NYS Security Guard License Requirements and How to Apply

To meet the NYS security guard license requirements, you need to complete an 8-hour pre-assignment training course at a state-approved school, pass a fingerprint-based background check, and submit a $36 application to the New York Department of State’s Division of Licensing Services through a licensed security employer.¹ The state calls the credential a “registration” rather than a license, it lasts two years, and it comes with training obligations that continue for as long as you hold it.

Who Has to Register

New York law defines a security guard as anyone employed by a security guard company to protect people or property, deter or detect unlawful activity, perform street patrol, or respond to alarms.² If your role fits any of those, you need the registration before your first shift.

Two groups are exempt: guards whose duties are already regulated by the federal government, and people performing security functions on a purely voluntary basis.²

Basic Eligibility

General Business Law Article 7-A sets the floor. You must be at least 18. You must be a U.S. citizen or a legal resident alien. And you must be employed by, or have an offer from, a licensed watch, guard, or patrol agency. New York does not register independent operators.³

The Department of State reviews the criminal history of every applicant. A conviction is not an automatic bar. The state weighs the seriousness of the offense, how long ago it happened, and evidence of rehabilitation, with felonies and certain misdemeanors drawing extra scrutiny. If your record is complicated, expect a longer review and be ready to send supporting documents.

The 8-Hour Pre-Assignment Course

Before you apply, you must finish an 8-Hour Pre-Assignment Training Course at a school approved by the state. The curriculum covers the legal authority and limits of security guards, emergency procedures, and communication basics. The school issues a certificate, and a copy of that certificate has to go in with your application package.⁴

Fingerprinting and Background Check

After the pre-assignment course, schedule a fingerprinting appointment with IdentoGO, the state’s authorized vendor. Book using the service code for security guard applicants so the prints get routed to the Division of Licensing Services.

Three fees apply at the appointment: $75 to the Division of Criminal Justice Services, $12 for FBI processing, and a vendor service fee that IdentoGO adjusts periodically.⁵ Roughly $100 total is a reasonable estimate, though the vendor portion can change in January and July. You pay at the appointment, and your prints run against both state and federal criminal databases.

Submitting the Application

You can file online through the Department of State’s portal or mail a paper application to the Division of Licensing Services in Albany. The application fee is $36 and is non-refundable.¹ Online filers pay by credit or debit card. Mail-in filers include a check or money order payable to the NYS Department of State.

Your package needs the application form, the 8-Hour Pre-Assignment Training certificate, and a DMV consent form authorizing the state to pull your driver’s license or non-driver ID photo for your registration card. If your DMV photo is outdated, update it first; the wrong photo on file can stall the process.

Processing time varies with volume, and you can track status through the state’s online system. Once you’re approved, the Division of Licensing Services mails a permanent plastic registration card to your home address. Carry it on every shift. Your employer is required to verify it before assigning you.¹

Training That Continues After You’re Licensed

The pre-assignment course only gets you in the door. Two more training requirements attach to the registration itself:

A 16-Hour On-the-Job Training course, completed within 90 working days of starting employment. It covers your specific duties, worksite requirements, and employer policies.⁴
An 8-Hour Annual In-Service Training course, required every calendar year you hold the registration. Because the registration runs two years, you will complete two in-service courses per cycle to stay renewal-eligible.⁴

Missing a year of in-service training can block your renewal. At that point you may be starting the whole process over instead of filing a renewal, so keep the certificates and put the annual date on a calendar.

If You Want to Carry a Firearm

The standard registration does not authorize you to work armed. To carry a firearm on duty, you need a separate armed guard registration on top of the standard one, and the prerequisites are steeper. You must already hold a valid NYS Pistol Permit and an active unarmed security guard registration before you can even enroll in the required training.⁴ The firearms course runs 47 hours.⁶ Armed guards also add an 8-Hour Annual Firearms Training course each calendar year on top of the standard in-service requirement.

Working Without a Registration

Performing security guard work without a valid registration is a misdemeanor in New York, and so is knowingly hiring an unregistered guard. Making false statements on an application or renewal is treated the same way, and the criminal exposure applies both to the individual and to the security company.⁷ That is why employers verify the card before every assignment, and why letting a registration lapse is not the small paperwork problem it can look like.
