Oklahoma Reciprocity With Texas: Licenses, Permits, and Taxes

Oklahoma’s reciprocity with Texas is not one agreement but many, and the answer depends on which license or document you are carrying across the state line. Nurses, psychologists, and anyone carrying a firearm move between the two states with little friction. Attorneys and CPAs can transfer with experience and paperwork. Teachers, real estate agents, and drivers face a full or near-full reapplication. And a handful of legal documents, like a properly executed will, are recognized outright.

Nursing Licenses

Both states belong to the enhanced Nurse Licensure Compact, which covers 43 states. A multistate RN or LPN license issued by your home state lets you practice in the other state without a separate license.1Oklahoma.gov. Multistate Nurse Licensure Compact

The catch is residency. If you move and change your primary state of residence, you must apply for a multistate license in your new home state within 60 days.1Oklahoma.gov. Psychologist Licensing

Oklahoma and Texas have a signed bilateral reciprocity agreement for licensed psychologists. Under it, the Texas Behavioral Health Executive Council and the Oklahoma State Board of Examiners of Psychologists will license psychologists already licensed in the other state, provided the applicant submits the required application and fee and can verify active licensure in good standing.3Oklahoma State Board of Examiners of Psychologists. Firearms Carry

Firearms are the easiest case. Both states now allow permitless carry. Oklahoma adopted constitutional carry effective November 1, 2019, letting any eligible person aged 21 or older, or 18 and older for military members, carry concealed or openly without a license.4Oklahoma.gov. Beyond permitless carry, Oklahoma broadly recognizes any valid concealed or unconcealed carry permit issued by another state, so a Texas License to Carry is honored in Oklahoma.6Justia. Oklahoma Code 21-1290.26 – Reciprocal Agreement Authority

Attorney Admission

Neither state requires attorneys from the other to sit for the full bar exam, but both attach real experience requirements.

Texas allows admission without examination if you hold a J.D. from an ABA-approved law school, are licensed and in good standing in another state, and have actively practiced law as your principal occupation for at least five of the seven years immediately preceding your application. You must also pass the MPRE with a score of 85 or higher and complete the Texas Law Component.7Board of Law Examiners of the State of Texas. Admission Without Examination Information

Oklahoma allows admission on motion for attorneys who graduated from an ABA-approved law school, are in good standing on active status in a reciprocal state, and have engaged in actual and continuous practice for at least three of the five years immediately preceding the application.8New York Codes, Rules and Regulations. Rule 2 – Admission Upon Motion Without Examination Newer attorneys without those years on the clock will need to take the other state’s bar exam.

CPA Certificates

Oklahoma offers a reciprocal CPA certificate for accountants licensed elsewhere. If you hold a valid CPA license and begin practicing public accounting in Oklahoma, you must file the reciprocal certificate application within 120 days of starting work with an Oklahoma firm or beginning practice in the state.9Oklahoma Accountancy Board. Teaching Certificates

Texas does not have teaching certification reciprocity with any state, including Oklahoma. Out-of-state educators apply for a Review of Credentials through the Texas Education Agency, which evaluates your certification, teaching experience, and exam history against Texas standards. Your out-of-state certificate must be valid and active when TEA receives your complete application. Processing runs up to 20 business days once all materials are in, and you may need to pass additional exams unless you qualify for a testing exemption based on comparable exams already taken in Oklahoma.10Texas Education Agency. Real Estate Licenses

Real estate is the sharpest divergence. Oklahoma’s Real Estate Commission has reciprocal agreements with eight states — Alabama, Arkansas, Iowa, Louisiana, Maryland, Nebraska, North Dakota, and South Dakota — and Texas is not among them.11Oklahoma Real Estate Commission. A licensed Oklahoma agent moving to Texas will need to complete the required Texas education hours, pass the Texas exam, and submit a full application. Oklahoma experience does not shorten the process.

Driver’s Licenses

Each state honors a valid out-of-state license temporarily after you move, but not indefinitely. Texas gives new residents 90 days to obtain a Texas license.13Department of Public Safety. Do not assume you can keep driving on your old license for months after establishing residency.

Auto Insurance Minimums

If you drive across the state line regularly, the minimum liability requirements are not the same. Oklahoma’s minimums are $25,000 per person for bodily injury, $50,000 per accident, and $25,000 for property damage, commonly written as 25/50/25.14Oklahoma Insurance Department. A policy that just meets Oklahoma’s floor leaves you underinsured in Texas. Anyone crossing regularly should carry coverage that satisfies both.

Registering a Business Across the State Line

An LLC or corporation formed in one state that wants to do business in the other must register as a foreign entity with the receiving state’s Secretary of State. This runs in both directions.

Texas charges a $750 filing fee for foreign entity registration and requires you to appoint a registered agent physically located in Texas.15Texas Secretary of State. Out of State Requirements The filing fees are the easy part; the ongoing compliance obligations are where cross-border businesses tend to slip.

Income Tax for Cross-Border Workers

Texas has no state income tax, which produces a one-way situation. A Texas resident who earns income in Oklahoma must file an Oklahoma nonresident return if Oklahoma-source gross income reaches $1,000 or more.18Oklahoma Tax Commission. 2025 Oklahoma Individual Income Tax Forms and Instructions That is a low threshold, and it catches remote employees, cross-border workers, and business owners with any Oklahoma operations. An Oklahoma resident working in Texas owes no Texas income tax on those wages. People tend to overlook this until a notice arrives from the Oklahoma Tax Commission.

Wills From the Other State

A will validly executed in Oklahoma can generally be admitted to probate in Texas. Under the Texas Estates Code, an authenticated copy of a will from a person who died domiciled outside Texas is sufficient proof to admit the will to probate in Texas, as long as no one objects.19State of Texas. Texas Estates Code Section 502.002 – Proof of Foreign Will in Original Probate Proceeding If an objection is raised, the proponent must prove the will’s contents and legal sufficiency through additional evidence. This recognition applies only to wills that would otherwise be admissible to probate under Texas law, so a will that fails basic execution requirements cannot be saved by this provision.

Agreements change, expire, or never existed for your particular license type, so confirm the current rules in writing with the official board in the state you are moving to, and give yourself enough lead time before you need to practice.
