NY CDL Tanker Endorsement: Requirements, Test, and How to Apply

To add a tanker endorsement to your NY CDL, visit a New York DMV office that handles commercial licensing, complete Form MV-44, pass a 20-question knowledge test with at least 16 correct answers, and pay a $5 testing fee. The endorsement, designated “N,” is added to your existing commercial driver’s license the same day, and a temporary document lets you start driving tankers immediately while the permanent card is mailed.

Who Needs the N Endorsement

New York Vehicle and Traffic Law Section 501 requires the N endorsement for anyone operating a tank vehicle with a CDL.1New York State Senate. New York Code VAT 501 – Drivers Licenses and Learners Permits The capacity triggers come from the state’s Commercial Driver’s Manual and match federal standards: you need it when any single tank on the vehicle holds more than 119 gallons and the combined capacity of all tanks reaches 1,000 gallons or more.2New York State Department of Motor Vehicles. New York State Commercial Drivers Manual – Section 8 Tank Vehicles It does not matter whether the tank is permanently welded to the chassis or temporarily mounted for a single load. The FMCSA’s 2011 rule closed that loophole, so portable tanks that drivers once assumed were exempt now count.3Federal Motor Carrier Safety Administration. Tank Vehicle Definition

Class A and Class B drivers are the most common applicants. Class C holders also need the N when their vehicle transports liquid or gas hazardous materials in tanks that hit those capacity numbers.2New York State Department of Motor Vehicles. What You Need Before You Apply

You must already hold a valid New York CDL. There is no entry-level driver training requirement for the tanker endorsement. Federal ELDT rules apply only to drivers getting a Class A or B for the first time, upgrading from B to A, or adding school bus, passenger, or hazmat endorsements. Tanker is not on that list.4Federal Motor Carrier Safety Administration. Entry-Level Driver Training (ELDT) An existing CDL holder can walk into a DMV and test the same day without completing any formal training program.

Your medical self-certification also has to be current. Drivers who cross state lines fall into the “non-excepted interstate” category and need a current DOT medical examiner’s certificate.5Federal Motor Carrier Safety Administration. If your medical certification has lapsed, the DMV will not process any endorsement additions until it is current.

What the Knowledge Test Covers

The exam is 20 multiple-choice questions, and you need 16 correct — 80 percent — to pass. There is no skills or road test for the N endorsement; only the written test is required.6eCFR. 49 CFR 383.93 – Endorsements Questions draw from Section 8 of the New York State Commercial Driver’s Manual, and the manual recommends also reviewing Sections 2, 5, 6, and 9 for overlapping material on vehicle inspection, air brakes, and general knowledge.2New York State Department of Motor Vehicles. Most of the material covers how liquid behaves inside a moving tank. Liquid surge, the wave action created when partially filled cargo sloshes forward and back, is the single most tested concept. On a slippery surface, that wave can push a stopped truck into an intersection. Baffled tanks reduce forward-and-backward surge through internal walls with holes. Smooth-bore (unbaffled) tanks, used for food products like milk because baffles are too hard to sanitize, offer no surge control and demand extra caution.2New York State Department of Motor Vehicles. Expect questions on the high center of gravity that makes tankers prone to rollovers. Testing has shown tankers can tip at speeds below the posted curve limit, and the manual tells drivers to take highway curves and ramp curves well below posted speeds. Other tested areas include stopping distance (empty tankers can take longer to stop than full ones), braking techniques that control surge, how bulkheads split a tank into compartments that require careful weight distribution during loading, and pre-trip inspection procedures that catch leaks and valve failures.2New York State Department of Motor Vehicles. How to Apply at the DMV

Go to any New York DMV office that handles commercial licensing. Complete Form MV-44, the standard application for permit, license, and endorsement changes, and select the “N” endorsement in the endorsements section. Do not confuse MV-44 with Form MV-44CDL, which is a separate young adult training certification. Bring your current CDL and required identification.

When you are adding the endorsement after your initial CDL application, the testing fee is $5.7New York State Department of Motor Vehicles. Get a Commercial Driver License (CDL) If you are getting your CDL for the first time and take all written tests on the same visit, the $10 initial application fee covers everything. After you pass the computerized test, the DMV issues a temporary document showing the updated endorsement, and the permanent card arrives by mail.

N, H, or X: The Hazmat Distinction

The N endorsement by itself covers non-hazardous liquids and gases — milk, water, liquid food products. Hauling hazardous liquids like fuel oil, gasoline, or regulated chemicals in a tank requires the separate Hazardous Materials (H) endorsement on top. Holding both N and H together creates a combined “X” endorsement on your license.8New York Department of Motor Vehicles. CDL Endorsements The H endorsement adds a TSA background check, fingerprinting, and its own knowledge test.9New York Department of Motor Vehicles. Renew a Hazardous Materials (HazMat) Endorsement Drivers who skip it and haul hazmat in a tank face state penalties plus federal civil fines.

Penalties for Driving Without It

Operating a commercial vehicle without the required endorsement violates New York Vehicle and Traffic Law Section 509, which bars operating a commercial vehicle without the proper endorsements for the vehicle type or cargo.10New York State Senate. New York Code VAT 509 – Violations The fine runs from $75 to $300, with possible imprisonment of up to 15 days and a mandatory state surcharge. The offense does not carry license points, but the record can create problems with employers and insurance carriers.

Federal penalties can stack on top. The FMCSA’s civil penalty for CDL requirement violations starts at $2,500 and can reach $5,000 in aggravated cases, with potential jail time. Driving a commercial vehicle under an out-of-service order or with a suspended CDL triggers a one-year disqualification from all commercial driving, and a second offense is a lifetime ban.

Renewal

The N endorsement renews automatically with your CDL. There is no separate retest. That is different from the hazmat endorsement, which requires a new knowledge test and background check within two years before each renewal.8New York Department of Motor Vehicles. CDL Endorsements Standard CDL renewal fees in New York range from $164.50 to $194.50 depending on whether you hold a standard or enhanced license, with an additional $16 surcharge in the Metropolitan Commuter Transportation District.11New York State Department of Motor Vehicles.
