To work as a locksmith in Oklahoma, you need a license issued by the Oklahoma Department of Labor under the Alarm, Locksmith and Fire Sprinkler Industry Act.1Justia. Oklahoma Code 59-1800.1 – Short Title The state issues different license categories depending on the role you’ll fill, and every applicant must be at least 18, clear a background check, and submit fingerprints.2Oklahoma Department of Labor. Oklahoma Code 59 – Alarm, Locksmith, and Fire Sprinkler Industry Act and Rules Technicians and managers also have to pass a written exam. Working without a license is a misdemeanor that can bring up to a year in jail and a $500 fine.
Which License You Need
Oklahoma doesn’t issue a single locksmith license. The Department of Labor runs separate categories, and most people entering the trade apply as either a technician trainee (no experience yet) or a technician (ready to sit for the exam):3Legal Information Institute. Oklahoma Administrative Code 380:75-3-7 – Locksmith License Requirements
- Technician — a licensed individual who performs locksmith work at job sites. A licensed technician or manager must be present at any job site where regulated work is being performed.
- Technician trainee — the entry-level license for people new to the trade. Trainees cannot work independently and must be directly supervised.
- Company manager — the person with direct supervision over a company’s office and field operations. Managers need verified experience as a technician and must pass the commissioner-prescribed exam.
- Company — required for any business operating in the locksmith industry; every company must employ a licensed manager.
- Salesperson — for people who sell locksmith services or products but don’t perform the physical work.
Who Qualifies
Section 1800.7 of the Act lays out the eligibility gates every applicant has to clear:2Oklahoma Department of Labor. Oklahoma Code 59 – Alarm, Locksmith, and Fire Sprinkler Industry Act and Rules
- At least 18 years old.
- Not declared incompetent by a court, unless competency has been restored.
- Not a habitual user of alcohol to excess, and not a user of any illegal drug or controlled substance, including non-medical use of prescription drugs.
- Not dishonorably discharged from the U.S. Armed Services.
- Meets standards set by the Commissioner of Labor for locksmith industry experience or knowledge.
The felony question gets the most scrutiny. Applicants must disclose any felony conviction that “substantially relates” to locksmith work and “poses a reasonable threat to public safety.” The statute defines “substantially relates” as criminal conduct with a direct bearing on the ability to perform locksmith duties, and “poses a reasonable threat” as conduct involving an act or threat of harm against another. A full pardon removes the disqualifying effect. The Alarm, Locksmith and Fire Sprinkler Industry Committee reviews these disclosures case by case.
How to Apply
Application forms live on the Department of Labor’s licensing page, with a separate form for each license type.4Oklahoma Department of Labor. Alarm, Locksmith, and Fire Sprinkler Licensing Whichever form you fill out, you’ll need to put together:
- A current passport-style photo. First-time applicants can also appear in person at the Department of Labor or an approved processing site to have one taken.5Oklahoma Department of Labor. Technician/Salesperson License
- Two classifiable sets of fingerprints for the security background verification.
- Full disclosure of any qualifying felony conviction.
- For manager applicants, a certificate of experience documenting verified or licensed work as a locksmith technician.
The Department accepts checks, money orders, and most major credit cards. Cash is not accepted. Current fees under administrative rule:6Legal Information Institute. Oklahoma Administrative Code 380:75-3-2 – Application and License Fees, Period and Display, and Examination Alternatives or Prerequisites
- New technician or salesperson — $49 total ($14 application plus $35 license).
- New technician trainee — $75 total ($40 application plus $35 license).
- New or renewing company license — $250. Sole proprietors are exempt from this fee.7Oklahoma Department of Labor. Company License
Those are just the state fees. Budget separately for the fingerprinting vendor, which typically runs between $40 and $60.
The Locksmith Exam
Technician and manager applicants have to pass a written exam prescribed by the Commissioner of Labor. The locksmith technician exam has 70 questions and a two-hour time limit, with a passing score of 70%.8Oklahoma Department of Career and Technology Education. Alarm, Locksmith, and Fire Sprinkler Study Guide – Locksmith It’s administered at CareerTech testing centers across the state.
The study guide published by the Department of Career and Technology Education splits the exam into five duty areas:
- Maintaining and servicing locks (35%) — the largest section, covering dismantling and reassembling cylinders, recombination, key origination by code and by disassembly, pinning cylinders, and distinguishing standard from high-security keys.
