NYS CDL Requirements: Classes, Training, and Skills Test

To meet the NYS CDL requirements, you need to be at least 18, hold a valid New York driver license, pass a DOT physical, get a commercial learner permit by passing written knowledge tests, complete federally required entry-level driver training, and then pass a three-part skills test in the class of vehicle you intend to drive. The New York State Department of Motor Vehicles issues three classes of commercial driver license, and the exact path depends on the vehicle you plan to operate and the endorsements you need.1New York State Department of Motor Vehicles. Which Class of CDL You Need

Federal rules sort commercial vehicles into three groups by weight and purpose, and New York uses the same categories under Vehicle and Traffic Law Section 501.2New York State Senate. New York Vehicle and Traffic Law 501 – Drivers Licenses and Learners Permits

  • Class A covers combination vehicles like tractor-trailers with a gross combination weight rating of 26,001 pounds or more, where the towed unit alone weighs more than 10,000 pounds.3eCFR. 49 CFR 383.91 – Commercial Motor Vehicle Groups
  • Class B covers single heavy vehicles rated at 26,001 pounds or more that tow nothing heavier than 10,000 pounds, including dump trucks and large buses.
  • Class C covers vehicles that don’t meet those weight thresholds but are designed to carry 16 or more people (including the driver) or haul placarded hazardous materials.

A higher class always includes authority for the lower ones, so a Class A holder can also drive Class B and C vehicles.

Endorsements expand what you can haul or operate, and each one requires a separate written test.4New York State Department of Motor Vehicles. CDL Endorsements The common ones are H (hazardous materials, with a TSA background check), N (tank vehicles), P (passenger, for vehicles designed to carry 16 or more), S (school bus, which sits on top of P), T (double and triple trailers), and X (combined tank and hazmat). Pick the class and endorsements based on the job you intend to hold, because they drive every other decision below.

Who Qualifies

You can apply for a CDL at 18, but your license will carry a K restriction limiting you to driving within New York. Drivers under 21 also cannot get a hazmat (H) or school bus (S) endorsement.5New York State Department of Motor Vehicles. CDL Class A Young Adult Training Program Interstate driving and the full endorsement menu open up at 21.

You must already hold a valid New York Class D, Class E, or Non-CDL Class C license before applying for a commercial learner permit.1New York State Department of Motor Vehicles. Get a Commercial Driver License (CDL)

You also need a current medical certificate. The physical must be done by a provider on the Federal Motor Carrier Safety Administration’s National Registry of Certified Medical Examiners, who will issue Form MCSA-5876 if you pass.6Federal Motor Carrier Safety Administration. Medical Examiners Certificate Form MCSA-5876 Expect to pay roughly $100, though it varies. On the application, you self-certify as one of four driver types: non-excepted interstate, excepted interstate, non-excepted intrastate, or excepted intrastate. Non-excepted drivers must keep an active medical certificate on file with the DMV at all times; excepted drivers do not.7New York State Department of Motor Vehicles. CDL Medical Certification

Getting the Commercial Learner Permit

Everything starts with Form MV-44, the standard application for any New York permit or license.8New York State Department of Motor Vehicles. MV-44 – Application for Permit, Driver License or Non-Driver ID Card Bring your Social Security card or a W-2 showing your number, proof of U.S. citizenship or lawful permanent residency, and two proofs of New York State residency to satisfy REAL ID requirements.9New York State Department of Motor Vehicles. Enhanced or REAL ID The self-certification of your driving type is built into the same form.

The $10 application fee covers every written test you take on that first visit. Each test you come back for later costs $5. You can pay the $40 road test fee at the same time.1New York State Department of Motor Vehicles. Get a Commercial Driver License (CDL) Pass the written tests and the DMV hands you a commercial learner permit (CLP) on the spot.

Your CLP comes with firm limits. A CDL holder of the same or higher class with the right endorsements must be in the passenger seat whenever you’re behind the wheel. You cannot haul hazardous materials under any circumstances, even if the supervising driver has an H endorsement. And you must wait at least 14 days after getting the CLP before you can take the skills test.

Entry-Level Driver Training

Federal rules require most first-time applicants to complete Entry-Level Driver Training (ELDT) through a school on the FMCSA Training Provider Registry before taking the skills test. It applies to anyone getting a Class A or Class B CDL for the first time, upgrading from Class B to Class A, or adding a school bus, passenger, or hazmat endorsement for the first time.10Federal Motor Carrier Safety Administration. Entry-Level Driver Training (ELDT)

Training mixes classroom theory with behind-the-wheel instruction. Private CDL schools in New York typically run $1,400 to $8,500, depending on program length, vehicle class, and whether job placement assistance is included. Community colleges and employer-sponsored programs tend to sit at the lower end. Veterans and certain drivers who already held a CDL or relevant endorsement before February 7, 2022, are exempt from ELDT.

The Skills Test

Once your training provider reports your completion to the Training Provider Registry, you can schedule the skills test. It has three parts, and you must pass all three.11New York State Department of Motor Vehicles. Pre-Trip Vehicle Inspection Test (CDL-10 Section 11-13)

  • Pre-trip inspection: you walk around the vehicle and identify safety-critical components as directed by the examiner. If your vehicle has air brakes, you must perform a full air brake check, and failing that portion fails the whole section automatically.
  • Basic vehicle control: low-speed maneuvers in a controlled area, including straight-line backing, offset backing, and alley docking. Crossing boundary lines and excessive pull-ups count against you.
  • On-road driving: driving in real traffic while the examiner scores your lane changes, turns, intersections, speed management, and overall habits.

