Oklahoma does not issue a document called a provisional license. To get back on the road after a suspension or DUI, you use one of three separate programs, and the right one depends entirely on why you lost your license: the Impaired Driver Accountability Program (IDAP) for DUI arrests, a modified driver’s license for non-DUI suspensions, and the Provisional Driver License Program (PDLP) for drivers who have finished a suspension but still owe reinstatement fees.1Service Oklahoma. Violations, Suspensions, and Reinstatements
Mixing them up wastes time you may not have. A modified license is explicitly unavailable for DUI-related offenses.2Service Oklahoma. Modified Driver License If your suspension came from a DUI arrest, IDAP is the only way to drive before the revocation period ends.
Which Program Fits Your Situation
- IDAP covers drivers arrested for DUI on or after November 1, 2022. You enroll with the Board of Tests for Alcohol and Drug Influence, install an ignition interlock, and complete a monitored program. Finish it and your record shows no revocation and you owe no reinstatement fee.3Justia Law. Oklahoma Code 47-6-212.5 – Impaired Driver Accountability Program
- Modified driver’s license is for non-DUI suspensions: point accumulations, eluding an officer, certain first-offense drug suspensions, or driving while impaired below 0.08 BAC. You apply at a Service Oklahoma office and drive under restrictions.2Service Oklahoma. Modified Driver License
- PDLP is for drivers who have already served the full suspension but cannot pay the reinstatement fees in one shot. You drive on a provisional basis while paying at least $5 per month toward the balance.4Justia Law. Oklahoma Code 47-6-212 – Reinstatement Fees
IDAP: Driving After a DUI Arrest
IDAP applies to drivers facing revocation for failing a breath or blood test at 0.08 or higher, any measurable amount for drivers under 21, or refusing a chemical test.5Justia Law. Oklahoma Code 47-754 – Temporary Driving Privileges Enrolling lets you keep driving with an interlock instead of sitting through a full revocation with no driving at all.
There is a real tradeoff. Enrolling means waiving your right to appeal the administrative revocation tied to that arrest.6New York Codes, Rules and Regulations. Oklahoma Code 47-6-212.5 – Impaired Driver Accountability Program If you believe the stop or the testing procedure was flawed, that hearing is the place to fight it, and once you waive it the option is gone.
Deadlines and Cost
You must request IDAP participation within 30 calendar days of your arrest and have the interlock installed within 45 days. Miss either deadline and you lose eligibility.6New York Codes, Rules and Regulations. Oklahoma Code 47-6-212.5 – Impaired Driver Accountability Program The administration fee is $150, paid to the Board of Tests at enrollment. Your record cannot carry any other disqualifying condition when you sign the agreement.
Interlock costs run separately. Budget for an installation fee starting around $150 and monthly lease costs of roughly $95 to $100, though exact pricing varies by vendor and vehicle. Those costs continue for the full program length.
How Long You Stay in the Program
Length depends on how many DUI-related revocations or prior IDAP completions appear on your record over the preceding ten years:
- First offense: minimum six months. Release requires 60 consecutive days with no reportable violations.
- Second offense: minimum 12 months. Release requires 120 consecutive violation-free days.
- Third or subsequent offense: minimum 36 months.
A reportable interlock violation resets the clock. In a first-offense program, a violation adds 60 days; in a second-offense program, 120 days.3Justia Law. Oklahoma Code 47-6-212.5 – Impaired Driver Accountability Program Extensions stack, so repeated violations can push a six-month program past a year.
Finish the program and your driving record is updated to show completion with no revocation, and Service Oklahoma charges no reinstatement fee.3Justia Law. Oklahoma Code 47-6-212.5 – Impaired Driver Accountability Program That matters, because reinstatement after a DUI revocation otherwise runs $315 or more.
Modified Driver’s License for Non-DUI Suspensions
A modified license is the route when your suspension came from accumulated points, a first-offense drug-related suspension, driving while impaired below 0.08 BAC, or a first offense of eluding a police officer.2Service Oklahoma. Modified Driver License Interlock installation is not required unless your situation involves a DUI arrest predating November 1, 2022.
