The New York City Fuel Gas Code is the chapter of the NYC Construction Codes that governs gas piping and gas-fired equipment inside city buildings, from design and materials through installation, testing, inspection, and long-term maintenance. The current version took effect on November 7, 2022. If you own a building, run a construction project, or perform any gas work in the five boroughs, the code sets three things you have to get right: who touches the pipe, what permits and inspections cover the work, and how the system is built and tested. Getting any of them wrong triggers fines that start at $1,500 and reach $15,000, plus Stop Work Orders and rip-and-replace orders.
What the Code Covers
The code regulates the design, materials, fabrication, assembly, installation, testing, inspection, operation, and maintenance of fuel gas piping systems, along with gas appliances, combustion air supply, and venting.1UpCodes. New York City Fuel Gas Code 2022 – Section 101.2.2 Its reach runs from the point where gas enters a building to the connection at each appliance.
It applies to natural gas systems, and high-pressure installations at 15 psig or above must also meet Appendix G.1UpCodes. New York City Fuel Gas Code 2022 – Section 101.2.2 Inside buildings, maximum operating pressure generally cannot exceed 5 psig unless specific conditions are met, such as welded or brazed joints, ventilated chases, or dedicated boiler and mechanical rooms.
The rules apply to new construction and to any modification of an existing system. Adding an appliance to existing piping requires an evaluation to confirm the pipes can handle the full load; if they can’t, the system must be enlarged or supplemented.2ICC Digital Codes. 2022 New York City Fuel Gas Code – Chapter 4 Gas Piping Installations
Who Can Legally Perform Gas Work
This is where owners most often get burned. Under Local Law 150 of 2016, every person who physically performs gas work must hold either a Department-issued Master Plumber License or a Gas Work Qualification issued by the Department of Buildings.3NYC Department of Buildings. Gas Work Qualification
Two qualifications exist. A Full Gas Work Qualification allows the holder to perform gas work under the direct and continuing supervision of a licensed Master Plumber and does not expire. A Limited Gas Work Qualification allows gas work only under the personal and immediate supervision of someone with a Full Qualification or a Master Plumber license; it expires after five years and cannot be renewed.
If unqualified hands perform gas work, the penalty is $5,000, plus a potential order to remove and reinstall the work and a Stop Work Order that halts the whole project.3NYC Department of Buildings. Permits Before Any Gas Work Starts
All gas work in NYC requires a permit, and only a licensed Master Plumber can file the application. Which application depends on the scope:
- A Limited Alteration Application (LAA) covers plumbing work, fire suppression piping repairs, and oil burner installations that do not involve construction. LAAs are generally restricted to repair or replacement of existing appliances and piping that don’t require a Professional Engineer or Registered Architect.4NYC Department of Buildings. - A PW1 (Plan Examination/Work Permit) is required for larger installations, new gas service, or work involving construction and professional engineering review.
The application must include BTU ratings for every appliance, the location of the gas meter, pipe materials, and the intended system pressure. Applications are filed through the DOB NOW online portal.5NYC Department of Buildings. DOB NOW: Inspections
Piping Materials and Joint Rules
NYC is stricter than most jurisdictions here, and contractors used to working elsewhere routinely get caught out. Steel and wrought-iron pipe must be at least standard weight (Schedule 40) and comply with ASME B 36.10 or ASTM A 53/A 106 standards.6ICC Digital Codes. Plastic piping is allowed only outdoors and underground. It must conform to ASTM D 2513 and be marked “Gas.” It cannot run within or under any building or slab, and it cannot operate above 100 psig for natural gas or 30 psig for LP-gas.6ICC Digital Codes. The biggest divergence from the national model code is on tubing and flexible connectors. Tubing joints and flared joints are both prohibited.7UpCodes. Approved Joint Methods
Pipe joints must be threaded, flanged, or welded. Unions are prohibited except downstream of an appliance valve. Distribution piping operating above 0.5 psig must be welded. Threaded piping is only permitted up to 4 inches in diameter at pressures no greater than 0.5 psig. All welded piping 2.5 inches or larger in diameter must be butt-welded.7UpCodes. Pressure Testing Before Turn-On
Before any gas piping system goes into service, it has to pass a pressure test. The test pressure must be at least 1.5 times the proposed maximum working pressure, with a minimum of 3 psig regardless of design pressure.8American Legal Publishing. Duration scales with system volume: at least 30 minutes per 500 cubic feet of pipe volume, with a 15-minute minimum for systems under 10 cubic feet, and a cap of 24 hours.9American Legal Publishing. NYC Administrative Code – Section 406.4.2 Test Duration
Gauges have their own spec. The highest end of the pressure range cannot exceed five times the test pressure, and digital gauges measuring 3 psig or above need a minimum resolution of 0.1 psig.10American Legal Publishing. NYC Administrative Code – Section 406.4.3 Minimum Standards for Gauges An off-the-shelf gauge that doesn’t meet these specs will get the test rejected.
