NY Inflation Relief Checks: Eligibility, Amount, and Delivery

New York’s inflation relief checks are one-time payments of $150 to $400 that the state started mailing in late 2025 under the 2025–2026 budget. If you filed a full-year New York resident return for tax year 2023, weren’t claimed as someone else’s dependent, and your New York adjusted gross income was under the cap for your filing status, you were automatically eligible. No application was required. More than 8.2 million checks totaling over $2 billion went out.1New York State Department of Taxation and Finance. Personal Income Tax: Tax Expenditure Estimates

Who Qualifies

Three conditions have to line up. You filed Form IT-201, the full-year New York State resident return, for tax year 2023. Your New York adjusted gross income on line 33 of that return fell within the program’s thresholds. And no one else claimed you as a dependent on their 2023 return.2NYC311. Inflation Refund That last point catches some younger filers: if a parent listed you as a dependent, you don’t qualify even if your own income was well below the cap.

Part-year residents who filed Form IT-203 are not eligible. Nonfilers aren’t eligible either, regardless of income. If you filed late on extension before the state processed payments, you could still qualify, though late filers were among the last to receive their checks.

How Much You Get

The amount depends on your 2023 filing status and New York adjusted gross income. The program uses flat dollar amounts at two income tiers rather than a formula tied to any specific credit.3New York State Senate. Senate Passes 2025-26 Budget Prioritizing Affordability, Shielding New York

  • Single filers: $200 if AGI was $75,000 or less; $150 from $75,001 to $150,000.
  • Head of household: $200 at $75,000 or less; $150 from $75,001 to $150,000.
  • Married filing jointly: $400 at $150,000 or less; $300 from $150,001 to $300,000.
  • Married filing separately: $200 at $75,000 or less; $150 from $75,001 to $150,000.
  • Qualifying surviving spouse: $400 at $150,000 or less; $300 from $150,001 to $300,000.

If your income was over the upper threshold for your filing status, you get nothing. There’s no partial payment or phase-out above the caps.2NYC311. Inflation Refund

When and How the Check Arrives

The Department of Taxation and Finance is sending these as paper checks through the U.S. Postal Service. Even if your 2023 tax refund came by direct deposit, this one arrives in the mail. Checks went out in batches starting in late 2025, with the bulk delivered by early 2026.1New York State Department of Taxation and Finance. Personal Income Tax: Tax Expenditure Estimates

The check goes to the address on your most recent New York State return. If you moved after filing for 2023, it may have gone to the old address. You can update your address through the department’s online services portal.4New York State Department of Taxation and Finance. Online Services for Individuals

If Your Check Hasn’t Arrived

Because the checks went out in waves, some households received theirs months before others. Start by confirming eligibility: pull your 2023 IT-201, check line 33 against the income tiers above, and make sure you weren’t claimed as a dependent.

If the numbers work, log into the Department of Taxation and Finance’s online portal and verify the address on file. Checks that come back undeliverable are held by the department, and updating your address can prompt a reissue. If your address is correct and a reasonable window has passed, call the department directly. Early in the day means shorter hold times, and having your Social Security number and 2023 filing details ready will move things along.

One other possibility: state-issued payments can be intercepted for certain debts. If you owe back child support, past-due state taxes, or other debts to New York State agencies, the department can reduce or withhold the inflation refund to satisfy that obligation, the same way it can offset a regular tax refund. If your check was smaller than expected or never showed up despite confirmed eligibility, an outstanding state debt is one of the more common reasons. The department sends a separate notice when a payment has been offset, so check your mail and your online account.

Whether It Affects Your Taxes

The IRS has generally treated state rebates and relief payments as non-taxable on your federal return when they aren’t tied to income you earned, and New York designated this specifically as a one-time inflation refund rather than additional income. If you took the standard deduction on your 2023 federal return, the payment is almost certainly not federally taxable. If you itemized and deducted state taxes paid, a portion of a state tax rebate can sometimes become taxable under the tax benefit rule. Check the IRS guidance for the year you received the check if your situation is complicated.

Not the Same as the EIC and Child Credit Supplement

These inflation checks are sometimes confused with an earlier and separate program: the Additional New York State Child and Earned Income Tax Payments authorized in the FY 2023 budget. Those checks went to residents who qualified for the Empire State Child Credit or the New York State Earned Income Credit for tax year 2021. The EIC supplement equaled 25% of the filer’s 2021 state EIC. The child credit supplement was based on income or $100 per child, whichever was larger.5NYC.gov. FAQs About Additional New York State Child and Earned Income Tax Payments Those payments were mailed in 2022 and 2023.

Eligibility for the two programs is different. The earlier supplemental payments required you to have claimed a specific credit worth at least $1. The 2025 inflation refund is based purely on income and filing status. If you qualified for both, you would have received separate checks, in different years.
