NY State Benefit Card: Eligibility, Uses, and How to Apply

The New York State benefit card, officially the Common Benefit Identification Card (CBIC), is the Electronic Benefit Transfer (EBT) card the state issues to receive SNAP food benefits and Cash Assistance, and to serve as your Medicaid ID.1NYC Human Resources Administration. Electronic Benefit Transfer Cards You get one by applying through your local Department of Social Services, completing an eligibility interview, and documenting your income, identity, and housing costs. Once approved, you activate it by phone, set a PIN, and use it like a debit card at grocery stores, ATMs, and participating online retailers.

What the Card Covers

One card, three programs. SNAP benefits load onto the card each month and can only be spent on food. Cash Assistance (sometimes called public assistance or temporary assistance) loads separately and can be withdrawn as cash or spent at the register like a debit card. The same card also functions as your Medicaid identification.1NYC Human Resources Administration. Electronic Benefit Transfer Cards You don’t need separate cards for each benefit, but the two pools of money stay distinct and follow different rules.

Who Qualifies in 2026

SNAP eligibility runs on two income tests. Your gross monthly income (before deductions) cannot exceed 130% of the federal poverty level, and your net monthly income (after deductions for housing, childcare, and similar expenses) cannot exceed 100% of the poverty level.2Food and Nutrition Service. SNAP Cost-of-Living Adjustment (COLA) Information For the federal fiscal year running October 2025 through September 2026, the limits by household size are:3Food and Nutrition Service. SNAP FY2026 Income Eligibility Standards

  • 1 person: $1,696 gross / $1,305 net
  • 2 people: $2,292 gross / $1,763 net
  • 3 people: $2,888 gross / $2,221 net
  • 4 people: $3,483 gross / $2,680 net
  • Each additional person: add $596 gross and $459 net

The federal resource limit is $3,000 in countable assets like bank balances and cash, or $4,500 if a household member is 60 or older or has a disability.4Food and Nutrition Service. SNAP Eligibility New York uses broad-based categorical eligibility, so most households that meet the income limits won’t be denied over assets alone. You still have to report your resources accurately.

Maximum monthly SNAP amounts for 2026 are $298 for a single person, $546 for two, $785 for three, and $994 for four.4Food and Nutrition Service. SNAP Eligibility Most households receive less than the maximum because the amount is reduced based on income.

College Students

Federal law generally bars students enrolled at least half-time in higher education from receiving SNAP. Exemptions apply if you work at least 20 hours per week, are a parent of a child under 6 (or under 12 without adequate childcare), receive Cash Assistance, or are in certain career and technical education or remedial programs.5Office of the Law Revision Counsel. 7 USC 2015 – Eligibility Disqualifications In New York, half-time students in qualifying career and technical programs at SUNY or CUNY community colleges, or at one of the state’s Educational Opportunity Centers, are also treated as eligible.

Documents to Gather Before You Apply

Having everything ready up front cuts weeks off the process. New York asks for proof in four areas:

  • Identity: one photo ID (driver’s license, passport, naturalization certificate). Without a photo ID, two other documents such as a birth certificate plus a verified Social Security number can substitute.6New York City Human Resources Administration. Eligibility Factors and Suggested Documentation Guide
  • Social Security number for each applying household member. For SNAP and Cash Assistance, you don’t have to submit proof unless the agency can’t verify the number electronically.6New York City Human Resources Administration. Eligibility Factors and Suggested Documentation Guide
  • Housing costs: current rent receipt, lease, or mortgage statement.7ACCESS NYC. Cash Assistance
  • Income: recent pay stubs, business records, a current tax return, or an unemployment benefit statement. If a household member has no income, say so on the application.7ACCESS NYC. Cash Assistance

Childcare costs and heating bills count as deductions that can raise your benefit amount, so bring documentation of those too if they apply.

How to Apply

The application is form LDSS-2921, “New York State Application for Certain Benefits and Services.” You can submit it online through myBenefits at mybenefits.ny.gov, mail it to your local Department of Social Services, or hand-deliver it.8New York State. myBenefits You’ll list income as earned or unearned and itemize household expenses. Accuracy on the first pass means fewer follow-up requests later.

After filing, you complete an eligibility interview, usually by phone, though in-person is available on request. The state has 30 days from your filing date to process a SNAP application and issue benefits if you qualify.9Food and Nutrition Service. SNAP Application Processing Timeliness Once approved, your EBT card comes by mail. If it hasn’t arrived, New York City residents can pick up a permanent card at the Brooklyn Over-the-Counter site or get a temporary card at an open HRA Benefits Access Center.1NYC Human Resources Administration. Expedited Benefits

If you have almost no money and need food right away, you may qualify for expedited SNAP, which puts benefits on your card within seven days instead of 30.10New York State. Apply or Recertify for SNAP You generally qualify if your household’s liquid resources are $100 or less and your gross monthly income is under $150, or if your combined income and liquid resources are less than your rent and utilities. You still have to complete the full eligibility process afterward.

