The NYC HRA furniture voucher is an emergency benefit that pays a participating vendor directly to furnish an empty apartment when you have no other way to cover the basics. It’s issued through the Human Resources Administration’s One-Shot Deal program, with strict per-room spending caps set by New York State — for example, $182 for a living room and $184 for a bedroom with a double bed. To get one, you need to fit a specific qualifying situation, submit Form W-137A, and complete an eligibility interview.
Who Qualifies
HRA does not issue furniture vouchers just because an apartment is bare. - You’re moving from a shelter, hotel, motel, domestic violence residential program, or other temporary placement into permanent unfurnished housing, and no furnished option is available.
- You’re leaving an institution, can live independently, and no suitable furnished housing exists — or you’re rejoining family who need additional furniture to house you.
- A child is being returned to your household, and you need more furniture to properly house that child.
- Your current living situation is harming your physical or mental health, and you need to move into unfurnished housing.

You generally also need to be a New York City resident receiving Cash Assistance or otherwise eligible for emergency assistance.
How Much the Voucher Covers
The voucher is not a lump sum. - Living room: $182
- Bedroom with a single bed: $145
- Bedroom with two single beds: $205
- Bedroom with a double bed: $184
- Kitchen (excluding appliances): $142, plus $12 for each additional household member
- Range (stove): $182
- Refrigerator: $182, or $258 for households of four or more
- Bathroom: $6, plus $4 for each additional person
- Linen cabinet: $22
- Heating stove: $72, or $82 for households of five or more
These figures are per room, not per item. The $145 single-bed bedroom allowance covers the frame, mattress, and any other bedroom furnishings together. You won’t be shopping a wide catalog; participating vendors stock basic functional items at these price points. Larger families end up with a bigger total because bedrooms multiply and the per-person kitchen and bathroom add-ons stack, but the voucher is deliberately limited to essentials.
Documents to Gather Before Applying
HRA will verify your identity, your living situation, and your need. Coming in with the paperwork already assembled prevents the back-and-forth that stalls most applications. Bring:
- Government-issued photo ID for yourself and Social Security numbers for everyone in the household.
- Proof of your new housing: a signed lease or a landlord letter confirming the move-in date and that the unit is unfurnished.
- Proof of income and resources: pay stubs, benefit letters, or bank statements showing you cannot cover furniture on your own.
- Documentation of your qualifying situation: a shelter discharge letter, hospital discharge paperwork, a fire department incident report, or similar evidence.
- Immigration or citizenship documentation as applicable.
Missing paperwork should not stop you from filing. HRA’s own form states that lack of documentation is not a reason to delay submission, and your caseworker is required to help you obtain proof you’re having trouble getting.3NYC Human Resources Administration. How to File

Two ways to submit:

- In person at a Job Center. Ask the receptionist for the W-137A and fill it out on site. If you wait, you’ll be seen the same day. If you’re currently in a Department of Homeless Services shelter, your housing specialist can help you complete the form as part of your transition to permanent housing. Shelter staff handle these requests routinely.
The Interview and Decision
After you submit, HRA schedules a mandatory eligibility interview by phone or in person.4ACCESS NYC. Emergency Assistance / One Shot Deal A caseworker will walk through your situation, confirm the room-by-room inventory you need, review your documents, and decide whether you meet the regulatory criteria. This is where most applications succeed or fail. Be specific about which rooms need furnishing and why you have no other way to get the items.
HRA then issues a written Notice of Decision. Expect roughly 30 to 45 days from the date your documents are complete. If approved, you receive a voucher to use at a participating vendor within a set window. The vendor delivers the furniture to your home and bills the city directly, so you never handle the money.
Repayment
Emergency assistance from HRA is not always free money. The city may require you to repay part or all of the grant, and you might be asked to sign a repayment agreement when you apply. One exception: recipients of Supplemental Security Income are not required to repay emergency grants.5NYC Human Resources Administration. If HRA Denies You
A denial is not the end. You can request a state Fair Hearing, which puts your case before an administrative law judge who reviews independently whether HRA followed the rules. You have 60 days from the postmark on the denial notice to request one.6NYC311. Public Benefit Fair Hearing

Expect the hearing to be scheduled about three to four weeks out, with a written decision arriving roughly three weeks after the hearing.
