The Oregon EBT card, officially called the Oregon Trail Card, is the debit-style card the Oregon Department of Human Services issues to deliver SNAP food benefits and TANF cash assistance. Most households qualify with a gross monthly income under 200 percent of the federal poverty level, and you can apply through the ONE portal at one.oregon.gov, by mail, or in person at a local DHS office. Benefits load automatically between the 1st and 9th of each month, and the card works at any grocer, farmers market, or online retailer displaying the EBT or Quest logo.
Who Qualifies
Oregon uses broad-based categorical eligibility, so the main test is gross monthly income against 200 percent of the federal poverty line.1Oregon Department of Human Services. There is no general asset or resource test. Savings, a vehicle, or property will not disqualify you. The one carve-out involves liquid assets from lottery or gambling winnings, which remain subject to a resource limit.1Oregon Department of Human Services. A household for SNAP purposes is the group of people who live together and buy and prepare meals together, whether or not they are related. You must live in Oregon, but no minimum residency period applies. All income counts: wages, Social Security, child support, and any other money coming in.
How to Apply
Applications go through the ONE (Oregon Needs Explorer) portal at one.oregon.gov, by mail, or at any local DHS office.2Oregon Department of Human Services. Medical, Food, Cash and Child Care Benefits Before you start, gather:
- A valid photo ID for the person applying
- Social Security numbers for every household member who wants benefits
- Proof of income such as pay stubs, tax returns, or benefit award letters
- Immigration status documents for non-citizen household members seeking benefits
- Proof of Oregon residency, such as a utility bill or lease

Expedited Benefits Within Seven Days
If your household is in urgent need, you may receive SNAP within seven days. You qualify for expedited processing if any of the following applies:
- Your household earns less than $150 per month and has no more than $100 in cash and bank accounts combined
- Your monthly income, cash, and bank balance together are less than your rent or mortgage plus utilities
- You are a migrant or seasonal farmworker with very little money
Once approved, the physical Trail Card arrives by mail at the address on your application. You will set a PIN when the card arrives, and you use that PIN for every purchase.
When Benefits Load Each Month
Oregon staggers SNAP deposits across the first nine days of the month based on the last digit of the head of household’s Social Security number. An SSN ending in 0 or 1 loads on the 1st, ending in 2 loads on the 2nd, and so on through the 9th. If no SSN is on file, benefits load on the 1st. The full monthly allotment arrives in a single deposit and must last until next month’s load date.
What You Can Buy With SNAP
SNAP covers food for home preparation: fruits, vegetables, meat, poultry, fish, dairy, bread, cereals, snack foods, and non-alcoholic beverages. Seeds and plants that produce food for the household also qualify.4Food and Nutrition Service. What Can SNAP Buy
SNAP will not pay for:
- Alcohol, tobacco, or products containing cannabis or CBD
- Vitamins, medicines, and supplements (anything with a Supplement Facts label)
- Hot foods sold for immediate consumption
- Pet food, cleaning supplies, paper products, and household items
- Live animals, with narrow exceptions for shellfish and fish removed from water
- Hygiene items and cosmetics
The hot-food rule catches many shoppers off guard. A rotisserie chicken sold hot at the deli counter is not eligible; the same chicken sold cold or frozen is.
Buying Groceries Online
The Trail Card works for online grocery orders in Oregon at retailers including Amazon and Walmart. You enter the card number and PIN through an encrypted checkout. The TANF Cash Side of the Card
If you receive Temporary Assistance for Needy Families, that portion of the card behaves differently from SNAP. You can withdraw TANF funds as cash at ATMs or take cash back at participating stores, and you can spend it on non-food needs such as clothing, housing, and transportation.
Federal law bars TANF electronic transactions at three types of locations: liquor stores that sell primarily or exclusively alcohol, casinos and gambling establishments, and adult entertainment venues.6Office of the Law Revision Counsel. 42 USC 608 – Prohibitions; Requirements Grocery stores that happen to sell alcohol or run gambling machines do not count as prohibited locations under the federal definition. The federal penalty targets states that fail to enforce these limits rather than individual cardholders, but Oregon can impose its own consequences for misuse, so treat the location rules seriously.
Work Requirements for Adults Without Dependents
If you are 18 to 64, have no dependents, and do not have a disability, federal rules classify you as an able-bodied adult without dependents (ABAWD). Starting March 1, 2026, you must document 80 hours per month of work, job training, education, or volunteering to keep SNAP. Without meeting that threshold, you can receive only three months of SNAP within any three-year window.
Residents of certain rural Oregon counties are exempt because they lack a WorkSource Oregon center. As of February 2026, the exempt counties are Crook, Gilliam, Jefferson, Lake, Morrow, Sherman, and Wheeler.7WorkSource Oregon. Using the Card Outside Oregon
The Trail Card works at any authorized retailer nationwide displaying the EBT or Quest logo. Federal rules require interstate EBT interoperability, so travel does not cut off access. Oregon DHS may block transactions in areas where fraud patterns appear on your account. If that happens, call customer service to lift the block.
Managing Your Account

If your card is lost or stolen, call Oregon EBT Customer Service at 888-997-4447 right away. The line runs 24 hours a day.9Oregon Department of Human Services. One rule surprises people: SNAP benefits sitting unused on the card for nine months can be permanently removed. Federal regulations require a 30-day warning notice before expungement, so watch your mail if the card has been dormant.
Protecting Your Benefits From Skimming
Card skimming, where thieves install devices on card readers to steal numbers and PINs, has become a serious problem for EBT users nationwide. Oregon’s position is direct: the state currently cannot replace SNAP benefits stolen through electronic theft.10Oregon Department of Human Services. Prevention is on you. A few habits go a long way:
- Cover the keypad every time you enter your PIN. Skimming setups often include hidden cameras aimed at the pad.
- Skip card readers that look loose, bulky, or unlike the machines around them, and report them to the store.
- Check your balance frequently through ebtEDGE. Catching fraud fast lets you freeze the card before more is lost.
- Call 888-997-4447 the moment you see a transaction you did not make. Deactivating the card stops further losses even when the stolen funds cannot be recovered.
