The New York City Department of Education’s EIN is 13-6400434. When You Actually Need the DOE’s EIN

The number comes up in a handful of concrete situations:

  • Checking a 1099-NEC. If the DOE paid you $2,000 or more during the tax year, you should receive a Form 1099-NEC that lists 13-6400434 as the payer’s EIN. Confirm it matches before you file.

How to Verify the EIN Through Official Sources

The most reliable place to confirm the number is on official paperwork you already have. If you are a new vendor without contract paperwork yet, contact the DOE’s Division of Contracts and Purchasing or the Comptroller’s Bureau of Accountancy directly. Random third-party websites are not a safe source for a tax ID. A mismatched EIN on your return can generate an IRS notice, and untangling that is slow.

Don’t Confuse the EIN With Your Vendor ID

The City uses several identifying numbers internally, and treating them as interchangeable is a common source of delayed payments. It tracks your status, purchase orders, and payment history within municipal systems and has no meaning to the IRS. Contract numbers, Department of Finance reference numbers, and agency-specific codes are internal identifiers too. None of them go on a federal tax form.

Your Side of the Paperwork: Substitute W-9 and PIP

Before the DOE can pay you, you have to be registered as a City vendor, and that starts with a Substitute Form W-9 certifying your own taxpayer identification number. Registration runs through the Payee Information Portal (PIP), administered by the Mayor’s Office of Contract Services. You create a PIP account, submit an electronically signed W-9, and the Comptroller’s Office uses that to build your record in the City’s Financial Management System. On this form, you are providing your TIN, not the DOE’s. The DOE’s EIN belongs on the other side of the transaction: the 1099 it sends you and the contract documents it issues.

The 2026 1099-NEC Threshold Change

For tax year 2026, the IRS raised the Form 1099-NEC reporting threshold from $600 to $2,000. The DOE only has to issue a 1099-NEC when it pays a non-employee contractor $2,000 or more during the calendar year, and the threshold will be indexed for inflation starting in 2027.9IRS. If you do smaller jobs, a $750 payment that would have generated a 1099 under the old rules will not generate one now. You still have to report the income; you just may not have a form to cross-reference. Keep your own records of invoices and PIP direct deposit confirmations.

What Wrong Tax Information Costs

Using the wrong EIN, or failing to provide a TIN when required, has a price. Separately, if you fail to submit a W-9 or provide an incorrect TIN, the City is required to apply backup withholding at 24% of every payment under federal law.11Internal Revenue Service. Backup Withholding That money is eventually credited against your tax liability, but it hits your cash flow immediately. Verify the DOE’s EIN through official sources, check your own TIN on your W-9, and keep copies of everything you submit through PIP.

A Note on Sales Tax

p>The DOE is a governmental entity, so it is automatically exempt from New York State and local sales tax on its purchases without needing an exempt organization certificate.12Tax.NY.gov.
