NY Vehicle and Traffic Law Section 503: Driver License Fees

New York driver license fees are set by Vehicle and Traffic Law Section 503, which prices licenses per six-month period rather than as a flat rate. For a standard eight-year Class D or Class M license, that works out to $64.50 statewide, or $80.50 if you live in the downstate Metropolitan Commuter Transportation District. Commercial licenses, taxi and livery licenses, suspension terminations, and revocation reapplications all carry their own amounts under the same statute.¹

How the Fee Is Calculated

Section 503 sets a base rate for each six-month period a license covers, then multiplies it by the number of periods. A $12.50 photo image fee is added on top. Most New York licenses are valid for eight years, which is 16 six-month periods, so the per-period rate does most of the work.

The per-period rates are:

$3.25 for a standard Class D, DJ, M, or MJ license
$6.25 for a Class E license (taxi and livery) or a non-commercial Class C without hazardous materials, passenger, or combination endorsements
$9.50 for a commercial driver license¹

Because the total depends on the validity window, an early renewal or a shorter-than-usual term produces a different bill than the standard eight-year figure.

What a Standard Class D or M License Costs

The Class D license covers passenger cars and light trucks with a gross vehicle weight rating of 10,000 pounds or less. Class M covers motorcycles. At $3.25 per period across 16 periods, plus the $12.50 photo fee, an eight-year Class D or M license totals $64.50.²

If you live in the Metropolitan Commuter Transportation District, add $1 per six-month period. The district covers the five boroughs of New York City plus Dutchess, Nassau, Orange, Putnam, Rockland, Suffolk, and Westchester counties. Over eight years, that surcharge adds $16, bringing a Class D total to $80.50.²

Motorcycle licenses carry a separate supplemental charge of $0.50 per six-month period on top of the base rate. A Class E license for taxi and livery drivers, at $6.25 per period, totals $112.50 for an eight-year term.

Commercial License Fees

Commercial driver licenses are issued in Classes A, B, and C. Class A authorizes tractor-trailers and other combinations exceeding 26,000 pounds. Class B covers heavy single-unit trucks and buses. The commercial Class C applies to vehicles carrying hazardous materials or 16 or more passengers.³

At $9.50 per six-month period, an eight-year CDL renewal comes to $152 before the $12.50 photo fee, for a total of $164.50. First-time CDL applicants also pay the $10 initial application fee and a $40 road test fee. Endorsements for hazardous materials, passenger transport, tank vehicles, and other specialties carry additional costs depending on what you need to operate.¹

Costs for First-Time Applicants

Before a first license is issued, applicants who do not hold a valid or renewable New York license pay a $10 initial application fee. That covers up to two attempts at the written knowledge test for non-commercial applicants. Commercial applicants get one attempt at the knowledge test plus any endorsement tests taken in the same session, with a $5 charge for a second attempt at any test.¹

Once you pass the knowledge test and receive a learner permit, the per-six-month rate applies for the full validity period of your permit and eventual license. Non-commercial applicants get up to two road test attempts included. Commercial applicants pay a separate $40 road test fee.⁴

Suspension Termination Fees

If your license was suspended, you owe a termination fee before the suspension clears. Section 503 sets three different amounts depending on why the suspension was imposed, and they are paid to different places.

$50 general termination fee, paid to the Commissioner of Motor Vehicles. This is the default. It does not apply to temporary suspensions issued while a hearing, prosecution, or investigation is pending, and it does not apply to indefinite suspensions that automatically end when you complete a required action.¹
$100 termination fee when the suspension is based on a finding of driving after consuming alcohol under VTL Section 1192-a. This is also paid to the commissioner.
$70 termination fee for suspensions based on failure to answer a summons or failure to pay a fine, penalty, or mandatory surcharge. This one is paid to the court or tribunal that initiated the suspension, not the DMV.

Sending the money to the wrong place will not clear the suspension. Confirm which entity holds it before you pay. The DMV’s online system can process up to 10 termination fees in a single day if you have more than one to clear.

Reapplication After Revocation

Revocation removes your license entirely, and you must reapply as a new driver would. Under Section 503(2)(h), anyone whose license was revoked under VTL Section 510, Section 1193 (alcohol and drug-related offenses), or Section 1194 (chemical test refusal) pays a $100 reapplication fee to the commissioner. Non-residents whose New York driving privileges were revoked pay the same $100 under Section 503(2)(i).¹

Paying $100 does not guarantee a new license. It buys a review of your driving history and fitness to return to the road. If your revocation followed a DWI conviction, you will likely also need to complete the Impaired Driver Program, which carries a $75 enrollment fee paid to the DMV plus up to $233 paid directly to the program provider for classes.⁵ Those costs are on top of the reapplication fee.

Who Qualifies for a Fee Waiver

The commissioner can waive Section 503 fees under subsection (3), but only for two groups:

People held in an institution under the jurisdiction of a state department or agency
People whose license or learner permit was lost or destroyed as the direct result of a crime¹

Section 503 does not waive fees for active-duty military members, veterans, seniors, or people with disabilities. Accommodations for those groups, if any, come from elsewhere in the Vehicle and Traffic Law or DMV policy.

The Driver Responsibility Assessment Is Separate

The Driver Responsibility Assessment is a distinct financial penalty that sits outside Section 503. It is a three-year annual charge triggered by certain convictions, and it can add hundreds or thousands of dollars on top of ordinary fines and surcharges.

Alcohol or drug-related convictions: $250 per year for three years, totaling $750
Six points on your record within 18 months: $100 per year for three years, totaling $300
More than six points within 18 months: an additional $25 per year for each point beyond six, for three years⁶

Missing a DRA due date suspends your license, which then triggers a Section 503 termination fee when you come back to clear it. That is how one traffic case can end up producing three separate bills: the original fine, the DRA, and the termination fee.

How to Pay

Section 503 fees can be paid through the DMV’s online portal by credit or debit card, by mail with a check or money order sent to the DMV’s centralized processing center, or in person at any local DMV office. After a renewal, you can download and print a temporary license in PDF format that is valid for 60 days while the permanent card is produced and mailed.² Keep the temporary document and your payment receipt until the card arrives, since permanent document delivery can be delayed during high-volume periods.
