Oregon Non-Resident Concealed Handgun License Requirements

To carry a concealed handgun in Oregon as someone who lives in another state, you need an Oregon Concealed Handgun License issued directly by an Oregon county sheriff, and the Oregon non-resident concealed handgun license is only available to residents of the four states that border Oregon: Washington, Idaho, Nevada, and California. Your home-state permit does not work here. Oregon recognizes no other state’s concealed carry license, and the sheriff you apply to has full discretion to deny you even if you meet every objective requirement.

Oregon Does Not Honor Any Other State’s Permit

Before anything else: a Utah permit, an Arizona permit, a multi-state reciprocity bundle — none of them let you carry concealed in Oregon. Carrying on another state’s license is a Class A misdemeanor punishable by up to 364 days in jail and a fine of up to $6,250.1OregonLaws. ORS 166.250 – Unlawful Possession of Firearms The only legal path is an Oregon-issued CHL.

Who Can Apply

Oregon limits non-resident applications to people who live in a state that physically borders Oregon — Washington, Idaho, Nevada, or California.2Morrow County Oregon. CHL Out of State Residents If you live anywhere else, the statute gives you no path. You also must be at least 21 and a U.S. citizen or legal resident.

Residency itself is easy to prove with a driver’s license or state ID from one of the four qualifying states. The hard part is the next requirement.

The Compelling Business Interest Standard

Under ORS 166.291(8), the sheriff “may” waive the residency requirement for a contiguous-state resident who demonstrates “a compelling business interest or other legitimate demonstrated need.”3Oregon State Legislature. Oregon Code 166.291 – Issuance of Concealed Handgun License; Application; Fees; Liability For Oregon residents, the sheriff “shall” issue a license to any qualified applicant. For you, the sheriff “may.” That one-word difference is the whole shape of the non-resident process. A clean background does not entitle you to a license; the sheriff can still say no because your reason isn’t persuasive enough.

Each county decides what “compelling” means. Umatilla County requires the compelling need to be “specific to Umatilla County” and states that the sheriff is “under no obligation to grant a residency waiver request.”4Umatilla County Sheriff’s Office. Write your statement with specifics. Name the county. Describe how often you’re there and why. Point to documented business travel, cross-border employment, or property you own. Vague appeals to general self-defense interest are the fastest route to a denial.

What Will Disqualify You

These bars apply to residents and non-residents alike.

The drug rule trips up more applicants than any other item on this list. There is no four-year look-back for controlled substance offenses. Outside the single-marijuana exception, the bar is permanent.

Safety Training

You must show handgun competence, but Oregon accepts training from a range of sources and does not require the course to have been taught in Oregon.10Benton County Sheriff’s Office. CHL Proof of Competence Qualifying options include an NRA safety or training course covering handgun safety; a state-approved hunter education course that included a handgun component; firearms training offered for law enforcement, security guards, or reserve officers; a public course from a law enforcement agency, community college, or certified firearms school taught by an NRA- or law-enforcement-certified instructor; or documented equivalent experience from organized shooting competition or military service.

Online courses are acceptable. The Oregon State Sheriffs’ Association offers an online safety course that satisfies the requirement.11Oregon State Sheriffs’ Association. CHL Firearms Safety Course Bring the original completion certificate to your appointment, because some counties will not accept photocopies.

How to Apply

You have to appear in person at the sheriff’s office in the Oregon county where you’re applying. There is no mail-in or online option for non-residents. Staff will take your fingerprints and photograph during the appointment.

Bring:

  • Two forms of government-issued identification, such as a driver’s license and passport
  • The application form from that specific county sheriff
  • Your handgun safety training certificate
  • Your written compelling business interest statement

The application asks for physical descriptors, address history, prior names, employment information, and a declaration of citizenship or legal residency. Umatilla County requires a separate Residency Waiver Request Form every time you apply, renew, or transfer, and other counties may have their own supplemental paperwork.4Umatilla County Sheriff’s Office. Fees and Timeline

A new license costs $115 total: $100 to the sheriff for processing and $15 to the Oregon State Police for the fingerprint-based background check.8OregonLaws. ORS 166.291 – Issuance of Concealed Handgun License The fees are non-refundable, even if you’re denied. Confirm payment methods before you drive over, because not every office takes cards.

The sheriff has 45 days to approve or deny.12Deschutes County Sheriff’s Office. Concealed Handgun License An approved license is mailed to your out-of-state address. A denial comes by certified letter within the same window and must state the legal basis for the decision.13Lane County Sheriff’s Office. Concealed Handgun Licensing

Renewal

An Oregon CHL is valid for four years.12Deschutes County Sheriff’s Office. Concealed Handgun License The statutory renewal fee is $75.8OregonLaws. ORS 166.291 – Issuance of Concealed Handgun License Renew through the same county that issued the license.

Do not treat renewal as a formality. Some counties want a fresh compelling-interest statement every cycle. Umatilla County requires a new Residency Waiver Request Form at every renewal and warns that a previously issued license does not guarantee a new one.4Umatilla County Sheriff’s Office. Concealed Handgun License The sheriff’s discretion carries over. Keep your address on file current with the issuing sheriff at all times.

If You’re Denied

You have 30 days from the denial notice to petition a circuit court for review.14OregonLaws. ORS 166.293 – Denial or Revocation of License; Review The statute directs petitions to the circuit court of “the petitioner’s county of residence,” which doesn’t map cleanly onto a non-resident. Talk to an Oregon attorney about where to file before that 30-day window closes.

The court looks at whether you meet the statutory criteria and whether the sheriff had reasonable grounds for the denial. The petition is heard within 15 judicial days of filing, or as soon as practicable, and the county pays your filing fees if you prevail.14OregonLaws. ORS 166.293 – Denial or Revocation of License; Review Appeals for non-residents are harder to win than for residents because the “may issue” standard gives the sheriff room to say no even when the objective boxes are checked.

Where You Still Can’t Carry

A license is not a universal pass. Federal law bars firearms in federal buildings regardless of any state license. Oregon courthouses are off-limits. Under SB 554, school districts and local governments can prohibit CHL holders from bringing firearms into public buildings, including schools, county buildings, city halls, and the State Capitol, and the CHL exemption for state buildings was removed. Oregon firearms law has been in flux due to ongoing litigation around Ballot Measure 114 (2022); as of early 2026 the core Measure 114 provisions remain enjoined, and HB 4145 in the 2026 session would push its effective date to January 1, 2028.15Oregon State Legislature. HB4145 2026 Regular Session Check current restrictions before carrying in any government facility.

Private property owners can prohibit firearms through posted signs or verbal notice. Ignoring a posted restriction exposes you to trespass liability if you refuse to leave.

Picking the Right County

Nothing in the statute forces you to apply in the county you visit most, but some counties require that your compelling interest be tied specifically to them. Washington County looks at your connection and visit frequency more broadly.6Washington County, Oregon. Concealed Handgun Licenses Multnomah County limits non-resident applications to Washington state residents only.7Multnomah County Sheriff’s Office. Concealed Handgun Licensing Once issued, your CHL is valid anywhere in Oregon regardless of the issuing county.

Call ahead. Ask whether the office is currently processing non-resident applications and what they want to see in a compelling interest statement. An hour on the phone can save you a wasted trip across the state line.
