Ohio’s 9th Congressional District: Map, 2026 Race, and Lake Erie

Ohio’s 9th Congressional District covers the northwestern corner of the state along Lake Erie, anchored by Toledo and reaching west to the Indiana and Michigan lines. It has been represented since January 3, 1983, by Democrat Marcy Kaptur, the longest-serving woman in the history of Congress.1Congresswoman Marcy Kaptur. About Marcy A new congressional map adopted in October 2025 keeps the district in that region but shifts it two points more Republican, setting up one of the most closely watched House races of 2026.

Where the District Is

The 9th takes in seven full counties — Defiance, Erie, Fulton, Lucas, Ottawa, Sandusky, and Williams — plus a portion of Wood County along the Lake Erie shoreline and Maumee Bay.2Ohio Board of Elections. Current U.S. Congressional Districts Toledo, the Lucas County seat, is the population and economic center, with a manufacturing base built heavily on auto and auto parts.

East of Toledo, the district runs along the lake through Ottawa County (Port Clinton) and into Erie County, with Sandusky near the eastern edge. To the west, Bryan and Defiance anchor a more rural stretch of farmland and small industrial towns.3Congresswoman Marcy Kaptur. District The population is roughly 776,000, with a median household income of about $66,800. Educational attainment tracks the state: about 93% of adults hold at least a high school diploma, and about 29% have a bachelor’s degree or higher.4Census Reporter. The district is predominantly White, and Toledo has a significant Black population that shapes the city’s politics. Economically, Toledo and Defiance lean on manufacturing, the western counties on agriculture, and the lakeshore communities on shipping, fishing, and seasonal tourism.

Who Represents It

Marcy Kaptur has held the seat for more than four decades across 21 congressional terms. She sits on the House Appropriations Committee and the House Budget Committee. Within Appropriations, she serves on the Defense subcommittee and the Agriculture, Rural Development, Food and Drug Administration subcommittee, and is the first woman to serve as Ranking Member on the Energy and Water Development subcommittee.5Congresswoman Marcy Kaptur. The New Map for 2026

On October 31, 2025, the Ohio Redistricting Commission unanimously adopted a new congressional map for the 2026 cycle and beyond.8Ohio Secretary of State. Directive 2025-55 – U.S. House of Representatives District Maps Under the new lines, the Cook Political Report moved the 9th District’s Partisan Voter Index from R+3 to R+5, a meaningful shift in a district already decided by narrow margins.9Cook Political Report. OH-09 2026 Candidate filings for the May 2026 primary indicate the district still covers the Toledo area and northwestern Ohio counties, with boundary adjustments that change the competitive landscape.

Some background helps place that change. The map drawn after the 2010 census stretched the 9th roughly 120 miles along the lakeshore to connect Democratic voters in Toledo with Democratic voters in Cleveland, earning the nickname “snake on the lake.” After the 2020 census, the Ohio Supreme Court ruled in Adams v. DeWine that the General Assembly’s congressional map was an unconstitutional partisan gerrymander under Article XIX of the Ohio Constitution, which voters had added in 2018. The 2022 elections went forward under a map the court had already declared unconstitutional, but the resulting lines abandoned the Toledo-to-Cleveland corridor for the compact northwestern Ohio shape the district still has today. In November 2024, voters rejected Issue 1, which would have created a 15-member Citizens Redistricting Commission, leaving the existing Article XIX framework in place.10Ballotpedia. The 2026 Race

The 2024 race here was one of the closest House contests in the country. Kaptur won with 48.3%, edging Republican Derek Merrin at 47.6%, with Libertarian Tom Pruss at 4.1%.11Ballotpedia. The May 5, 2026, primary features a crowded Republican field. Five candidates have filed: Derek Merrin (the 2024 nominee), Anthony Bruce Campbell, Alea Nadeem, Madison Sheahan, and Josh Williams. Kaptur is the sole Democratic filer. Two Libertarians, Matthew Althaus and David Edward Gedert, are also running.12Erie County Board of Elections. Federal Funding and Lake Erie

Kaptur’s FY2026 community project funding requests total millions of dollars across the district. The largest include $3.375 million for the Erie County Sawmill Creek wastewater treatment plant expansion, $3 million for flood-resilient infrastructure on Toledo’s N. Summit Street, $2.5 million for the Toledo Metroparks Riverwalk project, and $2 million for a new Toledo fire station, alongside smaller requests for broadband in Archbold, workforce housing utilities in Williams County, and water distribution upgrades in Defiance.15Congresswoman Marcy Kaptur. One federal program carries unusual weight here. The Great Lakes Restoration Initiative has funded more than 8,100 projects and directed over $4.1 billion to the region since 2010, and it is set to expire at the end of fiscal year 2026. On March 24, 2026, the House passed the American Water Stewardship Act, which would reauthorize GLRI funding through fiscal year 2031.16Congresswoman Kristen McDonald Rivet.
