Oakland City Tax: Types, Parcel Taxes, and How to File

Oakland city taxes include a gross-receipts business tax, a tiered real estate transfer tax that tops out at 2.5%, several voter-approved parcel taxes on your property bill, a 7.5% utility user tax, a 14% hotel occupancy tax, a 20% parking tax, a vacant property tax of up to $6,000 per year, and a handful of narrower levies. Most are administered by the city itself rather than Alameda County, and each has its own rate, deadline, and filing path.

Business Tax

If you conduct business in Oakland, you must register and pay an annual business tax under Oakland Municipal Code Chapter 5.04. The city reads “doing business” broadly. Any activity meant to produce income counts, whether you run a storefront, freelance from home, or rent out a single residential unit.1City of Oakland. The tax is calculated on annual gross receipts, and the rate depends on how your business is classified. Residential and commercial landlords pay $13.95 per $1,000 of gross rental income. Retail, professional services, wholesale, and other categories each have their own per-$1,000 rate on the city’s published schedule.2City of Oakland, CA. Business Taxes, Licenses and Permits

Declarations and payments are due by March 1 each year.3City of Oakland. Business License Online Application Miss the deadline and the city adds a 10% penalty. After two months the penalty rises to 25%, and interest accrues at 1% per month on top of that.4Oakland City Auditor. Some operators are off the hook. Nonprofits with federal or state tax-exempt status can apply for an exemption but still must register and pay the registration fee. Licensed family daycare providers caring for 14 or fewer children in their own home are fully exempt. Owner-occupants who rent out no more than three rooms in their primary residence, or up to two accessory dwelling units, may qualify for a full or partial exemption through December 31, 2030.2City of Oakland, CA. Licensed cannabis retailers pay a separate 10% Oakland cannabis business tax that stacks on top of the state’s cannabis excise tax and sales tax, pushing the combined effective rate well above 30%.

Real Estate Transfer Tax

When property changes hands in Oakland, buyer and seller are jointly responsible for a transfer tax under Oakland Municipal Code Chapter 4.20. The rate is tiered by sale price:5City of Oakland, CA. Real Estate Transfer Tax

  • $300,000 or less: 1.00%
  • $300,001 to $2,000,000: 1.50%
  • $2,000,001 to $5,000,000: 1.75%
  • More than $5,000,000: 2.50%

On a $900,000 home sale, that works out to $13,500. Low-to-moderate income first-time homebuyers can receive a 0.5% discount on transfers of $2,000,000 or less. The discount does not apply above $2,000,000.5City of Oakland, CA. Real Estate Transfer Tax

Parcel Taxes on Your Property Bill

Oakland property owners also pay several voter-approved parcel taxes, which appear as separate line items on the annual county property tax bill. They are flat charges tied to parcel type, not property value, so they stay the same as the market moves.

Library Services Parcel Tax

Voters most recently renewed the library parcel tax as Measure C in June 2022, for a 30-year term.6Oakland City Auditor. Audit of Library Parcel Taxes for Fiscal Year 2019-20 through FY 2022-23 Annual rates are $114.50 per single-family residential parcel, $78.22 per multi-unit residential parcel, and $58.65 per non-residential parcel. The revenue funds the Oakland Public Library system.

Violence Prevention Parcel Tax

Measure NN, approved in November 2024, is a nine-year renewal of the earlier Measure Z and is now titled the Oakland Community Violence Reduction and Emergency Response Act.7OpenGov. Parking Tax GPF It continues to fund police staffing, fire services, and community violence intervention programs.

This district fee funds streetlight and public green space maintenance. The city council approves the amount annually based on an engineer’s report, and it varies by zone and parcel type.

Vacant Property Tax

Voters approved Oakland’s vacant property tax in 2018. A property is “vacant” if it is in use fewer than 50 days during the calendar year. Annual rates:8City of Oakland, CA. Vacant Property Tax

  • Residential parcels: $6,000
  • Condominiums, duplexes, or townhome units under separate ownership: $3,000 per vacant unit
  • Non-residential parcels: $6,000
  • Parcels zoned for ground-floor commercial use but sitting vacant: $3,000
  • Undeveloped parcels: $6,000

The city publishes ten specific exemptions, so an unused property doesn’t automatically trigger the charge. If you own Oakland property that sits empty most of the year, check the exemption list before assuming you owe.

Utility User Tax

Oakland charges a 7.5% Utility User Tax under Municipal Code Chapter 4.44 on electricity, gas, and telephone services. Residential and commercial customers both pay. You don’t file anything. Your utility provider collects the tax on your monthly bill and remits it to the city. On a $150 combined gas and electric bill, the tax adds about $11.25.

Hotel and Short-Term Rental Tax

Guests staying at a hotel, motel, inn, or short-term rental in Oakland for 30 consecutive days or less pay a 14% Transient Occupancy Tax on the room charge. The operator collects it at the time of payment and remits it to the city.9City of Oakland, CA. Short Term Rental or Transient Occupancy Tax If you list a property on a platform like Airbnb, you are the operator. Some booking platforms handle remittance automatically, but confirming that is on you.

Parking Tax

Oakland charges a 20% tax on the occupant of any off-street parking space, collected by lot and garage operators. Half the 20% rate supports Measure NN’s violence reduction and emergency response programs.7OpenGov. Parking Tax GPF Pay $20 to park downtown and $4 of that is the parking tax.

Rent Adjustment Program Fee

Landlords with residential rental units covered under Oakland’s Rent Adjustment Ordinance or Just Cause for Eviction Ordinance owe an annual Rent Adjustment Program fee. For 2026, the fee is $137 per unit, due by March 2. Owners who pay before the delinquency date can pass 50% of the fee ($68.50 per unit) through to tenants. This is separate from the business tax that rental owners also owe.

Sugar-Sweetened Beverage Tax

Since July 2017, Oakland has imposed a one-cent-per-ounce tax on the distribution of sugar-sweetened beverages of 12 ounces or more. Distributors pay it, not consumers at the register, though the cost generally shows up in retail prices. Diet drinks, milk-based beverages, and 100% juice are generally exempt.

How to File and Pay the Business Tax

The city’s online Business Tax portal is the fastest route. The portal lets you review your account, submit your declaration, and pay by ACH transfer or credit card. Convenience fees may apply to card payments. The system generates a confirmation receipt after processing.10City of Oakland. Business Tax Portal

You can also mail paper forms to the Business Tax Office at 250 Frank H. Ogawa Plaza. Make checks payable to the City of Oakland and include your Business Account Number in the memo line. Before you file, pull together your Business Account Number, total gross receipts for the prior calendar year, and your NAICS industry classification code.