- Job site safety (20%) — hazard surveys, tool and ladder use, personal protective equipment, safety data sheets, and confined-space precautions.
- Codes, standards, and regulations (18%) — OSHA rules and the Department of Labor’s enforcement of the Act.
- Key lock mechanisms and components (18%) — identifying lock types, common key types, hardware ratings, door types, and door closers.
- Installing locksets and hardware (9%) — removing, repairing, and installing lock hardware on doors and cabinets.
The guide also lists automotive lock topics (opening vehicles, servicing ignition locks), though those currently carry a weight of zero on the scored exam. Studying them is still a reasonable idea since the Commissioner can adjust the weighting.
Starting as a Trainee
If you don’t yet have the experience or knowledge to sit for the technician exam, the trainee license is your way in. You have to be employed by a licensed Oklahoma locksmith company, and the company must submit the trainee application within 15 business days of hiring you.
The supervision rules are strict. A trainee works under the direct supervision of a licensed manager or technician who holds the appropriate license for the category of work, and no job site can have more than three trainees per supervising manager or technician. Trainees still need a security background verification before starting. If you already hold a technician license in another category, you can work as a trainee in a new category without starting over.
Running a Locksmith Business
Operating a locksmith business requires a company license on top of whatever individual license you hold. The fee is $250, with the sole-proprietor exemption noted above.
Every locksmith company must employ a licensed manager responsible for office operations. If that manager dies or leaves the company, the business has 14 days to notify the Department of Labor and 30 days to name a replacement. Companies with a single manager should keep a succession plan in mind, because 30 days passes quickly when you’re also trying to run jobs.
Vehicle and Advertising Display
Your state-issued license number must appear in numerals at least two inches tall on every vehicle that displays the company name while doing regulated work. The same number has to appear on all advertising and marketing materials: business cards, invoices, contracts, bids, printed ads, electronic ads, decals, and yard signs. On a website, the number must be prominently displayed on the homepage or on every page advertising a regulated service. Companies that don’t want the number on every piece of marketing can instead include a statement pointing people to a website or toll-free number where licensing information is available.
Keeping the License Current
Oklahoma locksmith licenses are valid for one year, not two.9New York Codes, Rules and Regulations. Oklahoma Code 59-1800.9 – Issuance of License, Term, Renewal and Disciplinary Proceedings, Expiration Dates Individual licenses expire on the last day of your birth month. Company licenses expire on the anniversary of the month they were issued. The Department may send reminders, but tracking your expiration date is on you.
If your license lapses, you get a 30-day grace period to renew at the standard fee. Miss that window and the renewal fee doubles. Let the license sit expired for more than two years and you lose the ability to renew at all. At that point, you start over as a new applicant, which means retaking the exam and meeting all current requirements from scratch.
Who Doesn’t Need a License
Section 1800.3 of the Act carves out exemptions for several groups:10Justia. Oklahoma Code 59-1800.3 – Exemptions
- State, federal, and local government officers or employees performing official duties.
- Individuals installing locks on their own property, including free installations to protect your personal property located on someone else’s property, as long as installing locks isn’t your regular business.
- Retail sellers of locks or alarm systems designed for customer self-installation.
- Electricians licensed under the Electrical License Act, for installing and servicing electronic security devices like access control and video surveillance.
- Tow truck operators and repossession agents performing locksmith activities from their tow vehicles or during repossession duties.
- Building material sellers (lumber yards and similar businesses) holding the appropriate sales tax permit.
- Retail counter sales agents selling locksmith products under the conditions in Section 1800.6a.
The property-owner exemption is the one most people misread. It covers your own home or business. It does not cover doing the same work for someone else for pay, even once. Rekeying a neighbor’s deadbolt for $50 is technically unlicensed locksmith work.
Penalties for Working Without a License
Oklahoma treats unlicensed locksmith work as a criminal matter. Violating any provision of the Act is a misdemeanor punishable by up to one year in county jail, a fine of up to $500, or both.11New York Codes, Rules and Regulations. Oklahoma Code 59-1800.16 – Violations, Penalties On top of that, the Commissioner of Labor can impose an administrative fine of up to $200 per violation after a hearing. Each day in violation counts as a separate offense, with the total administrative fine capped at $1,000. Administrative and criminal penalties can stack, so an unlicensed operator can face both jail exposure and daily fines. For a trade whose application costs $49, the math on skipping licensure doesn’t work.
