Ogden, Utah Sales Tax: 7.25% Breakdown, Grocery Rate, Use Tax

The sales tax rate in Ogden, Utah is 7.25% on most retail purchases as of 2026. That figure applies whether you are buying at a store on Washington Boulevard or having goods delivered to an Ogden address, and it combines Utah’s state rate with Weber County and regional transit levies.

How the 7.25% Breaks Down

The state share is 4.85%, built from a 4.70% base rate and a 0.15% supplemental rate set in statute.1Utah Legislature. Utah Code 59-12-103 – Sales and Use Tax Base, Rates, Effective Dates, Use of Sales and Use Tax Revenue

The remaining 2.40% comes from local layers. Weber County adds a 1.00% local option tax and a 0.25% county option tax. Transit funding adds three more pieces: a 0.30% mass transit tax, a 0.25% additional transit tax, and a 0.50% public transit tax. A 0.10% zoo, arts, and parks (ZAP) tax rounds things out, supporting cultural and recreational facilities in the area.2Utah State Tax Commission. Sales and Use Tax Rates

Ogden does not levy its own additional municipal sales tax, so the stack stops at 7.25%.

Grocery Food Is Taxed at 3%

Grocery food and food ingredients get a reduced statewide rate of 3.00% rather than the standard 7.25%.3Utah State Tax Commission. Prepared Food Does Not Qualify

Food sold at restaurants, delis, or food trucks is taxed at the full 7.25%, not the grocery rate. The dividing line is preparation. If the seller heats, mixes, or otherwise prepares the food for immediate consumption, it is treated as a regular taxable sale rather than a grocery item. A rotisserie chicken from the hot bar and a raw chicken from the meat case ring up at different rates for that reason.

What the 7.25% Rate Applies To

Most physical goods bought in Ogden are taxable at the full rate. Clothing, furniture, electronics, and building materials all fall inside the tax base. Utah has no clothing exemption, so a jacket is taxed the same as a laptop.

Services work the opposite way. They are generally not taxable unless Utah law specifically names them. Repairs or cleaning of tangible property, admissions to entertainment venues, and hotel accommodations are among the services that do carry sales tax. A service that is not listed in the tax code sits outside the base.

Out-of-State Purchases: Use Tax at the Same Rate

When you buy from an out-of-state seller who does not collect Utah sales tax, you owe use tax at the same combined rate that would have applied in Ogden. Sales tax and use tax use identical rates and exemptions; the label just reflects which side of the transaction triggers the obligation.5Utah State Tax Commission. Sales and Use Tax Businesses report use tax on their regular sales tax return. Individuals report it on their Utah income tax return.

Shipped Goods: Origin or Destination?

Utah uses origin-based sourcing for sales where the buyer purchases and receives goods within the state. If a business in Ogden ships a product to a Utah customer, the Ogden rate applies because the sale originates there. When goods are shipped to a buyer outside Utah, destination-based sourcing takes over and the delivery location’s rate governs. For a seller who ships statewide or across state lines, the applicable rate can shift from one order to the next.

When the Rate Does Not Apply

Several categories of sales are exempt from Utah sales tax altogether. The exemption is claimed by giving the seller Form TC-721, the Utah Sales Tax Exemption Certificate.6Utah State Tax Commission. TC-721, Utah Sales Tax Exemption Certificate The main ones a buyer in Ogden is likely to encounter:

  • Goods bought for resale, where the buyer provides a sales tax license number and certifies the items are for resale or re-lease rather than personal use.
  • Manufacturing machinery and equipment with an economic life of three or more years, used directly in the manufacturing process at a Utah facility in SIC codes 2000 through 3999 (or the equivalent NAICS Sector 31–33).
  • Natural gas, electricity, coal, and other fuels used predominantly for industrial purposes.
  • Pollution control equipment at facilities that hold a Certification of Pollution Control Facilities.

Sellers keep the completed TC-721 in their own records rather than sending it to the Tax Commission; it comes out again only if an audit calls for it.6Utah State Tax Commission. TC-721, Utah Sales Tax Exemption Certificate If you buy something tax-free for resale and later pull it out of inventory for your own use, you owe the tax on it and report it on your next return.

One boundary worth naming: the 7.25% figure is the Ogden rate specifically. Other Utah cities, even nearby ones in Weber County, can carry different combined rates depending on which local option and transit taxes apply there. If an address sits outside Ogden city limits, check the rate for that location rather than assuming the Ogden number carries over.
