Oregon Energy Assistance Programs: LIHEAP, OEAP, and How to Qualify

Oregon has four main energy assistance programs for households that can’t keep up with their utility bills: the federally funded Low Income Home Energy Assistance Program (LIHEAP), the state-funded Oregon Energy Assistance Program (OEAP), the nonprofit Oregon Energy Fund, and the Weatherization Assistance Program that makes permanent efficiency upgrades. All four run through your local Community Action Agency, and the fastest way to reach the right one is to call 211.1211info. Utility Assistance

LIHEAP: The Main Bill Payment Program

LIHEAP is the backbone of energy help in Oregon. It’s federally funded, administered by Oregon Housing and Community Services (OHCS), and covers heating, cooling, and energy crises.2Oregon Housing and Community Services. Utility Bill Payment Assistance Unlike programs that operate only in winter, Oregon runs LIHEAP year-round, so you can apply in any season.3LIHEAP Clearinghouse. State and Territory LIHEAP Program Duration Funding gets thin toward the end of the program year, though, so earlier is safer.

Benefits are usually a one-time annual payment sent straight to your utility company and applied as a credit on your account. In the most recent federal reporting year, Oregon’s average LIHEAP heating benefit was around $405 per household, and crisis assistance averaged about $627.4LIHEAP Performance Management. FY 2022 Oregon LIHEAP Profile LIHEAP works with any fuel type — electricity, natural gas, propane, heating oil, or wood.

OEAP: For PGE and Pacific Power Customers

The Oregon Energy Assistance Program is the state’s own program, and it’s narrower than LIHEAP. It only covers electric bills, and only for customers of Portland General Electric or Pacific Power.5Oregon Housing and Community Services. Oregon Energy Assistance Program Fact Sheet Its purpose is to keep those customers from being disconnected when they fall behind.

The application process is the same as LIHEAP’s, handled by the same Community Action Agencies, and you can apply for both at once. If you have PGE or Pacific Power service and qualify by income, do that — the two benefits stack.

Oregon Energy Fund: Slightly Higher Income Limit

The Oregon Energy Fund is a nonprofit that works through more than 30 partner agencies statewide. Its income ceiling is 70 percent of state median income, higher than the 60 percent cutoff used by LIHEAP and OEAP. For federal fiscal year 2026, a single-person household can earn up to $3,732 per month and a four-person household up to $7,177 per month.6Oregon Energy Fund. Utility Assistance

If you were denied LIHEAP because your income was just over the line, try this one. Payments go directly to your fuel vendor and cover electric, gas, propane, oil, and wood heat. Your local Community Action Agency or 211 can point you to the partner agency serving your area.

Weatherization: Permanent Bill Reduction

Weatherization is the long-game program. Instead of paying this month’s bill, it lowers your bills going forward by improving your home. A technician performs an energy audit, and the program covers upgrades like insulation, air sealing, furnace repair or replacement, duct work, and energy-related minor repairs.7Oregon Housing and Community Services. The income rule is different: your household must be at or below 200 percent of the Federal Poverty Level, not 60 percent of state median income.8Oregon Housing and Community Services. Oregon LIHEAP State Plan Homeowners and renters both qualify, though renters need landlord permission. The average investment per household has run close to $6,000 in recent years, at no cost to the resident.4LIHEAP Performance Management. Who Qualifies for LIHEAP and OEAP

Both programs require gross household income below 60 percent of Oregon’s state median income. For program year 2026, the monthly limits are:9Oregon Housing and Community Services. PY2026 Energy Assistance Intake Operations and Policy Manual

  • 1 person: $3,198.75 per month
  • 4 people: $6,151.42 per month

A household is everyone living together as one economic unit who shares energy costs. Income counts wages, Social Security, SSI, pensions, unemployment, child support, and most other regular payments.8Oregon Housing and Community Services. Oregon LIHEAP State Plan

Priority Households

Oregon serves some households first when funding runs low: households with a member aged 60 or older, households with a person who has a disability, and families with a child under six. That priority matters most late in the program year, when agencies are working through waitlists.

