NYC DOB Gas Inspection: Local Law 152 Deadlines and Penalties

NYC Local Law 152 gas inspection rules require most building owners to have exposed gas piping inspected by a Licensed Master Plumber every four years and to file a GPS2 certification with the Department of Buildings by December 31 of their community district’s assigned year.1NYC Department of Buildings. Which Buildings Have to Comply

The law applies to every building containing gas piping except those in occupancy group R-3, which covers one- and two-family homes.1NYC Department of Buildings. Gas Piping Inspection – Buildings Multi-family apartment buildings, commercial offices, mixed-use properties, and industrial facilities are all covered. Your building’s occupancy classification appears on its Certificate of Occupancy.

Buildings without gas piping are not exempt from filing. The owner still has to submit a Gas Piping System Periodic Inspection Certification confirming no gas piping is present, signed and sealed by either a Registered Design Professional or a Licensed Master Plumber.1NYC Department of Buildings. Finding Your Deadline

Community districts are split into four groups on a repeating four-year rotation. Compliance is due by December 31 of your assigned year.3NYC Department of Buildings. 1 RCNY 103-10 – Gas Piping Inspections

  • 2024: Community districts 1, 3, and 10 in all boroughs
  • 2025: Community districts 2, 5, 7, 13, and 18 in all boroughs
  • 2026: Community districts 4, 6, 8, 9, and 16 in all boroughs
  • 2027: Community districts 11, 12, 14, 15, and 17 in all boroughs

The same rotation then repeats. Buildings in districts 4, 6, 8, 9, or 16 face a current deadline of December 31, 2026 and will be due again on December 31, 2030.3NYC Department of Buildings. 1 RCNY 103-10 – Gas Piping Inspections

You can look up your community district by address through the city’s Find Your Community Board page.4NYC Community Boards. Find Your Community Board The district number follows the borough name in your community board’s title. Scheduling an LMP in the last weeks of the year is harder and more expensive, so don’t leave the lookup for November.

Who Performs the Inspection and What It Covers

Only a Licensed Master Plumber, or a qualified individual working under an LMP’s direct supervision, can perform the inspection. That qualified individual must have at least five years of full-time experience under an LMP and must have completed a DOB-approved training program of at least seven classroom hours.3NYC Department of Buildings. 1 RCNY 103-10 – Gas Piping Inspections

The scope is all exposed gas piping from the point where gas service enters the building through common areas such as hallways, mechanical rooms, boiler rooms, and rooftops, up to but not including individual tenant spaces. Buried piping and piping concealed behind walls or above drop ceilings is outside the inspection scope.5NYC Department of Buildings. Local Law 152 of 2016 FAQs Inspectors do not need to enter individual apartments.

During the walkthrough, the LMP documents findings on the GPS1 form, noting signs of corrosion, illegal connections, improper support, or other deficiencies. The owner must receive the completed GPS1 report within 30 days of the inspection date.6New York City Department of Buildings. Filing the GPS2 Certification

After the inspection, the owner files a GPS2 form through the DOB NOW: Safety portal within 60 days of the inspection date. The GPS2 must be signed and sealed by the LMP who conducted or supervised the inspection, and there is currently no filing fee.1NYC Department of Buildings. Miss the 60-day window and the inspection goes stale; you’ll need a new one before you can file. The GPS2 also has to be filed before December 31 of your assigned year, so a late-November inspection puts both windows under pressure at once. Owners are required to keep GPS1 reports and GPS2 certifications on file for at least ten years and produce them if DOB requests.6New York City Department of Buildings. If the Inspector Finds Problems

When an inspection reveals an unsafe or hazardous condition, the LMP must immediately notify the owner, the utility (Con Edison or National Grid), and the Department of Buildings.1NYC Department of Buildings. Gas Piping Inspection – Buildings The owner must act immediately to correct the condition, which typically means shutting off gas to the affected area and pulling the work permits needed for repairs. Gas service generally stays off until repairs are completed and verified.

Non-hazardous deficiencies have to be fixed too, on a longer timeline. The owner has 120 days from the inspection date to complete repairs and submit a follow-up GPS2 from the LMP confirming the work is done. If the initial GPS2 indicates that additional time is needed for more complex repairs, the deadline extends to 180 days.3NYC Department of Buildings. 1 RCNY 103-10 – Gas Piping Inspections The building is not considered compliant until that follow-up certification is filed.

Penalties for Missing the Deadline

Failing to file a Gas Piping System Periodic Inspection Certification by the applicable deadline carries a $5,000 civil penalty for most buildings. Three-family residential buildings face a reduced penalty of $1,500.2NYC Department of Buildings. Violations for Failure to Submit Gas Piping System Periodic Inspection Certification Penalties are assessed per cycle, so missing more than one cycle produces separate violations for each.

An open LL152 violation also sits on the building’s DOB record, where lenders, buyers, and insurers routinely find it during sales, refinancing, and renewals. Paying the penalty does not substitute for compliance; the inspection still has to be performed and the GPS2 still has to be filed to clear the violation.

Cost and Scheduling

The main expense is hiring the Licensed Master Plumber. Fees vary with building size and complexity, and they rise sharply toward the end of each compliance year as demand peaks. Getting quotes in the first or second quarter of your assigned year gives you more options and better pricing. There is no DOB filing fee layered on top.

Routine inspections don’t require coordination with the utility in advance; Con Edison or National Grid only becomes involved if the LMP identifies a hazardous condition. Buildings that no longer have gas service do need to contact the utility to obtain a signed disconnection statement before filing the no-gas certification.1NYC Department of Buildings.