Activating the Card and Setting a PIN

Your card won’t work until you set a four-digit PIN. Call 1-888-328-6399 to activate the card and choose one.11NYC311. Electronic Benefit Transfer (EBT) Card Assistance for Clients The line is open 24/7. You’ll need the case head’s Social Security number. Pick something memorable but not guessable from your personal information, and don’t share it.

Using the Card for Food

At the register, swipe or insert the card and enter your PIN. SNAP covers fruits, vegetables, meat, dairy, bread, cereals, non-alcoholic beverages, and seeds or plants that produce food. It cannot be used for alcohol, tobacco, vitamins, pet food, cleaning supplies, or other non-food items.12Food and Nutrition Service. What Can SNAP Buy The terminal sorts eligible from ineligible items automatically, and your receipt shows the remaining SNAP balance.

Online Grocery Orders

SNAP works for online grocery purchases through participating retailers that deliver to New York addresses.13Food and Nutrition Service. Stores Accepting SNAP Online You enter your EBT card number and PIN at checkout. SNAP pays only for the food itself; delivery fees, service charges, and tips need a separate payment method. The USDA keeps a list of participating retailers by state, so check before ordering to confirm a store delivers to your zip code.

Using the Card for Cash Benefits

Cash Assistance can be withdrawn at ATMs or taken as cash back at retail checkouts. At an ATM, choose “withdraw cash” and select the checking or health/benefits account option.14New York State Office of Temporary and Disability Assistance. LDSS-5004 – How to Use Your Benefit Card You get two free withdrawals per month at surcharge-free ATMs; after that, there’s a $0.45 fee per withdrawal, and most ATMs also charge their own surcharge on top. Watch for the on-screen surcharge notice and cancel if you want to avoid the fee. Cash back at a store checkout usually sidesteps these charges.

Where You Cannot Use Cash Benefits

Federal law bars using your EBT card for cash withdrawals or purchases at liquor stores (stores that primarily sell alcohol, not grocery stores with a beer aisle), casinos and gambling establishments, and adult entertainment venues.15Office of the Law Revision Counsel. 42 USC 608 – Prohibitions; Requirements These restrictions apply to Cash Assistance. SNAP is food-only and can’t be withdrawn as cash at all.

Checking Your Balance

The simplest balance check is through connectebt.com, where New York is a selectable state. You can also call 1-888-328-6399 anytime for an automated balance.11NYC311. Electronic Benefit Transfer (EBT) Card Assistance for Clients Every grocery receipt also prints the remaining SNAP and cash balances at the bottom.

Watch your balance for another reason: unused SNAP benefits don’t sit forever. Federal rules require states to remove benefits that go unused for 274 days (nine months), oldest first. Once expunged, they’re gone and cannot be restored.16eCFR. 7 CFR 274.2 – Providing Benefits to Participants Even a small purchase resets the clock, so use the card at least every few months if a balance is building up.

Recertification

SNAP approval isn’t permanent. Each case gets a certification period, and if you don’t recertify before it ends, benefits stop automatically. Most households get 12 months. Households with changing income may get 6 months, and certain elderly or disabled households with stable circumstances may get up to 36.10New York State. Apply or Recertify for SNAP

A recertification packet arrives in the mail before your period ends. Return the signed form promptly and complete the follow-up interview (usually phoned) before the deadline. Miss either step and the case closes with no grace period. In New York City, SNAP households can call 1-800-SNAPNOW to schedule an on-demand telephone recertification interview. Put the recertification date on your calendar the same day your benefits are approved. This is where people lose coverage they still qualify for.

Lost, Stolen, or Damaged Cards

Call 1-888-328-6399 right away to lock a lost or stolen card. You can request a replacement through the automated phone system or online, and a replacement mailed to your address takes 7 to 10 business days.11NYC311. Electronic Benefit Transfer (EBT) Card Assistance for Clients If you can’t wait, go to a local social services office for an expedited replacement.

One major change took effect in 2026: as of September 30, 2025, New York State stopped accepting claims to replace stolen SNAP benefits.17NYC Human Resources Administration. Benefit Replacement If someone drains your SNAP balance through fraud, the state will not reimburse you. Cash Assistance replacement claims are still accepted, but stolen SNAP is gone. That raises the stakes on card and PIN security.

Protecting Your Card From Skimming

EBT skimming is widespread. Scammers attach devices to ATMs and store readers that copy the data from the magnetic strip, then encode a blank card and drain the account, often right after monthly benefits deposit.18United States Secret Service. U.S. Secret Service Kicks Off EBT Fraud and ATM Skimming Outreach Operations

Before using any ATM or card reader, look at the hardware. If the card slot wiggles, looks crooked, or seems added on, don’t use it. Cover the keypad with your other hand when entering your PIN; skimming devices are often paired with tiny cameras aimed at the keys. New York currently issues EBT cards with magnetic strips only. Pending state legislation would require EMV chip technology by mid-2026 to match regular bank card security.19New York State Senate. Bipartisan Effort Would Require SNAP Cards to Have EMV Chip Until then, caution at the reader is the main defense, and reporting unauthorized transactions quickly protects both your benefits and your standing in the program.
