The Oklahoma Way2Go Card is a prepaid Mastercard that the Oklahoma Employment Security Commission (OESC) uses to pay unemployment benefits. You don’t apply for it or choose it — once your first weekly payment is approved, Conduent, the program administrator, mails a card to the address on file, and every future benefit deposit lands on that same card automatically.1Oklahoma Employment Security Commission. Getting the Card and Activating It
Standard delivery takes 7 to 10 calendar days from the day your first payment is processed.3Oklahoma Office of the State Treasurer. Oklahoma State Payroll Way2Go Card Fee Schedule No credit check and no existing bank account are needed, so banking history is not a barrier.2Oklahoma Senate. The GO System – Section: Go Program at Oklahoma Agencies Check your mailing address in the OESC claimant portal before your first payment posts; a wrong address means a delayed card.
The card arrives inactive. You can activate it three ways:
- Through the Way2Go Card mobile app
- At GoProgram.com
- By calling 866-320-8699
During activation you verify your identity and create a four-digit PIN. You’ll need that PIN for ATM withdrawals and for debit transactions at checkout.1Oklahoma Employment Security Commission. Unemployment Benefits3Oklahoma Office of the State Treasurer. Oklahoma State Payroll Way2Go Card Fee Schedule Once the first card is activated, every subsequent benefit deposit uses it. You won’t receive a new card with each payment.
Keeping Payments Coming
Having a card doesn’t mean money flows on its own. You have to file a weekly certification for each week you are unemployed. The earliest you can certify is the Sunday after the week ends, and you have 14 days from the end of the benefit week to do it. Miss that window and the week’s payment is forfeited.4Oklahoma Employment Security Commission. Claimant Handbook – A Guide to Unemployment Benefits
Each certification asks you to report any earnings, including part-time or cash work, and confirm at least two work-search activities for the week. If you’re appealing a denial, keep certifying every week. If the appeal succeeds, OESC pays every certified week retroactively. Weeks with no certification are gone for good.4Oklahoma Employment Security Commission. Claimant Handbook – A Guide to Unemployment Benefits
Spending, Cash Access, and Fees
You can use the card like any Mastercard debit card. Sign for purchases or enter your PIN. Many grocery stores and pharmacies give cash back with a debit purchase, and there’s no fee for that. For larger cash needs, you can walk into any bank or credit union that displays the Mastercard logo and get an over-the-counter withdrawal from a teller at no fee. Bill payments through GoProgram.com are also free.3Oklahoma Office of the State Treasurer. Oklahoma State Payroll Way2Go Card Fee Schedule
The main places fees show up are out-of-network ATMs, expedited card replacements, and letting the account sit idle. The full schedule:3Oklahoma Office of the State Treasurer. Oklahoma State Payroll Way2Go Card Fee Schedule
- In-network ATM withdrawal (Comerica or MoneyPass): free, unlimited
- Out-of-network ATM withdrawal: two free per deposit, then $1.50 each. The ATM owner may add its own surcharge.
- Teller-assisted cash withdrawal: free
- Cash back with a purchase: free
- Balance inquiry by ATM, phone, or online: free
- Bill pay through GoProgram.com: free
- Funds transfer to your personal bank account: free
- Card replacement, standard 7 to 10 calendar days: free, unlimited
- Card replacement, expedited 3 to 4 calendar days: $10.00
- International transaction: 3% of the transaction amount
- Inactivity fee: $2.50 per month after 90 days with no account activity
Two details worth knowing. The two free out-of-network ATM withdrawals reset with each deposit and expire at the end of the calendar month if unused. Any activity resets the 90-day inactivity clock, including deposits, purchases, ATM withdrawals, balance inquiries, and even a phone call to customer service. The inactivity fee stops once the balance hits zero or activity resumes.
Finding Fee-Free ATMs
The cleanest way to avoid ATM fees is to stick with Comerica Bank ATMs and the MoneyPass network. MoneyPass machines sit inside many convenience stores, drugstores, and credit unions. The locator is at moneypass.com/atm-locator.html, and the Way2Go Card mobile app has one built in.3Oklahoma Office of the State Treasurer. Oklahoma State Payroll Way2Go Card Fee Schedule
In rural areas where in-network ATMs are scarce, the free teller-assisted withdrawal at any Mastercard member bank is usually the cheapest option. There’s no per-deposit cap on those.
Switching to Direct Deposit
You aren’t stuck with the card. After you receive and activate it, you can route future deposits to your own bank account. Call Conduent at 866-320-8699 or log into GoProgram.com and enter your bank routing and account numbers through the automated system. From then on, each deposit sweeps from the card to your bank account.1Oklahoma Employment Security Commission. Unemployment Benefits
One-time transfers to a personal bank account through GoProgram.com or the mobile app are also free.3Oklahoma Office of the State Treasurer. Oklahoma State Payroll Way2Go Card Fee Schedule That’s useful if you want to leave a spending balance on the card and move the rest to savings or checking.
Lost Card, Stolen Card, or Unfamiliar Charges
Call Conduent at 866-320-8699 as soon as you notice the problem. The card freezes and a replacement goes out in 7 to 10 calendar days at no charge, or 3 to 4 days for $10.1Oklahoma Employment Security Commission. How quickly you call decides how much you can lose. Under the federal Electronic Fund Transfer Act:5Consumer Financial Protection Bureau. 12 CFR 1005.6 – Liability of Consumer for Unauthorized Transfers
- Report within 2 business days of learning about the loss: your liability caps at $50 or the amount of unauthorized transactions before you reported, whichever is less.
- Report after 2 business days but before your next statement: liability can rise to $500.
- Fail to report unauthorized charges within 60 days of your statement: you could be liable for everything stolen after that 60-day window.
Report within two business days and the maximum loss is $50. Wait, and the exposure climbs fast.
Checking Your Balance
Three free ways: the Way2Go Card mobile app, GoProgram.com, or the automated line at 866-320-8699.3Oklahoma Office of the State Treasurer. Oklahoma State Payroll Way2Go Card Fee Schedule The mobile app can send deposit alerts and low-balance notifications at a threshold you set, which is the simplest way to know a payment has landed.
When Your Benefits End
Any remaining balance stays on the card, and you can keep spending it. Watch the 90-day inactivity window. If you leave a small balance sitting there, the $2.50 monthly fee will slowly eat it. Spend it down, transfer it to your bank account for free through GoProgram.com, or take it out at a teller window. If funds sit unused long enough to be treated as abandoned under Oklahoma’s Uniform Unclaimed Property Act, they are eventually turned over to the State Treasurer’s Unclaimed Property Division, where you can still reclaim them.6Oklahoma State Treasurer.
