Secretary of the State in Hartford, which you request through that office’s online portal and then mail the certified record to 165 Capitol Avenue, Suite 1000. The record must have been notarized or certified within the last 10 years and must carry an original signature or seal.6Connecticut Secretary of the State.
