Oklahoma state tax deductions start with a flat standard deduction tied to your filing status, and from there the state layers on an itemized option capped at $17,000 plus a set of subtractions for retirement income, military pay, Social Security, and 529 college savings contributions. Because Oklahoma builds its taxable income from your federal adjusted gross income and then applies its own rules, every state-specific subtraction you catch directly lowers what you owe at a top rate of 4.75 percent.1Oklahoma Tax Commission. The Oklahoma Standard Deduction
If you don’t itemize, the state gives you a flat deduction based on filing status. These amounts have been fixed in statute since 2017 and sit well below their federal counterparts:2Justia Law. Oklahoma Code 68-2358v3 – Adjustments to Arrive at Oklahoma Taxable Income and Oklahoma Adjusted Gross Income
- Single or married filing separately: $6,350
- Head of household: $9,350
- Married filing jointly or qualifying surviving spouse: $12,700
Because the figures aren’t indexed to inflation, some taxpayers who take the federal standard deduction still come out ahead itemizing on the Oklahoma return. The lower state threshold is easier to clear.
Itemizing and the $17,000 Cap
Oklahoma follows the federal rules for what qualifies as an itemized deduction but caps the total at $17,000. The cap covers most of the usual write-offs, including mortgage interest and property taxes. Charitable contributions and medical expenses are excluded from the cap and remain fully deductible no matter the amount.3Oklahoma Tax Commission. 2025 Oklahoma Resident Individual Income Tax Forms and Instructions
That carve-out changes the math. A filer with $14,000 in mortgage interest and $8,000 in property taxes hits the $17,000 wall on those two items alone and loses $5,000 of the deduction. But $6,000 in charitable gifts and $3,500 in medical bills on top of that still come off in full. When you’re weighing standard versus itemized, add the uncapped expenses first, then see whether the capped portion plus those extras beats your standard deduction.
Starting with the 2025 tax year, wagering losses deductible under federal law also sit outside the $17,000 cap. If you report gambling winnings on your federal return, Oklahoma now lets you offset them without using up itemized-deduction room.
Retirement Income Subtractions
Several categories of retirement income come off your Oklahoma taxable income, and the rules differ by source.
Government Pensions
A pension from the state of Oklahoma, the federal civil service, or a qualifying local government retirement system qualifies for a subtraction of up to $10,000 per person.4Legal Information Institute. Oklahoma Administrative Code 710-50-15-49 – Deduction for Retirement Income The limit is per individual, so a married couple with two qualifying pensions can subtract up to $20,000 on a joint return. The subtraction can’t exceed the amount included in federal adjusted gross income.
Federal civil service retirees receiving survivor annuities paid in lieu of Social Security get a complete exclusion with no dollar cap.4Legal Information Institute. Oklahoma Administrative Code 710-50-15-49 – Deduction for Retirement Income
Military Retirement
Since the 2022 tax year, Oklahoma fully exempts military retirement pay. Retirement benefits from any branch of the U.S. Armed Forces are subtracted in full, with no dollar limit.2Justia Law. Oklahoma Code 68-2358v3 – Adjustments to Arrive at Oklahoma Taxable Income and Oklahoma Adjusted Gross Income
Social Security
Oklahoma fully excludes Social Security benefits. Any Social Security income carried into your federal adjusted gross income gets subtracted on the state return, so none of it is taxed by Oklahoma.5Oklahoma Tax Commission. Income Tax
Active Duty Military Pay
Oklahoma excludes active duty military pay from state income tax entirely. Resident service members in any active or reserve component of the U.S. Armed Forces owe zero Oklahoma income tax on their military compensation, whether they’re stationed in state or deployed elsewhere.6My Army Benefits. Oklahoma Military and Veterans Benefits Other earnings a service member brings in, such as off-duty civilian work, remain taxable.
Oklahoma 529 College Savings Contributions
Contributions to the Oklahoma 529 College Savings Plan are deductible up to $10,000 per year for single filers and $20,000 for married couples filing jointly.7Legal Information Institute. Oklahoma Administrative Code 710-50-15-66 – Deduction for Contributions to an Oklahoma College Savings Plan Contribute more than the limit in a single year and the excess carries forward as a deduction for up to five additional tax years, which makes lump-sum funding workable for families receiving a windfall.
Only Oklahoma’s own 529 plan qualifies. Money placed in another state’s plan does not earn an Oklahoma deduction. Qualified-expense withdrawals remain tax-free at both the federal and state level.
The State Earned Income Tax Credit
This one is a credit, not a deduction, but filers looking at deductions often miss it. Oklahoma allows a state earned income tax credit equal to 5 percent of the federal EITC you qualify for.8New York Codes, Rules and Regulations. Oklahoma Code 68-2357.43 – State Earned Income Tax Credit A $4,000 federal EITC produces a $200 Oklahoma credit. The state credit is nonrefundable, so it can reduce your tax bill to zero but won’t generate a refund on its own.
Where Each Item Goes on the Return
Oklahoma taxable income starts from your federal adjusted gross income, so your federal 1040 has to be done first.3Oklahoma Tax Commission. 2025 Oklahoma Resident Individual Income Tax Forms and Instructions The main state form is Form 511, the resident individual income tax return. Itemizers fill out Schedule 511-A to list expenses and apply the $17,000 cap. Subtractions for retirement income, military pay, 529 contributions, and Social Security go on Schedule 511-C. Any supplemental schedule you complete has to be attached to the return. Forms are available through the Oklahoma Tax Commission.
