NY ID Requirements: Six Points, Residency Proof, and Fees

To get a New York State non-driver ID, you need to present documents worth at least six identity points, provide a Social Security number, prove your New York residency, and apply in person at a DMV office. The NY ID requirements shift slightly depending on which of the three cards you want: a Standard non-driver ID, a REAL ID, or an Enhanced ID. Since May 7, 2025, a Standard card no longer works for boarding domestic flights or entering federal buildings, so most new applicants should look at REAL ID or Enhanced instead.¹ Any New York resident who does not hold a valid state driver’s license or learner permit can apply, regardless of age.²

Six Points of Identity Documents

The DMV uses a point system to verify who you are. You must present original or certified documents totaling at least six points before your application will be processed.³ Photocopies are not accepted. You can mix documents from different tiers to reach six points, so there is no single required combination.

Common documents and their point values:

4 points: unexpired U.S. passport or passport card, unexpired foreign passport, photo driver’s license from another U.S. state or Canadian province, consular ID with photo
3 points: Certificate of Naturalization or Citizenship, unexpired Permanent Resident Card, U.S. military photo ID
2 points: original signed U.S. Social Security card, New York State certificate of title, New York professional license, U.S. high school or college photo ID with transcript
1 point: bank statement, utility bill, pay stub, W-2, credit card statement, life insurance statement, canceled check

One detail catches many applicants off guard: a U.S. birth certificate earns zero identity points.³ It proves date of birth and citizenship, which matters for a REAL ID or Enhanced card, but it does not count toward the six-point total. If you plan to walk in with just a birth certificate and a Social Security card, you will be two points short. Bring extra items from the one- and two-point categories.

Names must match across every document you present. A middle initial on one document and a spelled-out middle name on another can trigger a rejection. If your name has changed through marriage or court order, bring the legal document that ties the two names together.

Social Security Number

Every applicant must provide a Social Security number. New York Vehicle and Traffic Law Section 490 requires the DMV to collect it, and the office electronically verifies the number with the Social Security Administration before issuing your card.² The physical card is worth two identity points, but you can provide just the number if you don’t have the card. Applicants who were never issued a Social Security number need a letter of ineligibility from the Social Security Administration.

Proof of New York Residency

Residency proofs sit outside the six-point system, but you cannot get a card without them. A Standard non-driver ID requires one proof. A REAL ID or Enhanced card requires two.³

Accepted documents include a bank statement, utility bill, pay stub, credit card statement, residential lease, property deed, voter registration card, or jury duty notice. Most must have been issued within one year of your DMV visit. Every document has to show your name and a physical street address, not a P.O. box.⁴ Printed electronic statements and e-bills are fine.

Extra Documents for REAL ID and Enhanced Cards

A REAL ID card meets the federal standards under the REAL ID Act and lets you board domestic flights and enter federal buildings without a passport.⁵ On top of the six points, one Social Security proof, and two residency documents, you need a document proving lawful status in the United States, such as a birth certificate, unexpired passport, or naturalization certificate. The DMV verifies these through federal databases. REAL ID cards carry a gold star in the upper right corner and cost the same as a Standard card.⁴

An Enhanced card does everything a REAL ID does and also serves as a border-crossing document for land and sea travel between the United States, Canada, and Mexico under the Western Hemisphere Travel Initiative.⁶ Enhanced cards are only available to U.S. citizens, so you must prove citizenship with a document like a birth certificate or naturalization certificate. An Enhanced card does not replace a passport for international air travel.

Applying in Person

Start with the DMV’s ID-44 document guide, which lists every accepted item and its point value. That is separate from the MV-44 application, which is the form you actually fill out. The MV-44 asks for your full legal name, date of birth, Social Security number, residential address, and physical description including height, weight, and eye color.⁷ Fill it out before your visit. Any mismatch between what you write and what your documents show will slow you down or get the application rejected.

You must apply in person because the process includes a photograph. The DMV strongly encourages reservations through its online portal, and some offices turn away walk-ins during busy periods.⁸ Bring originals of every document. The clerk reviews everything, runs the electronic verifications, takes your photo, and collects payment.

After payment, you get a temporary paper document that works as valid identification for 60 days.⁹ The permanent card arrives by mail in about two weeks.¹⁰

What It Costs

Standard and REAL ID cards cost the same. Enhanced cards add $30. The exact amount depends on your age, whether you receive government benefits, and whether you choose a four-year or eight-year card.¹¹

For applicants under 62:

4-year Standard or REAL ID: $9.50 to $10.00
8-year Standard or REAL ID: $13.50 to $14.00
4-year Enhanced: $39.50 to $40.00
8-year Enhanced: $43.50 to $44.00

The small variation within each range depends on how close your next birthday is to the application date. If your birthday falls within six months, you pay the lower amount.

For applicants 62 or older, or those receiving Supplemental Security Income:

Standard card: $6.50 for 10 years
REAL ID: $6.00 for 8 years
Enhanced: $36.00 for 8 years

Applicants who are 62 or older and receive SSI, or who receive public assistance, temporary assistance, SNAP, or Medicaid, qualify for a free card.² The DMV accepts credit cards, checks, and cash.

Renewing or Replacing a Card

You can renew a non-driver ID from one year before it expires to two years after. If the card has been expired for two years or more, renewal is off the table and you have to apply from scratch with a full document set.⁹ If you’re keeping the same card type, you can renew online or by mail, though mail renewal is off the table if the photo on file is more than 16 years old. Upgrading from a Standard to a REAL ID or Enhanced card requires an in-person visit with the extra citizenship or residency documents.

A lost, stolen, or destroyed card can be replaced as long as it has not expired. An expired card must be renewed instead.¹² Replacement is also how you update your card after an address change. Replacement fees follow the same schedule as new applications.