Pass and you leave with a temporary paper license. The permanent photo license arrives in the mail; allow three weeks.12New York State Department of Motor Vehicles. Check License, Permit or Non-Driver ID Mailing Status Fail and you’ll serve a waiting period before you can retest, and each new attempt costs another $40.

Restrictions That Can End Up on Your License

What you test in and what tests you skip determine whether the DMV adds restriction codes to your CDL. The ones that trip people up most often:

  • L (no air brakes), applied when you don’t pass the air brake written test or test in a vehicle without full air brakes.
  • E (automatic transmission only), applied when you test in an automatic.
  • O (no tractor-trailer), applied when you test in a Class A combination that uses a pintle hook instead of a fifth wheel.
  • K (intrastate only), applied to drivers aged 18 to 20 and to some drivers with specific medical conditions.
  • V (medical variance), signaling that you operate under a medical waiver.

Removing a restriction usually means a new permit, another 14-day wait, and retesting in the right vehicle. If your intended job requires a restriction-free license, plan for the extra weeks.

Hazmat: The Extra Step for H and X

The H and X endorsements require a federal security threat assessment run by the Transportation Security Administration. You start at your local DMV office with fingerprints and identity documents.13Transportation Security Administration. HAZMAT Endorsement The TSA fee is $85.25 and good for five years; a reduced $41 rate applies if you hold a valid Transportation Worker Identification Credential and your state accepts it in place of the hazmat assessment. The TSA runs your prints against FBI criminal databases and federal watchlists. Processing takes 45 to 60 days, so apply well before you need the endorsement. You must also be at least 21.

At CDL renewal, you must retake the hazmat knowledge test within the two years before your renewal date and go through the TSA assessment again.14New York State Department of Motor Vehicles. Renew a Hazardous Materials (HazMat) Endorsement

What Can Disqualify You

Federal law sets mandatory disqualification periods for CDL holders convicted of certain offenses, and New York enforces them.

A first conviction for any of the following in a commercial vehicle brings a one-year disqualification, or three years if you were hauling hazmat at the time. A second major offense brings a lifetime disqualification.15eCFR. 49 CFR 383.51 – Disqualification of Drivers

  • Driving under the influence of alcohol or a controlled substance
  • Operating a commercial vehicle with a blood alcohol concentration of 0.04 or higher, half the limit for passenger cars16eCFR. 49 CFR Part 383 – Commercial Drivers License Standards
  • Refusing an alcohol test under implied consent laws
  • Leaving the scene of an accident
  • Using a commercial vehicle to commit a felony
  • Causing a fatality through negligent driving
  • Driving on a suspended, revoked, or canceled CDL

Using a commercial vehicle to manufacture, distribute, or traffic controlled substances brings a lifetime disqualification with no reinstatement.

A separate list of serious violations triggers shorter disqualifications when they accumulate. Two within three years bring 60 days; three or more within three years bring 120 days. Serious violations include speeding 15 mph or more over the limit, reckless driving, improper lane changes, following too closely, and driving a commercial vehicle without the correct class or endorsement.

One procedural rule catches a lot of drivers off guard: if you’re convicted of any non-parking traffic violation in any vehicle, you must notify your employer in writing within 30 days, even if you’re appealing.17Federal Motor Carrier Safety Administration. Must an Operator of a CMV Who Holds a CDL Notify His/Her Current Employer of a Conviction

Keeping the License

To renew, you must have no open suspensions or revocations in any state, maintain your medical certification if your driving type requires it, and have proof of legal presence on file.18New York State Department of Motor Vehicles. Renew a Commercial Driver License (CDL) Renewal fees for a Class A, B, or C CDL are $164.50 for a Standard or REAL ID license. Add $16 if you live in the Metropolitan Commuter Transportation District (the New York City area and surrounding counties), for a total of $180.50. An Enhanced license is $194.50, or $210.50 in the MCTD area. If you hold an H or X endorsement, factor in the hazmat retest and renewed TSA assessment.

Keeping your DOT medical certificate current is the maintenance task most likely to bite you. If it lapses, the DMV will downgrade your CDL to a non-commercial license, and getting the CDL status back means recertifying from the beginning.

What It Actually Costs

The DMV fees are modest. The surrounding costs are what add up.

  • CLP application: $10 covers all written tests on your first visit; $5 for each additional test taken later
  • Road test: $40 per attempt
  • License fee: $164.50 for a Standard or REAL ID CDL, more in the MCTD area or for an Enhanced license
  • DOT physical: roughly $100, varying by provider
  • CDL training program: $1,400 to $8,500 depending on the school
  • TSA hazmat assessment: $85.25 if you need an H or X endorsement

Some trucking companies will pay for your training in exchange for a commitment to work for them for a set period, which can wipe out the biggest line on the list. Read the contract first, because early-departure penalties can be steep.

Military Skills Test Waiver

If you drove heavy military vehicles, you may be able to skip the skills test entirely. You must have operated a military vehicle equivalent to a commercial motor vehicle for at least two years immediately before discharge, and you must have been employed in a military driving role within the past 12 months.19Federal Motor Carrier Safety Administration. Application for Military Skills Test Waiver The waiver covers only the skills test; you still need to pass the written knowledge tests, meet the medical standard, and hold a valid New York driver license. Your record must also be clean, with no suspensions, revocations, or major disqualifying offenses in the two years before you apply.
