A new Overseas Citizenship of India application filed through the Houston consulate typically takes about five to six weeks at the consulate level, and roughly eight to twelve weeks end to end once you count VFS Global intake, shipping to India, and return delivery to your mailbox. Where the Weeks Actually Go
The Houston timeline has three phases, and only the middle one is “processing” in the official sense.
First, your packet travels to VFS Global in Houston and gets reviewed for completeness. This usually takes a few days. VFS then forwards approved applications to the Consulate General of India in Houston.
Second, the consulate registers the application and sends it to India’s Ministry of Home Affairs for clearance and card printing. Third, the printed card ships from New Delhi back to the Houston consulate, then to VFS, then to your address using the pre-paid return envelope you included with your submission. Plan on another one to two weeks for that leg.
One point of confusion: the “processed” status on the government portal means only that the card has been printed in India. It has not yet crossed the ocean. If you check ociservices.gov.in and see “processed,” the card still needs to reach Houston and then you.
Tracking Your Application
Once your packet leaves VFS, tracking happens on the Government of India’s OCI Status Enquiry portal at ociservices.gov.in. VFS Global has said openly that it cannot provide status updates while the consulate and Indian government are handling your application; VFS only re-enters the process when the finished card arrives back at its Houston office.2VFS Global. The portal moves your file through a few stages. “Under process” means the Ministry of Home Affairs is reviewing it. “Processed” means the card is printed. “Dispatched” means it has shipped from India. After the Houston consulate receives the physical card, it passes to VFS for the final mailing to you.
What Slows Houston Applications Down
Most delays come from problems in the packet that the reviewer catches and sends back. When that happens, the clock restarts. The patterns that cause returns most often:
- Photo problems. The required photo is 2 inches by 2 inches, color, on a plain light background, with the full face from chin to forehead visible and no shadows. Tinted glasses are not allowed, and clear glasses often cause glare that leads to rejection. This is the single most common reason applications bounce.3Government of India. OCI Photo Specifications
- Signature or thumbprint uploads that got cropped, blurred, or scanned at too low a resolution to fit cleanly in the designated box.
- Passport detail mismatches between the online form and the scanned passport copy. A one-digit typo in the passport number, issue date, or expiry date triggers a return.
- Name mismatches between your current US passport and your old Indian records. These usually require additional supporting documentation before the application can proceed.
- Missing documents, wrong-side scans, or the wrong file uploaded to a field.
- Choosing the wrong application category, such as filing a new OCI application when your situation calls for a reissue or a miscellaneous service.
- Scan quality too dark, cut off, or in an unsupported format.
An extra thirty minutes checking every field against every document before you seal the envelope saves the month you would lose if the packet came back.
Extra Steps for Minor Applicants
Applications for children under 18 need both parents to sign a notarized Parental Authorization Form, and the signatures on that form, on the OCI application, and on both parents’ passports must match.4VFS Global. Minor New Foreign National by Birth and Never Held Indian Passport Single-parent authorization is allowed only when one parent is deceased, when a court has granted sole legal custody with no visitation rights to the other parent, or when the child has a single adoptive parent. Each of those situations requires the corresponding documentation, and any foreign-language court order needs an English translation from an authorized translator.
Is Houston Even Your Consulate?
As of August 1, 2025, the Consulate General of India in Houston covers five states: Arkansas, Kansas, Louisiana, Oklahoma, and Texas.5Consulate General of India, Houston. If You Need to Travel Before the Card Arrives
You do not have to wait on your OCI card to travel to India. While the application is pending, you can apply for a separate Indian visa, including an e-tourist visa or a regular tourist visa. Nothing in the OCI process blocks a parallel visa application. You will need your OCI application reference number and acknowledgment number when you file the visa request, along with your foreign passport and proof of renunciation of Indian citizenship.
The visa runs on its own timeline and fees. If your trip is coming up and the OCI card clearly will not arrive in time, applying for an e-visa a few weeks before departure is the workable path.
When a Physical Reissue Is Actually Required
A physical reissue is mandatory in one situation only: when you receive a new passport after turning 20. The point is to refresh the facial image on the card.7Government of India. Miscellaneous FAQs – OCI
For any other new passport, whether from expiration, damage, or a name change, you no longer need to mail anything. You upload a copy of the new passport and a recent photo through the OCI portal within three months of receiving the new passport. The upload is free.8Embassy of India, Washington DC. Skipping the update creates airport problems. Indian immigration officers check that your OCI card is linked to your current passport, and if the numbers do not match and no online update is on file, you can face delays at the counter or be denied boarding at your origin airport.
