An NYC permit renewal runs through whichever agency issued the original permit — the Department of Buildings, the Health Department, the Department of Transportation, or the Department of Consumer and Worker Protection — each with its own portal, deadline, and fee. A DOB construction permit renewal costs $130, a food service establishment permit is $280, and most other business licenses fall somewhere in that band. Almost every agency now routes online transactions through an NYC.ID account and will block a renewal if you owe outstanding fines.
What Blocks a Renewal Before You Even Start
Three things stop renewals across every agency, and it is worth clearing them before you log in.
The first is your login itself. Since June 2024, DOB NOW requires all users to sign in through NYC.ID, and the Health Department’s licensing portal uses the same system.1NYC Department of Buildings. DOB NOW and eFiling Registration Steps and Tips If you have never created an NYC.ID, set one up first and link your existing permit records using the permit number. Health Department renewals also require a PIN from your renewal notice.2NYC Health Department. Frequently Asked Questions Using the NYC Health Department License and Permit Online Portal
The second is unpaid fines. The Health Department states plainly that permits and licenses cannot be renewed until all outstanding fines for health code violations have been paid.3NYC Health. Permits and Licenses DOB applies the same block when open violations or unpaid penalties sit on the property. Check with the issuing agency or the Department of Finance before you try to renew.
The third is insurance. DOB construction permits require general liability, disability, and workers’ compensation coverage to be current and reflected in the Buildings Information System; if any policy lapses, the permit itself expires early.4NYC Department of Buildings. Renewing a DOB Construction Permit
DOB is the most complicated renewal in the city because two filing platforms still coexist. You renew through whichever one was used for the original filing.
DOB NOW: Build
Permits issued in DOB NOW: Build can be renewed online at any time. Log in, find the filing on your Work Permits dashboard, choose Renew Work Permit from the Filing Action column, complete the fields, upload updated documents, sign electronically, and pay the $130 renewal fee.6NYC Department of Buildings. Permit Renewal
These permits expire on the earliest of three dates: your insurance expiration, your license expiration, or one year from the date the permit was issued. That one-year cap is the ceiling, so many permits run shorter if insurance or a license is set to expire sooner.
The Free Extension Most People Miss
If a DOB NOW permit is expiring early because of insurance or license timing — not because it hit the one-year cap — the permit extends automatically at no cost when you renew the underlying insurance or license before it expires. The system checks permits expiring within the next 31 days and extends them overnight once the updated information appears in BIS. To make the deadline, submit renewal information to DOB’s Licensing Unit at least five days before the expiration date. Any lapse in coverage loses the free extension and puts you back to the $130 fee.
BIS and eFiling
Older permits filed through eFiling and BIS renew through a different path. Log into eFiling, open Renew Permits, and select the permit. DOB recommends starting two weeks before the current permit expires. The fee is the same $130 per work type.7New York City Administrative Code. New York City Administrative Code 28-112.2 Schedule of Permit Fees You no longer need an eFiling account to use DOB NOW, but eFiling stays active for permits originally filed there.
Renewing a Food Service Establishment Permit
A food service establishment permit issued by the Health Department expires one year from the end of the month you originally applied. The department mails a renewal reminder three months before expiration, which is unusually generous lead time by NYC standards.5NYC Business. Food Service Establishment Permit
The renewal fee is $280, plus $25 if you produce frozen desserts. You can renew online through the NYC Online Licensing system with the PIN from your renewal notice, in person at the DCWP Citywide Licensing Center by appointment, or by mail using the instructions on the notice. Lost the notice? Request a new PIN through the online form or by calling 311.
All fines for health code violations must be paid first. Pay them in person at the DCWP Licensing Center, at the Department of Finance in person or online, or through the NYC Business portal under Pay Your Violation.3NYC Health. Permits and Licenses
Renewing a Disability Parking Permit
The NYC Parking Permit for People with Disabilities is valid until the date printed on the permit. About ten weeks before that date, DOT mails a renewal form to the address on file.8NYC DOT. Parking Permits for People with Disabilities Move without telling DOT and you will not get the notice, and the permit will simply expire. Update your address by contacting DOT’s Authorized Parking and Permits division at (718) 433-3100.
Driving on an expired permit is not a small risk. Vehicles displaying expired disability parking permits are subject to both ticketing and towing.9NYC311. City Parking Permit for People with Disabilities DOT also runs an online portal at parkingpermits.nyc.gov for applications and renewals.
Renewing a DCWP Business License
The Department of Consumer and Worker Protection licenses roughly 45,000 businesses across more than 40 industries, from home improvement contractors and garages to general vendors and tow truck companies.10NYC DCWP. Apply for a Business License Each license type has its own cycle, fee, and paperwork, so there is no single deadline to quote. Renewals go through DCWP’s online licensing system, and outstanding fines block the process the same way they do everywhere else. If your license has already lapsed, you may have to apply as a new applicant depending on how long it has been expired — check the specific license category on the DCWP site.
Penalties for Working on an Expired Permit
This is where a missed renewal turns expensive. Working with an expired construction permit triggers the same civil penalty as working with no permit at all. For one- or two-family dwellings, the fine is $600. For every other building type, it is $6,000.11American Legal Publishing. Rules of the City of New York 102-04 Civil Penalties for Work Without a Permit The penalty applies per occurrence, not once.
If DOB issues a stop work order, the numbers grow. A first offense for violating a stop work order carries an additional $6,000 penalty, and subsequent offenses double to $12,000.12NYC Department of Buildings. Stop Work Order Work cannot resume until the permit has been reissued and the order has been formally rescinded, and DOB will not rescind the order until all civil penalties are paid. Continuing to work while the order is active, even with a new permit in hand, triggers those extra penalties.
Violations run through the Office of Administrative Trials and Hearings, formerly the Environmental Control Board. Correcting one requires a Certificate of Correction affidavit, proof of correction such as updated permits or photographs, and payment of all applicable civil penalties.13NYC311. Reinstating a DOB Permit That Already Expired
An expired DOB construction permit is not automatically a total loss. Renewals are available for active permits and for expired permits that have had activity on the application within two years of the expiration date.6NYC Department of Buildings. Permit Renewal
The NYC Administrative Code lets the commissioner reinstate a work permit within two years of the original issuance date. Reinstated permits must comply with all code requirements and applicable laws in effect at the time of the reinstatement application, not the original filing date, and the applicant must pay all reinstatement fees.14New York City Administrative Code. New York City Administrative Code 28-105.9.1 Reinstatement Permits can also be reinstated solely for sign-off purposes, including correcting defects noted at final inspection.
Miss the two-year window entirely and you should expect to file a new application with fresh plan reviews, updated professional certifications, and compliance with any code changes that took effect since the original permit issued. Substantial changes to the project scope push you into new-application territory regardless of timing. Note that construction permit applications must be filed no later than 12 months after the approval of the required construction documents.15Laws of New York.
