If you live in Manhattan and rent a monthly parking space, you can apply for the NYC parking tax exemption to knock the borough’s extra 8% surtax off your bill. That drops your parking tax rate from 18.375% to 10.375%, which on a $500 monthly space works out to about $40 saved every month. The program is run by the NYC Department of Finance, and you have to apply, send proof of your Manhattan address, and renew every two years.1New York City Department of Finance. The exemption only removes Manhattan’s added 8%. The underlying 10.375% parking tax (4% state, 6% city, and a ⅜% Metropolitan Commuter Transportation District surcharge) still applies to every parking transaction in the borough.2New York State Department of Taxation and Finance. Who Qualifies
The Department of Finance sets four conditions. Your vehicle must be individually owned (not a commercial, rental, or company car), registered to your primary Manhattan address, used only for personal purposes, and parked on a monthly or longer rental basis at a specific facility.1New York City Department of Finance. Manhattan Resident Parking Tax Exemption
The monthly-rental requirement trips people up. Daily or weekly parking does not count, even if everything else about your situation qualifies. You need a monthly contract with the garage or lot.
A separate exemption under NYC Administrative Code § 11-2051 covers tenants who park in their own apartment building’s parking facility, limited to one vehicle per tenant.3American Legal Publishing Corporation. New York City Administrative Code 11-2051 – Exempt Organizations and Individuals If your garage is somewhere other than your building, use the regular Department of Finance program described here.
What To Gather Before You Apply
The application asks for your Social Security number, the vehicle’s license plate, make, and year, and the name and address of the parking facility.4New York City Department of Finance. Attach a photocopy of one document that shows your Manhattan residential address. A residential lease or deed, a voter registration card, a utility bill, or a driver’s license all work.4New York City Department of Finance. How To Apply
You can apply online through the Department of Finance’s eServices portal on NYC.gov.1New York City Department of Finance. Manhattan Resident Parking Tax Exemption For a paper form, call 311 or contact the Department of Finance to have one sent. Mail completed paper applications to:

Binghamton, NY 13902-5563
Certificates are not issued in person. However you apply, the Department mails the certificate to your Manhattan address. There is no published processing time, though applicants typically report receiving the certificate within a few weeks.
Give the Certificate to Your Garage
When the certificate arrives, hand the bottom portion to your garage or lot management. That is what tells them to stop charging the 8% surtax, and billing should adjust to the 10.375% rate going forward.5NYC311. Manhattan Resident Parking Tax Exemption
The exemption is not retroactive. Any months you paid at the full 18.375% rate before handing over the certificate stay at that rate, and the Department of Finance does not issue refunds for those earlier charges.1New York City Department of Finance. Manhattan Resident Parking Tax Exemption Apply as soon as you sign a monthly parking agreement rather than waiting.
Renewal: August 31 Every Two Years
The certificate is valid for two years. The Department of Finance mails renewal notices every other June, and your renewal has to be submitted by August 31 to keep coverage continuous. The next two-year period starts September 1.1New York City Department of Finance. Manhattan Resident Parking Tax Exemption
Miss August 31 and the exemption lapses. Your garage will go back to charging 18.375% until a new certificate reaches them, and because nothing is refunded retroactively, every day of the gap costs you.5NYC311. Manhattan Resident Parking Tax Exemption Watch for the renewal notice in June and treat the August 31 date as firm.
When To Reapply After a Change
If you move within Manhattan, switch garages, get a new vehicle, or change your license plate, you have to submit a new application with full documentation.1New York City Department of Finance. Manhattan Resident Parking Tax Exemption The Department does not publish a specific reporting deadline, but a mismatch between what your certificate says and your actual parking arrangement can prompt the garage to resume the full tax. If a change lands near your renewal date, roll it into the renewal and save yourself a round of paperwork.
