When You Need a TR3

Any job where concrete will be placed needs a TR3 on file. The TR3 is not the same as the TR2. Who Signs the TR3

Four parties each own a portion of the form and each must sign electronically in DOB NOW.

  • The licensed concrete testing lab director, a registered design professional who personally supervises the lab’s technical work, certifies the mix design data and applies a PE or RA seal.5NYC Administrative Code. Article 406 – Concrete Testing Laboratory License
  • The concrete producer signs and provides the NRMCA certification expiration date.
  • The design applicant, the PE or RA of record, certifies that the mix designs comply with the approved construction documents under Building Code Section 1905.6.3.3.

What the Lab Needs Before You Open DOB NOW

Most of the TR3’s substance is technical mix data that must come from the lab’s proportioning work. Have all of it in hand before starting the filing. For each mix, you’ll enter:

  • Specified compressive strength (f’c) and required average strength (f’cr) in psi, plus the specified test age in days.
  • How the mix was proportioned — trial mixture, field experience, or both — and the date of any trial mixture.
  • Cementitious materials: type, source, ASTM standard, and weight in pounds for up to three components.

  • Total water in gallons and, for up to three admixtures, the type and dosage in ounces.

Filing the TR3 in DOB NOW: Build

The TR3 is not a PDF you upload. You enter the data directly into fields inside DOB NOW: Build. The Concrete Design Mix (TR3) tab only appears within your job filing after the Department has approved the filing for standard plan examination, review, or professional certification.3NYC Department of Buildings. The four parties log in and act in this order:

  1. Applicant of record or filing representative. Opens the Technical Report – Concrete Design Mix tab, adds each mix, and associates the lab director and concrete producer by entering their email addresses, license types, and business names.
  2. Licensed concrete lab director or quality manager. Logs in, opens the TR3 tab, clicks Update on each mix, fills in the strength requirements and design fields, uploads required documents, and checks the Statements and Signatures box. Once the lab director submits, that mix can no longer be deleted by other stakeholders.
  3. Concrete producer. Logs in, opens the TR3 tab, clicks Update on each mix, completes the Concrete Producer Information and Attestations section, checks the producer’s signature box, and submits.

Every party needs their own DOB NOW account. If the applicant enters an email for a lab director who has never registered, that person has to create an account before they can complete their portion. The handoffs between parties are where filings stall. Confirm before you start that your lab director and producer are registered and that you have their correct license numbers and business emails.

Fees, Approval, and Rejection

The filing fee is $130.00 per form per submission, the same as the TR2.1NYC Department of Buildings. Concrete Testing Requirements After all four parties finish their sections, the portal shows a status of Pending, Accepted, or Disapproved.

A disapproval lists the specific objections. Common ones are mismatches between the mix data and the approved construction documents, missing or expired lab or producer credentials, and incomplete attestations from one of the four parties. You fix each objection and resubmit, and the $130 fee applies again on resubmission. Review timelines depend on the department’s current volume.

Penalties for False Statements

Falsifying any statement on the TR3 is a misdemeanor punishable by a fine, imprisonment, or both, and the warning appears directly above the signature blocks on the form. A person found after a hearing to have knowingly or negligently falsified a certificate, form, or report required under the Building Code can also be barred from filing further applications or documents with the Department of Buildings.6NYC Buildings.
