New York Penal Law defines a semi-automatic rifle as a repeating rifle that uses part of the energy from firing to eject the spent case and load the next round, while still requiring a separate trigger pull for each shot.3New York State Senate. Who Qualifies
The eligibility standards are the same as for a pistol license. - Involuntary commitment to a psychiatric facility under the Mental Hygiene Law, or civil confinement in a secure treatment facility.

The “serious offense” category catches misdemeanors many applicants wouldn’t expect. Non-Residents

No Training Requirement
The concealed carry license requires 16 hours of classroom instruction plus two hours of live-fire training. The semi-automatic rifle license, at present, does not.2Onondaga County Sheriff’s Office. Applying as a New Applicant
If you don’t already hold a New York pistol license, you file a full application on Form PPB-3, the Pistol/Semi-Automatic Rifle License Application.5New York State Police. Keeping the License Current
A semi-automatic rifle license has to be recertified every five years after issuance. If Your Application Is Denied
When a licensing officer denies your application, they must give you written reasons.1New York State Senate. The court looks at whether the denial had a rational basis in fact or law.

Penalty for Acquiring Without the License
