Oklahoma Disabled Veteran License Plate: Eligibility and Application

The Oklahoma disabled veteran license plate is available to veterans with a service-connected disability rating of 50 percent or higher, and it replaces the standard registration fee with a $5 rate on up to two personal vehicles. Before you can apply through Service Oklahoma or a tag agent, you need a Reduced Licensing Charge Card (Form 599) from the Oklahoma Department of Veterans Affairs confirming your rating.

Who Qualifies

You meet the eligibility rule by satisfying any one of three conditions: a service-connected disability rating of 50 percent or more (regardless of which federal agency pays the benefits), a vehicle awarded to you by the federal government because of a service-connected disability, or a VA grant toward the purchase of a vehicle because of your disability rating or the loss of use of a limb or eye.1Justia Law. Oklahoma Statutes Title 47 Section 1135.2 – Special License Plates

The plate is limited to personal vehicles with a rated carrying capacity of one ton or less. Pickup trucks and SUVs fit inside that limit; larger commercial vehicles do not. Each qualifying veteran can register up to two vehicles under the program.1Justia Law. Oklahoma Statutes Title 47 Section 1135.2 – Special License Plates

Surviving Spouses

A surviving spouse of a deceased disabled veteran can apply for the plate on one vehicle, not two. Eligibility runs if the spouse has not remarried, or if a later marriage ended by death, divorce, or annulment. A surviving spouse who receives Dependency and Indemnity Compensation from the VA qualifies regardless of remarriage status. The one-ton vehicle weight limit still applies.1Justia Law. How to Apply

The process has two stages, and skipping the first is what causes most delays. A tag agent cannot issue the plate on the spot without proof from the Oklahoma Department of Veterans Affairs (ODVA).

Step One: Get Your Form 599 From ODVA

Submit the online State Benefit Request through the ODVA website. This asks ODVA to verify your VA disability rating and issue the Form 599 card, which serves as the state’s proof that you meet the 50 percent threshold.2Oklahoma Department of Veterans Affairs. State Benefit Request The Specialty Plates Catalog confirms that a copy of Form 599, or a letter from ODVA issued for vehicle registration purposes, is the required documentation.3Service Oklahoma. ODVA verifies your rating with the federal VA, so make sure your VA records are current. If you need your own VA benefit letter, you can download one from VA.gov after signing in with an ID.me or Login.gov account.4Veterans Affairs. Download VA Benefit Letters

Step Two: Apply for the Plate

Once you have Form 599, first-time applicants mail a copy along with a completed application to Service Oklahoma at PO Box 26940, Oklahoma City, OK 73126-0940. After your first plate is issued, renewals and later transactions can be handled at a local tag agent in person.5Service Oklahoma. Military

What It Costs

By statute, the plate fee itself cannot exceed $5, and it takes the place of the regular registration fees other drivers pay.1Justia Law. Oklahoma Statutes Title 47 Section 1135.2 – Special License Plates Picking up the plate in person runs about $6.50 total; by mail, expect roughly $13.10 to cover shipping and handling.3Service Oklahoma. Service Oklahoma describes the ongoing disabled veteran rate as $5 plus applicable insurance and mailing fees, on up to two vehicles. At renewal, you present your sales tax exemption number or C599 card issued by ODVA.5Service Oklahoma. Military

Extra Benefits at 100 Percent

Veterans rated at 100 percent get more than the plate discount. Oklahoma exempts them from motor vehicle excise tax on one vehicle every three consecutive years. To claim the exemption, you present either an Oklahoma Tax Commission exemption card marked “Sales Tax Exemption: 100% Disabled Veteran” or a VA letter certifying you receive compensation at the 100 percent rate. The vehicle must have been purchased on or after July 1, 2005, and your name must appear on the title.6Legal Information Institute. The three-year clock runs from the purchase date on the title, not the registration date. If your vehicle is declared a total loss by your insurer, you can claim the exemption on a replacement vehicle before the three years are up with documentation of the insurer’s total loss declaration.6Legal Information Institute. Veterans at 100 percent are also eligible to receive a driver license, commercial driver license, or state ID at no cost.5Service Oklahoma. Military

Accessibility Symbol Option

If you qualify for the disabled veteran plate and also meet the criteria for a physically disabled parking placard under Oklahoma law, you can request a combined plate that shows the international accessibility symbol alongside the disabled veteran design. That removes the need to hang a separate placard from the mirror. One catch: on the veteran’s death, a plate carrying the accessibility symbol must be returned to Service Oklahoma, unlike a standard disabled veteran plate, which a surviving spouse may keep.1Justia Law. Oklahoma Statutes Title 47 Section 1135.2 – Special License Plates

Transferring and Renewing

The plate stays with you, not the vehicle. If you sell or trade in a car, notify a local tag agent to transfer the plate to your replacement vehicle. Annual renewal follows the standard Oklahoma registration cycle, at the reduced rate.

The two-vehicle cap is per veteran. If you already have two vehicles carrying disabled veteran plates and want to add a third, you would need to surrender one of the existing plates first.1Justia Law. Oklahoma Statutes Title 47 Section 1135.2 – Special License Plates

Penalties for Misuse

Oklahoma treats unauthorized use of a disabled veteran plate as a misdemeanor. Someone who was never issued the plate but uses one to park in a disabled space faces a $500 fine. A veteran who knowingly lends the plate to someone who does not qualify faces the same $500 fine. Transporting a disabled person with proper authorization is excluded from the penalty.7New York Codes, Rules and Regulations. Oklahoma Statutes Title 47 Section 15-113 – Penalties
