An OKMU charge in Oklahoma City is a municipal citation for driving without a valid driver’s license, prosecuted in Oklahoma City Municipal Court. If you bring a valid license to court on or before your court date, Oklahoma law entitles you to a full dismissal with no fines and no court costs.1Justia Law. Oklahoma Statutes Title 47-6-303 – Driving Without License or While License Is Canceled, Denied, Suspended, or Revoked For most people, that is the whole story, and the rest of this page is about making sure you reach that outcome.
What the Citation Means
OKMU is the code Oklahoma City uses on citations issued under the city’s licensing ordinance (Chapter 32 of the Municipal Code), which mirrors the state requirement that every driver on a public road carry a valid license from Service Oklahoma.1Justia Law. Oklahoma Statutes Title 47-6-303 – Driving Without License or While License Is Canceled, Denied, Suspended, or Revoked Officers write it in three common situations: your license was expired, your license was suspended or revoked, or you never had one.
Because it’s a municipal charge, your case is handled by Oklahoma City Municipal Court rather than a county district court. That controls where you appear, who prosecutes, and which fee schedule applies.
How to Get an OKMU Charge Dismissed
The statute uses the word “entitled.” If you produce a renewal or replacement driver’s license in court on or before your court date, the charge must be dismissed and you owe nothing in fines or court costs.1Justia Law. Oklahoma Statutes Title 47-6-303 – Driving Without License or While License Is Canceled, Denied, Suspended, or Revoked The judge has no discretion to refuse. Show the license, the case ends.
There’s a second path if you actually had a valid license on the date of the stop but just didn’t have the card on you. The Oklahoma City Municipal Court will dismiss the charge when you bring proof you were licensed that day.2City of Oklahoma City. Fines and Fees
What this looks like in practice depends on why you got cited:
- Expired license: renew with Service Oklahoma. A printed temporary license from the online renewal is enough to show the court.
- License on file but not in the car: pull a record from Service Oklahoma showing you were licensed on the citation date.
- Suspended or revoked license: you have to clear the suspension before a new license can issue, which usually means paying old fines, completing a required course, or satisfying other conditions. This path is slower, and legal help is worth considering.
- Never licensed: you’ll need to go through the full process of getting an Oklahoma driver’s license from scratch before your court date.
Penalties if You Do Nothing
Driving without a valid license is a misdemeanor under state law, carrying a fine of $50 to $300 plus court costs, up to 30 days in jail, or both.1Justia Law. Oklahoma Statutes Title 47-6-303 – Driving Without License or While License Is Canceled, Denied, Suspended, or Revoked On Oklahoma City’s fee schedule, the violation is listed at $193.2City of Oklahoma City. Fines and Fees Jail time for a first-time no-license case is uncommon in practice; judges reserve it for repeat offenders and cases involving suspended or revoked licenses.
Skipping court is where things get expensive fast. A failure to appear produces a bench warrant for your arrest and tacks another $193 charge onto the original citation. Once combined with fines and costs, an overdue ticket in warrant status commonly runs $420 to $613. Any traffic stop or other contact with police while the warrant is active can lead to arrest. Oklahoma City has at times offered temporary penalty-reduction programs for people clearing old warrants, but they come and go and aren’t something to plan around.
Showing Up to Court
Bring three things: your valid license (or the renewal or replacement you obtained), proof of insurance for the vehicle you were driving, and your citation or case number. You can look up your case through the Oklahoma City Municipal Court’s online portal.3City of Oklahoma City. Pay Ticket If you’re pursuing dismissal by presenting a license, you’ll need to appear in person rather than paying online.
Check in with the clerk when you arrive so your name is on the docket. When your case is called, the judge will state the charge and ask how you plead. Hand your license to the prosecutor or the judge. For most people, that’s where the case ends: the court confirms your license status, dismisses the charge, and you leave owing nothing.
If you want to contest the citation on the merits, you can plead not guilty and request a trial. The city puts on its case first, you can cross-examine its witnesses, and then you present yours. You are never required to testify. Keep every receipt and dismissal document the clerk gives you; you may need them later to clear your driving record.
Getting a License Through Service Oklahoma
Oklahoma’s licensing agency is Service Oklahoma. Renewals and replacements can be handled online or in person at a Service Oklahoma office or an authorized licensed operator location. A duplicate license costs $25.4Service Oklahoma. Renew and Replace License and ID
The online renewal flow issues a temporary license you can print immediately. That printed temporary is enough to take to court for dismissal; carry it with your expired card, if you still have it, until the permanent card arrives in the mail.
Suspensions are a different animal. Use Service Oklahoma’s online portal to find out why your license was suspended, satisfy the underlying conditions, and pay any reinstatement fee before a new license can issue. Suspensions tied to unpaid fines, DUI convictions, or lack of insurance each have their own reinstatement requirements.
Extra Consequences for CDL Holders
If you hold a commercial driver’s license, an OKMU conviction reaches beyond the municipal fine. Federal regulations treat operating a commercial vehicle without a valid CDL as a serious traffic violation. Two serious traffic violations within three years trigger a 60-day CDL disqualification; three or more within three years extend it to 120 days.5eCFR. 49 CFR 383.51 – Disqualification of Drivers For a working driver, a single conviction starts a clock that makes the next mistake much more costly, which is another reason to pursue the dismissal.
Out-of-State Drivers
Oklahoma is part of the Driver License Compact, which shares conviction information among member states. The Compact’s definition of “conviction” includes municipal ordinance violations, so an OKMU conviction gets reported to your home state’s licensing authority, which then applies its own points, surcharges, or penalties.
The dismissal rule still works for you. A valid license from your home state, produced at or before your court date, entitles you to the same dismissal an Oklahoma resident would get.1Justia Law. Oklahoma Statutes Title 47-6-303 – Driving Without License or While License Is Canceled, Denied, Suspended, or Revoked If traveling back to Oklahoma City isn’t realistic, call the Municipal Court clerk’s office to ask about resolving the case remotely or through an attorney who can appear for you.
