To register a vehicle in Oklahoma you need a completed Form 701-6 (Application for Oklahoma Certificate of Title), the vehicle’s title or Manufacturer’s Statement of Origin, a valid photo ID, proof of Oklahoma liability insurance, and a purchase document showing the sale price. You take these to a Service Oklahoma office or Licensed Operator location in person, pay a 3.25% excise tax plus an annual registration fee, and complete everything within two months of the purchase date. The Oklahoma vehicle registration requirements changed in September 2024 under the Mason Treat Act, which added a pre-registration step and tighter deadlines that anyone buying a vehicle now has to meet.
Deadlines You Have to Meet
The Mason Treat Act, effective for vehicles purchased on or after September 1, 2024, sets three separate clocks running the moment you buy a vehicle.1Service Oklahoma. New Vehicle Pre-Registration Process Is Now in Effect
- Within two business days of purchase, the dealer or you must pre-register the vehicle with the state.
- Within 10 days of the sale date, the vehicle must have metal license plates with pre-registration decals affixed.
- Within two months of the purchase date, you must pay the excise tax, obtain a title, and complete full registration.
If you’re a new Oklahoma resident bringing a vehicle already titled in your name from another state, or you’re renewing an existing registration, you get a 30-day grace period instead.2Service Oklahoma. Vehicle Registration
Documents You Need to Bring

What It Costs
Registration costs come in two parts: a one-time excise tax paid when you first title the vehicle, and an annual registration fee that renews every year you keep the vehicle on the road.
Excise Tax
New vehicles are taxed at a flat 3.25% of the purchase price. Used vehicles use a two-step formula: $20 on the first $1,500 of value, plus 3.25% on every dollar above that.7Justia Law. Oklahoma Code 68-2103 – Tax on Transfer of Legal Ownership, Use and First Registration of Vehicles On a $12,000 used vehicle, that’s $20 plus $341.25, or $361.25.
Transfers made without payment between spouses, between a parent and child, or between an individual and certain revocable trusts are fully exempt.7Justia Law. Oklahoma Code 68-2103 – Tax on Transfer of Legal Ownership, Use and First Registration of Vehicles The exemption does not cover in-laws or grandparent-to-grandchild transfers.
Annual Registration Fee
The fee steps down as the vehicle ages, measured from its model year rather than when you bought it. Service Oklahoma’s published full-year totals, which include the base statutory fee plus the insurance verification fee and other administrative charges:8Service Oklahoma. Fees
- Years 1 through 4: $96
- Years 5 through 8: $86
- Years 9 through 12: $66
- Years 13 through 16: $46
- Year 17 and older: $26
The underlying statutory base fees under 47 O.S. ยง 1132v2 are $85, $75, $55, $35, and $15 for those same tiers.9Justia Law. Oklahoma Code 47-1132v2 – Vehicle Registration Fees
Other Fees
A few smaller charges round out the bill: $11 for a new or transferred title, $17 for a transfer on an existing Oklahoma title, and $4 for a VIN inspection on an out-of-state vehicle.8Service Oklahoma. Fees
One-Year or Two-Year Registration
Since November 2023, you can choose a one-year or two-year registration when you first register or renew. The two-year option costs double the annual fee plus two insurance verification fees, and it means one fewer trip to the tag office.10Service Oklahoma. Vehicle Renewal
Where to File
All initial registrations and title transactions must be done in person, either at Service Oklahoma’s office on N. Classen Boulevard in Oklahoma City or at any Licensed Operator location (the facilities formerly known as tag agencies).2Service Oklahoma. Bringing a Vehicle from Another State
Out-of-state vehicles need everything on the standard list plus the out-of-state title and the vehicle itself, because a VIN inspection is required before Oklahoma will issue a new title.12Service Oklahoma. Out-of-State Title Transfers An agent matches the number stamped on the vehicle to the ownership documents and records the odometer reading. The inspection fee is $4.13Oklahoma State Courts Network. Oklahoma Code 47-1105 You surrender the old title in exchange for the new Oklahoma one.
If the vehicle is financed, you provide the lienholder’s information and Oklahoma contacts the lienholder directly to obtain the out-of-state title, then issues the new Oklahoma title and mails it to the lienholder. You can drive the vehicle legally with your registration receipt while this paperwork clears.12Service Oklahoma. Out-of-State Title Transfers
Late Penalties
Miss a deadline and Oklahoma charges $1 per day, up to $100 per year, and the penalty cannot be waived under any circumstance.2Service Oklahoma. Vehicle Registration For a newly purchased vehicle, penalties begin on the 31st day after the ownership assignment date. For renewals and same-name out-of-state transfers, they begin on day 31 after the grace period. Driving on lapsed registration also exposes you to a separate citation at any traffic stop.
Active-Duty Military
Oklahoma offers a reduced registration fee to active-duty members of the U.S. Armed Forces, including reservists and National Guard members, and their spouses. The servicemember must be an Oklahoma resident or assigned to duty in the state, and the vehicle cannot be used commercially. Retired military members do not qualify. Servicemembers stationed outside Oklahoma under official orders also receive a waiver of late registration penalties for the duration of the assignment plus 60 days after it ends. Both benefits are claimed by filing Form 779 (U.S. Armed Forces Affidavit) with a copy of active-duty orders.14Service Oklahoma. US Armed Forces Affidavit – Form 779
Heavy Vehicles
Registering a highway vehicle with a taxable gross weight of 55,000 pounds or more triggers a federal requirement in addition to the state process. You file IRS Form 2290 and pay the Heavy Vehicle Use Tax, and you present the stamped Schedule 1 as proof of payment at the tag office before Oklahoma will issue registration.15Internal Revenue Service. Instructions for Form 2290 (Heavy Highway Vehicle Use Tax Return) If you bought the vehicle within the last 60 days, a copy of the bill of sale is enough to register while the Form 2290 filing is processed, but the tax remains your responsibility.
