How Old You Have to Be

There is one narrow situation where a 15-year-old can legally drive: during an actual driver education session, with a certified instructor in the right front seat. Driver education counts for the earlier age if it comes from a public school, a certified private or parochial school, a commercial driving school, a parent-taught course certified by Service Oklahoma, or a course certified by another state.2Justia. Parent or Guardian Signature
Any applicant under 18 who is not emancipated needs a custodial parent or legal guardian to sign the application. The signature can happen in person before an authorized official, electronically through the Service Oklahoma online application, or by notarized affidavit.4Justia. Parents should understand what they are signing. Under state law, the signer becomes jointly and severally liable for damages the minor causes by negligent or reckless driving that happens with the signer’s knowledge and consent. There are two ways to limit that exposure. If proof of financial responsibility (auto insurance meeting state minimums) is on file for the minor, the signing parent is not subject to that liability while coverage stays in force. A parent can also file a verified written request with Service Oklahoma to cancel the minor’s license, which ends future liability from that point forward.4Justia. Documents to Bring to Service Oklahoma
Service Oklahoma wants three categories of documentation plus your Social Security number. You do not need to bring the physical Social Security card.1Service Oklahoma. Learner Permit
Proof of identity and proof of lawful presence overlap for U.S. citizens: a state-certified birth certificate or a valid U.S. passport covers both. Non-citizens should check Service Oklahoma’s required documents page for acceptable alternatives.6Service Oklahoma. Required Documents
Proof of Oklahoma residency requires at least one document showing your name and Oklahoma residential address. A REAL ID-compliant permit needs two. Utility bills or bank statements dated within 60 days work, as do a prior-year tax return, an Oklahoma voter registration card, a residential lease, or an Oklahoma school transcript.6Service Oklahoma. Required Documents For a minor without utilities in their own name, a school transcript or a government-issued document addressed to them at the family home is usually the practical answer.
Check every name for exact matches before you leave the house. A discrepancy between the birth certificate and Social Security records, even a missing middle name, is enough to send you home without a permit.
The Vision Screening, Written Test, and Fee
The vision screening comes first. Oklahoma requires visual acuity of at least 20/60 in each eye (with or without corrective lenses) and at least 70 degrees of peripheral vision measured horizontally with both eyes.7Service Oklahoma. The written knowledge test has 20 multiple-choice questions drawn from the Oklahoma Driver’s Manual. You need 15 correct to pass. What You Can and Cannot Do With the Permit
A learner permit is not a license. It authorizes practice driving under specific conditions.
Adult Supervision Every Time
A licensed driver who is at least 21 years old must be in the seat beside you whenever you drive. No exceptions, including short trips or familiar routes.2Justia. Oklahoma Code 47-6-105v2 – Graduated Class D Licenses
Driving Hours
Permit holders can drive only between 5:00 a.m. and 10:00 p.m.11Cornell Law Institute. If it is after 10 p.m., the permit does not authorize you to drive, period.
No Handheld Phones
Oklahoma prohibits learner permit holders from using any handheld electronic device while driving, which goes further than the general texting ban that applies to all drivers. Getting caught can bring fines and suspension or cancellation of the permit. A separate 2025 law, HB 2263, made handheld phone use illegal for every driver in active school and work zones.12Oklahoma House of Representatives. Moving On to an Intermediate License
The permit is stage one of Oklahoma’s graduated licensing system. Before you can take the road test for an intermediate license, three things have to be true:
- You have held the permit for at least 180 days. The clock starts the day it was issued.
- You have completed 50 hours of supervised driving practice, with at least 10 of those hours at night. The supervising driver during this training must be at least 21 and have held a valid license for at least two years. You also have to meet the age threshold for the next stage: at least 16 with driver education, or at least 16½ without it.13Service Oklahoma.
