Oregon Replacement Driver’s License: Costs, Steps, and Penalties

Replacing an Oregon driver’s license costs $30 for a standard Class C card, and the fastest way to do it is online through the DMV2U portal, which takes only a few minutes if you don’t need a Real ID upgrade, a name change, or a new photo. The Oregon DMV handles every replacement, whether your card was lost, stolen, damaged, or worn past the point of being readable. Driving without a valid license in your possession is a Class C traffic violation, so it’s worth handling quickly.¹

When You Can Get a Replacement

ORS 807.160 covers the situations where the DMV will issue a replacement card. The common ones are a lost, destroyed, or damaged license. The statute also covers adding or removing a restriction, correcting a DMV error, requesting a new license number, and adding a veteran designation.²

A legal name change also requires a replacement, and you’ll have to visit a DMV office with documentation such as a marriage certificate or court order.³

A change of address does not require a new card. Since January 2020, Oregon has stopped issuing address stickers and no longer expects a replacement when you move. You still have to notify the DMV within 30 days of moving to a new Oregon address, but you can do that online for free.⁴

A replacement is not a renewal. The replacement card keeps the same expiration date as the original, and your driving privileges don’t change unless you’re specifically adding or removing a restriction or endorsement.² If your card is close to expiring anyway, renewing may make more sense than paying separately for both.

What It Costs

A standard Class C (non-commercial) replacement is $30, a fee set by ORS 807.370.⁵

If you’re upgrading to a Real ID-compliant card at the same time, add another $30, for a total of $60. That surcharge applies to every original, renewal, or replacement Real ID.⁶ Real ID is required for domestic air travel and access to certain federal facilities, so if you fly, the upgrade is worth considering while you’re already paying for a replacement.

DMV offices accept cash, checks, money orders in the exact amount, mobile payments, debit cards, Discover, MasterCard, and Visa.⁷

Applying Online Through DMV2U

For a standard replacement, DMV2U is the fastest path. You verify your identity by answering security questions and pay the $30 fee. The card is mailed to the address the DMV has on file.⁸

The online option won’t work if you need a Real ID, a new photo, or a name change. All three require an in-person visit.

Applying in Person

For a Real ID upgrade or any replacement that involves document verification, you’ll need to visit a DMV office. Making an appointment through the DMV website is recommended; walk-in standby service is available but wait times vary.⁹

For a standard in-person replacement, bring proof of identity such as a U.S. passport, a birth certificate issued by a U.S. state or territory, or a Consular Report of Birth Abroad. Documents must be originals or certified copies, not photocopies.⁹

For a Real ID, you need one proof of identity, two separate proofs of your Oregon address, and your Social Security card with a name that matches your current legal name. The DMV website has an interactive checklist showing which documents qualify in each category.⁶

Staff will verify your documents, take the fee, and process the application at the counter. Your old license becomes invalid the moment the replacement is issued and has to be surrendered.²

What Happens After You Apply

When you apply in person, the DMV hands you an interim paper card at the counter. It serves as your valid license while the permanent plastic card is produced at a central facility and mailed. Interim cards are only issued at DMV offices, so online and phone applicants don’t get one.¹⁰

Permanent cards usually arrive in five to ten days. Real ID cards can take up to three weeks.⁶

One thing to watch: the post office will not forward a driver license, permit, or ID card. If the address on file with the DMV is wrong, the card comes back as undeliverable. Confirm your mailing address before you apply.¹⁰

If your card hasn’t arrived after 20 days, you can request a no-fee reissue as long as nothing chargeable has changed and no more than 70 days have passed since the original issuance date. Call the DMV at 503-945-5000 to start that process.¹⁰

If Your License Was Stolen

A stolen license carries your full name, date of birth, address, and photo, which is enough for someone to attempt identity fraud. File a police report first. It creates an official record and becomes important if someone later uses your information.

Under ORS 807.160, you can also ask the DMV to issue the replacement with a new distinguishing number rather than reprinting the old one. The DMV requires proof satisfactory to it that you need the change, and a police report is the most straightforward way to meet that standard.²

Replacing Your License While Out of State

DMV2U doesn’t require you to be physically in Oregon, so you can order a standard replacement from anywhere. The card will still be mailed to the Oregon address on file. Penalty for Driving Without Your License

If you’re tempted to put this off, keep in mind that driving without a valid license in your possession is a Class C traffic violation under ORS 807.570. An officer can cite you at a traffic stop even if your driving privileges are otherwise valid.¹ The fine is modest, but it’s an avoidable one given how quick the online replacement is.
