NY DMV Identity Proof Requirements: Six Points and Document Rules

To get a New York driver license, learner permit, or non-driver ID, you have to bring documents worth at least six points under the NY DMV six-point ID requirements, drawn from three separate categories: Social Security, citizenship or lawful status, and New York residency. The exact mix depends on whether you’re applying for a Standard, REAL ID, or Enhanced credential, and every document has to be an original or a certified copy.

How the Six Points Work

The point system is laid out on Form ID-44.   • Section A covers your Social Security status.
  • Section B covers citizenship or lawful status and date of birth.
  • Section C covers New York residency and additional identity.

Standard credentials need one proof of New York residency. REAL ID and Enhanced credentials need two.3New York State Department of Motor Vehicles. Enhanced or REAL ID Enhanced credentials are available only to U.S. citizens who are New York residents.

Section A: Social Security

Every applicant has to address the Social Security requirement, but what you provide depends on your credential type and whether you have an SSN.

An original Social Security Card is worth 2 points. For a REAL ID or Enhanced credential, you need either that card or a letter from the Social Security Administration, issued within the past 30 days, confirming you are not eligible for an number.4New York State Department of Motor Vehicles. If your SSN is already verified in New York DMV records, you can substitute a federal or New York State W-2, a 1098 or 1099 tax form, or a U.S. computer-printed pay stub showing your full SSN, name, and address.5New York State Department of Motor Vehicles. The “already on file” condition trips up first-time applicants who have never held a New York credential; they typically need the actual card.

Section B: Citizenship, Lawful Status, and Date of Birth

At least one document from Section B is required. Every item here also establishes your date of birth. Point values differ sharply:

  • 4 points: U.S. Passport or Passport Card, foreign passport (with valid visa and I-94), consular ID, foreign driver license with photo, or a photo driver license from another U.S. state or Canadian province.
  • 3 points: Certificate of Naturalization or Citizenship (N-550, N-560, N-561, N-570), unexpired Permanent Resident Card (I-551), Employment Authorization Card with photo (I-766 or I-688B), U.S. Military photo ID, or a foreign national ID card with photo.

The zero-point value on a U.S. Birth Certificate surprises most applicants. A birth certificate proves your name, date of birth, and citizenship, but it has no photo, so the DMV won’t count it toward your six points. If it’s your only Section B document, every one of your six points has to come from somewhere else.

Section C: Residency and Additional Identity

Section C is where the remaining points typically come from. Some items carry both residency proof and identity points; others are worth points only.

The heavy hitters:

  • A current New York driver license or non-driver ID: 6 points, which is why renewals are simple.
  • A parent or guardian statement on Form MV-45 (for applicants under 21): 4 points.
  • A U.S. marriage or divorce record, or a court-issued name change decree: 2 points.

Every residency document has to show a physical New York street address, not a P.O. Box, and has to have been issued within the past 365 days. Printed copies of electronic bills and statements are accepted.3New York State Department of Motor Vehicles. Enhanced or REAL ID

Remember the credential-type rule: one residency proof for a Standard license or ID, two for REAL ID or Enhanced.

Combinations That Reach Six Points

A few examples of how documents stack:

  • Social Security Card (2) + U.S. Passport (4) = 6 points. The simplest combination for most adult citizens.
  • Social Security Card (2) + Permanent Resident Card (3) + one utility bill (1) = 6 points.
  • Social Security Card (2) + U.S. Birth Certificate (0) + Form MV-45 parent statement (4) = 6 points. A common path for teenagers.
  • W-2 with verified SSN on file (0) + U.S. Passport (4) + two utility bills (1 each) = 6 points, meeting REAL ID’s two-residency-proof rule.

Tally your points on the ID-44 before you leave the house. If the combination falls short, the DMV cannot process the application.

Document Condition Rules

Every document has to be an original or a certified copy from the agency that issued it. Photocopies, screenshots or printouts of digital images, and documents laminated by someone other than the issuing agency will not be accepted.1New York State Department of Motor Vehicles. If Your Name Has Changed

If your current legal name doesn’t match the name on your birth certificate or other primary documents, you need to document every change with a U.S. marriage certificate, a divorce decree, or a court-issued name change order. REAL ID and Enhanced credentials can only display your full legal name. Nicknames, abbreviations, and confirmation names on supporting documents won’t be accepted without proof of the full legal name or a court order. Each marriage or divorce record, or court-issued name change decree, is worth 2 points in Section C.

Name-change documents in a foreign language need a certified English translation. The translator has to certify in writing that they’re competent in both languages and that the translation is accurate, and include their name, signature, address, and date.

Applying Without a Social Security Number

Under New York’s Green Light Law, anyone 16 or older can apply for a Standard driver license or learner permit regardless of immigration status. VTL Section 502 lets applicants for non-commercial licenses that don’t meet federal identification standards submit a signed affidavit stating they have never been issued an SSN, in place of the number itself.2New York State Senate. New York Vehicle and Traffic Law VAT 502 – Requirements for Licensing Acceptable primary identity documents for these applicants include a valid foreign passport, a consular identification document, or a foreign driver license with a photo that is either current or expired by less than 24 months. A Standard license obtained this way cannot be used for boarding flights or entering federal facilities. If you later get an SSN and want to upgrade to a REAL ID, you’ll need to visit a DMV office with the Social Security Card and the additional required documents.

Temporary Visitors

Non-U.S. citizens with temporary visitor status can get a New York REAL ID credential, but the card will be printed with “TEMPORARY VISITOR” and the expiration date of the DHS documentation. The DMV verifies immigration documents through the federal Systematic Alien Verification for Entitlements (SAVE) program.
