To get an Oregon provisional license, a 16- or 17-year-old must first hold an instruction permit for at least six months, log supervised driving hours (50 with an approved driver education course, 100 without), show proof of school enrollment or completion, and pass a knowledge test, vision screening, and road test. The Oregon provisional license requirements also carry over into how the teen can drive once licensed: passenger limits and a nighttime curfew apply until the driver turns 18 or has held the license for one year, whichever comes first.
Who Qualifies
The applicant has to be at least 16. Before that appointment, they need to have held a Provisional Instruction Permit for six consecutive months.1Oregon State Legislature. Get an Instruction Permit – Under 18 If a teen fails the road test, they must wait at least one additional month with the permit before retaking it.
The supervised driving requirement depends on whether the teen took an ODOT-approved traffic safety education course:

The supervising adult doesn’t have to be a parent. Any licensed driver who is at least 21 and has held a valid license for at least three years can supervise.1Oregon State Legislature. Oregon Revised Statutes 807.065 – Additional Eligibility Requirements for Persons Under 18 Years of Age A parent or guardian signs the certification confirming the hours were completed.
School Enrollment
The DMV won’t issue a provisional license to anyone under 18 without proof of one of the following: current school enrollment, high school graduation, a GED, or homeschooling that meets state requirements.5Oregon Revised Statutes. Oregon Code 807.066 – School Requirements for Persons Under 18 Years of Age A parent or guardian certifies enrollment for students still in school. Dropping out can trigger a license suspension until the teen re-enrolls or meets another criterion.
Documents to Bring
Applicants need original documents proving legal name, date of birth, and Oregon residency. A birth certificate or valid passport handles identity. A Real ID-compliant license requires one proof of identity and two proofs of physical Oregon address.7Oregon Driver & Motor Vehicle Services. Round out the application package with the completed Oregon Driver License Application form, the signed certification of supervised driving hours, and proof of school enrollment or graduation.
Tests and Fees
Applicants schedule an appointment through the DMV’s online reservation system. At the visit, the teen completes a vision screening and then takes the road test, which covers basic vehicle control, lane changes, turns, parking, and driving in traffic under real conditions.

Paying every fee at once brings the total for a standard provisional license to $116. Many teens will have already paid the knowledge test fee when they got their instruction permit, so the amount due at the provisional license appointment may be lower.
Restrictions Once Licensed
The provisional license comes with rules that target the situations most linked to teen crashes.
Passengers
During the first six months after the license is issued, the teen cannot carry any passengers under 20 unless they are immediate family. During the second six months, up to three non-family passengers under 20 are allowed.9Oregon State Legislature. Nighttime Driving

- Driving between home and work.
- Driving for work-related purposes during a shift.
- Driving to or from a school-sponsored activity when no other transportation is available.
- Riding with a licensed driver who is at least 25 years old.
Families often overlook that last one. When a licensed driver 25 or older is in the car, the curfew doesn’t apply.
Mobile Devices
Oregon prohibits all drivers from using a mobile electronic device behind the wheel, but the rule is stricter for teens. Drivers 18 and older can raise hands-free use as a defense to a citation; drivers under 18 cannot, so any use is a violation.10Oregon Revised Statutes. A third or later offense within ten years is a Class B misdemeanor with a minimum $2,000 fine.
Farm and Ranch Work
The passenger restrictions don’t apply to a teen employed by a farmer, rancher, or orchardist when all of the following are true: the vehicle belongs to the employer, the passengers are coworkers being carried solely for work purposes, the number of passengers does not exceed the seat belts, and the teen carries a signed employer statement certifying the need.9Oregon State Legislature. When the Restrictions End
The passenger and nighttime restrictions expire when the teen turns 18 or has held the provisional license for one year, whichever comes first.11Oregon Driver & Motor Vehicle Services. The statute confirms that provisional license restrictions do not apply to any holder 18 or older.9Oregon State Legislature. If a Teen Breaks the Rules
A conviction for violating the passenger or curfew restrictions can result in license suspension or revocation. Oregon does not publish a fixed fine schedule specific to provisional restriction violations, but the DMV confirms that a conviction can lead to loss of driving privileges. Getting the license back involves meeting the DMV’s reinstatement requirements and paying a reinstatement fee. A suspension during the provisional period can also raise a family’s insurance costs, an effect that often outlasts the legal penalty.
