The Oregon EV tax rebate pays up to $2,500 for a new electric vehicle under the Standard Rebate, or up to $7,500 for income-qualified households under the Charge Ahead Rebate.1Oregon Clean Vehicle Rebate Program. Oregon Clean Vehicle Rebate Program Both tiers are currently suspended because the fund ran dry, and applications approved now go on a waiting list with payment expected no earlier than spring 2026.2Oregon Department of Environmental Quality. Oregon Clean Vehicle Rebate Program If you’re shopping for an EV in Oregon right now, treat the rebate as a possible bonus rather than money you can bank on.
What “Suspended” Means for You Right Now
The Department of Environmental Quality suspended the Standard Rebate on September 9, 2025, and the Charge Ahead Rebate on December 5, 2025, after available funds ran out.2Oregon Department of Environmental Quality. Oregon Clean Vehicle Rebate Program You can still submit an application if you’ve bought or leased a qualifying vehicle. Approved applications are placed on a waiting list, with payments expected no earlier than spring 2026.1Oregon Clean Vehicle Rebate Program. Oregon Clean Vehicle Rebate Program Processing itself has been running up to two months behind.
The program is first-come, first-served. When new funding arrives through legislative appropriations or other sources, the waiting list is paid in order. There’s no fixed date for that, and past funding cycles have been exhausted well before the end of a budget period.
How Much the Rebate Pays
Three amounts exist, and you can only claim one of them.1Oregon Clean Vehicle Rebate Program. Oregon Clean Vehicle Rebate Program
- Standard Rebate: up to $2,500 toward the purchase or lease of a new eligible zero-emission vehicle.
- Charge Ahead Rebate, new vehicle: up to $7,500 for income-qualifying households.
- Charge Ahead Rebate, used vehicle: up to $5,000 for income-qualifying households.1Oregon Clean Vehicle Rebate Program. Oregon Clean Vehicle Rebate Program
A common misread: you cannot add the Standard Rebate on top of a Charge Ahead Rebate. The $7,500 figure is the full Charge Ahead amount for a new vehicle on its own. If your income qualifies you for Charge Ahead, that’s the better deal on a new EV every time.
Who Qualifies
You have to be an Oregon resident when you buy or lease the vehicle, and you must intend to keep it registered in Oregon for at least 24 consecutive months.3OregonLaws. Oregon Administrative Rule 340-270-0120 – Requirements for Zero-Emission Vehicle Standard Rebates If you lease, the lease term itself must run at least 24 months.
For the Charge Ahead Rebate, household income must be below 400% of the federal poverty level.4My Oregon. More Money to Help More Families Access Electric Vehicles DEQ verifies income using documentation from the year you purchased or leased, or from a prior year if that information isn’t available.5OregonLaws. Oregon-based businesses, nonprofits, and government agencies can also apply, up to 10 rebates per calendar year, but organizations cannot use the point-of-sale option and must apply after the purchase.6Oregon CVRP. Frequently Asked Questions
Which Vehicles Qualify
Eligible categories include battery electric vehicles, plug-in hybrids, neighborhood electric vehicles, zero-emission motorcycles, and fuel cell electric vehicles.7Oregon State Legislature. Oregon Code 468.442 – Definitions For the Standard Rebate, the vehicle must be new and carry a battery capacity of at least 10 kilowatt-hours.1Oregon Clean Vehicle Rebate Program. The price cap is where buyers get caught. Most vehicles must have a base manufacturer’s suggested retail price under $50,000. Fuel cell electric vehicles get a higher ceiling of $60,000.7Oregon State Legislature. Oregon Code 468.442 – Definitions “Base” is the operative word. Optional packages, dealer add-ons, and destination charges do not count toward the cap, only the base MSRP published by the manufacturer.
New vehicles must never have been previously registered and must come with a manufacturer’s drivetrain warranty of at least 24 months.7Oregon State Legislature. Oregon Code 468.442 – Definitions Dealership floor models and test-drive cars still qualify as new, as long as they were never registered to a retail buyer.