Venting and Carbon Monoxide Detectors
Every gas-fired appliance needs enough combustion air for complete burning, and exhaust must be directed outdoors through a properly designed venting system. Vent terminations carry detailed clearances designed to keep carbon monoxide from re-entering a building through windows or air intakes. As one example, a horizontal termination through a wall must sit at least 7 feet above any adjacent walkway, at least 3 feet from any gas meter, regulator, or other building opening, and at least 24 inches above finished grade. The maximum heat input for a single horizontal vent termination is 350,000 BTU/h unless the commissioner approves otherwise.11ICC Digital Codes. 2022 New York City Fuel Gas Code – Section 503.8 Venting System Termination
Owners of all multiple dwellings and non-owner-occupied one- and two-family homes must install at least one approved carbon monoxide detector in each dwelling unit that has a fuel-burning appliance.12NYC HPD. Detectors Placement depends on the building class:
- Class A multiple dwellings (three or more units): within 15 feet of the primary entrance to each room used for sleeping.
- Class B multiple dwellings: within 15 feet of each sleeping room entrance, or a line-operated zoned detection system with central annunciation for all public corridors.
- Non-owner-occupied one- and two-family homes: within 15 feet of the primary entrance to each sleeping room.
Buildings with no fossil fuel-burning devices and no enclosed parking can apply for an exemption. Where only the parking area poses a CO risk, detectors are required only on the floors with enclosed parking and the floors immediately above and below it.12NYC HPD. Detectors
Local Law 152 Periodic Inspections
Beyond initial installation inspections, Local Law 152 of 2016 requires ongoing periodic inspections of gas piping in most buildings. All buildings except one- and two-family homes and other buildings classified as Occupancy Group R-3 must have their gas piping inspected by a Licensed Master Plumber at least once every four years.13American Legal Publishing. Inspections are staggered by community district on a rotating four-year cycle:14NYC Department of Buildings. Gas Piping Inspection – Periodic Gas Piping System Inspections
- Sub-cycle A (Community Districts 1, 3, 10): next deadline 2028.
- Sub-cycle B (Community Districts 2, 5, 7, 13, 18): due by December 31, 2025.
- Sub-cycle C (Community Districts 4, 6, 8, 9, 16): due by December 31, 2026.
- Sub-cycle D (Community Districts 11, 12, 14, 15, 17): due by December 31, 2027.
Filing Deadlines After the Inspection
The clock starts the day the inspection happens. Within 30 days, the Licensed Master Plumber has to give the owner a Gas Piping System Periodic Inspection Report. Within 60 days, the owner has to submit a signed and sealed certification to the DOB through the online portal. If the inspection identified conditions requiring correction, a follow-up certification confirming repairs is due within 120 days, or 180 days if the plumber determined more time was needed.14NYC Department of Buildings. Penalties for Violations
Missing your building’s Gas Piping System Periodic Inspection Certification deadline carries a civil penalty of $5,000 for most buildings, or $1,500 for qualifying smaller residential buildings.14NYC Department of Buildings. Gas Piping Inspection – Periodic Gas Piping System Inspections
Performing gas work without a permit carries separate penalties by building type. For one- and two-family dwellings, the fine is six times the normal permit fee, with a floor of $600 and a ceiling of $10,000. For all other buildings, it’s 21 times the permit fee, with a floor of $6,000 and a ceiling of $15,000. A second offense at the same building within one year doubles the penalty.15NYC Department of Buildings. 1 RCNY 102-04 – Civil Penalties
And gas work by someone without proper qualifications triggers a $5,000 penalty, plus a potential order to remove and reinstall the work and a Stop Work Order.3NYC Department of Buildings. Gas Work Qualification The reinstallation cost by itself often exceeds the fine.
If You Smell Gas
Con Edison’s guidance is direct: if you smell a rotten-egg odor, see a white cloud or bubbles, or hear a hissing sound, leave the building immediately and take everyone with you. Do not flip light switches, use electronics, ring a doorbell, or light anything. Any spark can cause an explosion.16Con Edison. Gas Safety Tips, Resources, and Guides
Once you’re clear of the building, call 911 or Con Edison’s gas emergency line at 1-800-752-6633. National Grid customers should call 1-718-643-4050. Don’t assume someone else has already reported the leak, and don’t wait for a strong odor before acting.16Con Edison. Gas Safety Tips, Resources, and Guides