The SNAP Shortcut

If you receive a nominal $21 Supplemental Nutrition Assistance Program (SNAP) benefit, you automatically qualify for LIHEAP without further income verification. Getting in through that door doesn’t cap your benefit — you’re still eligible for the full standard or crisis payment.8Oregon Housing and Community Services. Oregon LIHEAP State Plan

What to Bring

Have your documents ready before you contact an agency. You’ll need:

  • Proof of gross income for the 30 days before you apply, for every adult in the household — pay stubs, Social Security award letters, self-employment records, or similar.
  • A valid ID for the applicant.
  • Social Security numbers for every household member for LIHEAP. For OEAP they’re strongly encouraged but not required.10Oregon Secretary of State. LIHEAP and OEAP Operations Manual
  • Your most recent utility bill showing the account number and service address. If heat is included in your rent, a written statement from your landlord explaining the arrangement works instead.

LIHEAP has real exceptions to the SSN requirement. You can be excused if the number is unavailable to a custodial guardian, if disclosure would be unsafe because of domestic violence, for children under age one, or if you’ve applied for an SSN and have documentation of the pending application.10Oregon Secretary of State. LIHEAP and OEAP Operations Manual Don’t count yourself out because one household member lacks a number.

If your household reports no income, you’re not automatically disqualified, but expect detailed questions about how you’ve been covering rent, food, and other essentials — help from family, church, food pantries, or other sources. Some agencies use an affidavit. Be straightforward; inconsistent zero-income applications are the top cause of processing delays.

How to Apply

Every application goes through your local Community Action Agency. Oregon has a network covering every county, and each agency runs its own intake process, so procedures differ by location.2Oregon Housing and Community Services. Utility Bill Payment Assistance Some use online portals, others use in-person appointments, drop boxes, or mail.

Call 211 or go to 211info.org to find your agency.1211info. Utility Assistance The 211 line will tell you which agency serves your address, whether appointments are open, and what documents that specific agency wants. In the Portland metro area, appointment slots fill within days of a new funding round opening, so calling the morning slots become available makes a real difference. Rural agencies often have more availability but fewer walk-in hours.

Once you submit a complete application, review takes roughly two to six weeks depending on the agency’s volume. You’ll get a written notice of approval or denial. If you’re approved, the money goes directly to your utility and shows up as a credit on your next bill.

Crisis or Imminent Shutoff

If you’ve already been disconnected or a shutoff is imminent, the standard timeline won’t help. LIHEAP’s crisis component exists for this situation. A crisis under the state plan is a sudden or unexpected event beyond your control that leaves you unable to pay heating or cooling costs.8Oregon Housing and Community Services. Oregon LIHEAP State Plan

A life-threatening crisis is a tighter category: a household member’s health must be endangered without continued service, and the household must be disconnected or within five days of disconnection.8Oregon Housing and Community Services. Oregon LIHEAP State Plan An active medical certificate strengthens the case, though agencies can declare a life-threatening crisis based on extreme weather or fuel shortages even without medical paperwork.

Say the word “crisis” the moment you call. Crisis applications move on a faster track, and you shouldn’t wait for a routine appointment slot.

If You’re Denied

A denial notice must explain the reason and inform you of your right to a fair hearing at the local agency.11Oregon Housing and Community Services. LIHEAP and OEAP Policy Manual That local hearing is where most fixable problems get resolved: missing documents, miscalculated income, data entry errors. Bring anything the agency didn’t have the first time.

If the local hearing doesn’t fix things, you have 30 days to request a written review by OHCS at energyservices@hcs.oregon.gov.11Oregon Housing and Community Services. LIHEAP and OEAP Policy Manual OHCS decides at its own discretion whether and how to review, so treat this as a safety valve rather than a guaranteed second hearing. Make your strongest case at the local level.