Used EVs are only eligible under the Charge Ahead Rebate. The used vehicle must be a battery electric vehicle with electrochemical storage capacity, or a plug-in hybrid. A used vehicle that previously received a Standard Rebate or a fleet rebate through the Zero Emission Rebates for Oregon Fleets program is not eligible for Charge Ahead.8Oregon Secretary of State. How to Apply
You have six months from your purchase or lease date to submit a rebate application.6Oregon CVRP. Frequently Asked Questions Miss that window and you lose the rebate, regardless of whether you otherwise qualify. The required documents are:
- Proof of Oregon residency, such as an Oregon driver’s license.
- The complete purchase or lease agreement, not just a summary page.
- Proof of vehicle registration; temporary or permanent registration both work.6Oregon CVRP. Frequently Asked Questions
- Proof of income, required only for the Charge Ahead Rebate.
Applications go through DEQ’s online portal. After approval, funds are distributed within 75 calendar days, contingent on available funding.6Oregon CVRP. Frequently Asked Questions With the fund tapped out, approved applications currently sit on the waiting list until money is restored.
Getting the Rebate at the Dealership
If you buy or lease through a participating dealership, you may not have to wait for a check. Participating dealers can apply the rebate directly to your purchase price and handle the paperwork for you.6Oregon CVRP. Frequently Asked Questions
For the Charge Ahead Rebate at point of sale, there’s an extra step. You need to get pre-qualified by completing a voucher application through DEQ’s portal before you go to the dealership. The dealer confirms your voucher is valid before applying the discount. Show up without a pre-qualification voucher and the dealer cannot give you the Charge Ahead rebate at the counter; you’ll have to apply on your own after the purchase.6Oregon CVRP. Frequently Asked Questions For Charge Ahead buyers who want the immediate discount, pre-qualifying before shopping is the single most important step. All of this still assumes program funding exists at the time of sale.
What You Agree To After the Purchase
The 24-month retention requirement is a condition of the rebate, not a suggestion. You must keep the vehicle registered in Oregon for at least 24 consecutive months after your purchase or lease date.3OregonLaws. Oregon Administrative Rule 340-270-0120 – Requirements for Zero-Emission Vehicle Standard Rebates For Charge Ahead recipients, the same 24-month rule applies, along with a prohibition on modifying the vehicle’s emission-control systems or hybrid system hardware and software. Charge Ahead recipients also agree to participate in ongoing program research and surveys.5OregonLaws. Oregon Administrative Rule 340-270-0430 – Requirements for Charge Ahead Program
Oregon EV Registration Fees Will Eat Into Your Savings
Owning an EV in Oregon costs more at the DMV than owning a gas vehicle. For a battery electric vehicle not enrolled in Oregon’s OReGO road usage charge program, the two-year registration fee is $376, including a $30 annual surcharge.9Oregon DMV. Vehicle Title, Registration and Permit Fees Enroll in OReGO and pay per mile instead, and the two-year registration drops to $86.
Starting July 1, 2027, the fee structure shifts further. Used EV owners will pay a $170 two-year registration fee and must choose between a flat fee and a per-mile charge. New EV owners face the same choice beginning January 1, 2028, with plug-in hybrids following in July 2028.9Oregon DMV. Vehicle Title, Registration and Permit Fees Factor these into your total ownership math.
The Federal EV Tax Credit Is Gone
If you were planning to stack Oregon’s rebate with a federal tax credit, that option has closed. The federal New Clean Vehicle Credit, Previously-Owned Clean Vehicle Credit, and Qualified Commercial Clean Vehicle Credit are all unavailable for vehicles acquired after September 30, 2025.10Internal Revenue Service. Clean Vehicle Tax Credits Any EV purchased in 2026 will not qualify for a federal credit, which makes Oregon’s state rebate the primary financial incentive once funding is restored.
If you bought an eligible vehicle before the September 30, 2025, cutoff and haven’t yet claimed the federal credit, you can still do so using Form 8936 when filing your federal tax return for that tax year.11Internal Revenue Service. About Form 8936, Clean Vehicle Credit The Oregon state rebate is separate from the federal credit and does not reduce or affect your federal tax liability.