The license comes with restrictions built in. You can only operate Class D vehicles, which covers standard passenger cars and light trucks but excludes commercial vehicles.2Service Oklahoma. Modified Driver License Service Oklahoma reviews your full driving history. If your record raises safety concerns, the agency can limit your hours, locations, or the purposes for which you drive.
Apply in person at a Service Oklahoma Licensing Office. Many locations accept walk-ins or offer an online waitlist. Bring proof of liability insurance in your name, or documentation showing you are a covered driver on someone else’s policy.7Service Oklahoma. Oklahoma Modified Driver License Request If your modification requires an interlock, bring proof of installation and expect a $25 replacement license fee to add the restriction to your card.
PDLP: When You’ve Served the Suspension But Still Owe Fees
The PDLP fills the gap the other two programs do not touch. If you have finished your suspension or revocation but cannot pay all the reinstatement fees at once, PDLP lets you drive while making monthly payments of at least $5 toward the balance.4Justia Law. Oklahoma Code 47-6-212 – Reinstatement Fees
This matters because DUI-related fees stack quickly. A single DUI revocation carries a $75 processing fee, a $200 trauma-care assessment, a $15 statutory fee, and a $25 reinstatement fee, totaling $315 before any court fines. Multiple suspensions multiply the processing fees. Without PDLP, drivers can remain off the road indefinitely just because they cannot produce a lump sum.
Interlock Rules and Program Failure
Every IDAP participant must have a Board-approved interlock installed on any vehicle they operate. The device requires a clean breath sample to start the engine and prompts for additional samples while driving. Installation and ongoing service must go through an approved center, which downloads data and reports compliance to the Board.6New York Codes, Rules and Regulations. Oklahoma Code 47-6-212.5 – Impaired Driver Accountability Program
When the device records a violation, you have five days to return to your service center. Miss that window and the device enters permanent lockout; the vehicle will not start.8Oklahoma Board of Tests for Alcohol and Drug Influence. Program and Device Violations Clearing the lockout means additional fees to both the service center and the state.
Certain actions end your enrollment entirely. Removing the interlock and not reinstalling one in a replacement vehicle within 60 days will get you kicked out. So will being caught by law enforcement driving without an interlock after the Board has already warned you. A new DUI arrest during the program is treated as a reportable violation as well.8Oklahoma Board of Tests for Alcohol and Drug Influence. Program and Device Violations
Program failure is expensive. You receive no refund and no credit for time already served. Re-enrolling means starting the program over from day one, and your original revocation kicks back in for its full duration in the meantime.8Oklahoma Board of Tests for Alcohol and Drug Influence. Program and Device Violations
Reinstatement Fees When Your Period Ends
Finishing your revocation or modification period does not restore an unrestricted license automatically. You have to clear every outstanding suspension on your record and pay the associated fees before Service Oklahoma will reinstate you.4Justia Law. Oklahoma Code 47-6-212 – Reinstatement Fees
- Non-DUI suspensions: $25 processing fee per suspension, plus a single $25 reinstatement fee no matter how many suspensions you had.
- DUI-related revocations: $75 processing fee per revocation, a $200 trauma-care assessment per revocation, a $15 statutory fee, and the $25 reinstatement fee. One DUI revocation totals $315.
- IDAP completers: no reinstatement fee if you successfully finished the program.3Justia Law. Oklahoma Code 47-6-212.5 – Impaired Driver Accountability Program
Multiple suspensions on the same record multiply the processing fees, but the $25 reinstatement fee is charged only once.4Justia Law. Oklahoma Code 47-6-212 – Reinstatement Fees If you cannot cover the total, PDLP lets you make monthly payments while driving. Every requirement on every suspension must be cleared before you hold a fully unrestricted license again.
One separate track worth flagging: IDAP and the modified license address administrative driving privileges only. Criminal DUI charges move through the courts on their own schedule and can carry their own court-ordered interlock requirements. Any administrative interlock time under IDAP and a court-ordered interlock period may overlap, but they are tracked independently, and completing one does not automatically satisfy the other.
