NYC Bike Lane Ticket: Rules, Disputes, and Payment Plans

A NYC bike lane ticket costs $115, and you have 30 days from the date on the summons to either pay it or request a hearing. Miss that window and late penalties start stacking on top of the base fine automatically, whether or not you plan to fight it.

What the Ticket Is For

New York City’s traffic rules prohibit stopping, standing, or parking any vehicle in a designated bicycle lane.1New York City Legal Library. The Rules of the City of New York – 4-08(e)(9) A minute of idling counts. Leaving the car for hours counts. If any part of your vehicle sits in a painted or protected bike lane, a traffic enforcement agent can write you up. The violation is Code 48 on the summons, and the fine is $115 citywide.2NYC Department of Finance. Violation Codes, Fines, Rules and Regulations

A separate rule covers driving through or across a bike lane in a way that interferes with cyclists’ safety, such as cutting through mid-block to reach a parking spot.3New York City Legal Library. The Rules of the City of New York – 4-12(p) These tickets are written in person by NYPD officers and traffic agents. The city’s bus-mounted cameras handle bus lane and double-parking violations along bus routes, not bike lanes.4Metropolitan Transportation Authority. Automated Camera Enforcement

Commercial vehicles get hit with the same $115. The city’s Stipulated Fine Program offers no discount for fleet owners on bike lane violations.5NYC Department of Finance. Department of Finance Announces Changes to Stipulated Fine Program

When You’re Allowed to Be in the Lane

Before you dispute, check whether what you did actually fits one of the legal exceptions. You can drive across a bike lane when entering or leaving a driveway, pulling into or out of a legal curbside parking space, crossing or turning at an intersection, following an officer’s directions, or avoiding an obstacle that leaves fewer than ten feet of clear roadway.6New York City Legal Library. The Rules of the City of New York – 4-12(p)(2) You must yield to every cyclist in the lane before entering.

Passenger pickup and drop-off is not on that list. If you pulled over to let someone out, you were technically in violation, and that’s exactly the fact pattern enforcement agents target during Manhattan rush hours.

Commercial drivers get one narrow carve-out: they may stand along the roadway side of a bike lane while actively loading or unloading, but only if no legal parking space or loading zone exists on the same block. Whether you were “actively engaged” in a delivery is a question for the hearing officer.

How to Dispute the Ticket

You have 30 days from the date on the ticket to request a hearing. File late and the penalties attach automatically; if the administrative law judge finds you guilty, you owe the $115 plus whatever late fees have accrued.7NYC.gov. Dispute a Ticket The clock runs whether or not you were there when the ticket was issued, so check your plates if you park on the street.

Three channels are open, all through the Department of Finance:

  • Online, through the NYC Pay or Dispute portal, using the 10-digit ticket number
  • Through the NYC Parking Ticket Pay or Dispute mobile app, which lets you upload photos directly from your phone
  • By mail, to the Department of Finance Hearing by Mail Unit, P.O. Box 29021, Brooklyn, NY 11202-90218NYC311. Parking Ticket or Camera Violation Dispute

If you’ve lost the paper summons, you can look up the ticket by license plate number, issuing state, and plate type.10NYC311. Evidence That Actually Works

What gets a bike lane ticket dismissed depends on why the ticket was wrong. The city’s guidance recognizes a few specific categories:8NYC311. Parking Ticket or Camera Violation Dispute

  • Missing or unreadable lane markings or signs. Submit overlapping photos of the entire block from corner to corner, showing every sign (front and back if damaged), the street name, and a building address.
  • Medical emergency. Hospital or clinic admission paperwork, a statement from medical personnel, or a statement from school staff if a parent was called about a child.
  • Vehicle breakdown. A towing receipt or repair bill showing the car was disabled at the time.
  • Wrong vehicle information on the ticket. A copy of your registration showing the correct plate, state, or vehicle type.

For bike lane cases specifically, timestamped photos are the workhorse. If the markings were faded, if you were loading at a location with no legal parking on the block, or if a construction setup had forced vehicles into the lane, document the scene from multiple angles. Everything you submit must be truthful. The Department of Finance can reinstate a dismissed ticket if the dismissal rested on false information.7NYC.gov. Dispute a Ticket

What Happens If You Ignore the Ticket

Late penalties attach on a fixed schedule:

  • After 30 days: $10 added
  • After 60 days: another $20 (total late fees $30)
  • After 90 days: another $30 (total late fees $60)11NYC.gov. NYC Parking or Camera Tickets

A $115 ticket ignored for 90 days becomes $175, and it enters judgment. Once you’ve accumulated $350 or more in unpaid parking or camera judgments, the city can boot your vehicle. If you don’t pay within 48 hours of the boot, they can tow it.12NYC.gov. Vehicle Booting The city can also suspend your vehicle registration and pursue wage garnishment on the outstanding debt.

Payment Plans If the Balance Is Too Big

For tickets that have already entered judgment, the Department of Finance will set up a payment plan. The terms scale with the amount owed:

  • $50 to $500: 50% down, remainder due within 30 days
  • $501 to $1,000: 50% down, up to 12 months to pay, $50 monthly minimum
  • Over $1,000: 25% down, up to 12 months, $50 monthly minimum13NYC.gov. Parking and Camera Violation Payment Plans

If your adjusted gross income is below $86,400, a moderate-income plan drops the down payment to 15% and extends repayment to 18 months on balances over $1,000. A hardship plan reduces it to 5% down with up to 24 months to pay. Both options require a minimum balance of $350.13NYC.gov. Parking and Camera Violation Payment Plans Fight any tickets you want to challenge before enrolling, because signing up for a plan means agreeing to pay the full balance on every violation included in it.

If You’re the Cyclist, Not the Driver

Cyclists have their own set of rules and their own set of fines. Running a red light on a bike can cost up to $150, and failing to use an available bike lane can produce a summons, though enforcement is less consistent than it is against motorists.14NYC Department of Transportation.
