Oregon State Police Fingerprinting: Cost, Timing, and Rap Back

Oregon State Police fingerprinting runs through a single state repository: OSP captures or receives your prints, checks them against state and FBI databases, and returns the results to the agency that asked for them. The base OSP fee is $33, and a separate vendor charge sits on top depending on where you get printed. Most people use Live Scan through FieldPrint, get results back within days to a few weeks, and never think about it again.

Who Gets Fingerprinted in Oregon

Under ORS 181A.195, any “authorized agency” — state government bodies, the Oregon State Bar, and certain municipal tax collection agencies — can require fingerprints and ask OSP to run a state and nationwide criminal records check.1Oregon Public Law. ORS 181A.195 – Criminal Records Check; Authorized Agencies

In everyday life, that authority reaches:

  • People applying for jobs that involve children, the elderly, or people with disabilities. The Department of Human Services Background Check Unit processes a large share of these, and Oregon law requires electronic submission whenever possible.2Oregon Department of Human Services. • Applicants for professional licenses. The Oregon State Board of Nursing requires prints for all new applicants and anyone reinstating an expired license, though renewals are exempt. The Oregon Real Estate Agency requires prints from every unlicensed applicant under ORS 696.022. Massage therapists, mortgage loan originators, and dozens of other regulated professions have similar rules.3Oregon State Board of Nursing. Fingerprint Requirements4Oregon Real Estate Agency. • People arrested for felonies and certain misdemeanors, whose prints are sent to OSP and the FBI’s Next Generation Identification (NGI) system.5Federal Bureau of Investigation. Next Generation Identification (NGI)
  • Individuals requesting their own criminal history record.

How To Schedule and What To Bring

The process starts when the employer, licensing board, or agency notifies you that prints are required and tells you which vendor to use. Oregon strongly favors electronic Live Scan, which captures digital images of your prints and transmits them to OSP. Most applicants go through FieldPrint, a third-party vendor contracted with multiple Oregon agencies.

You schedule online at FieldprintOregon.com. Create an account, enter the specific Fieldprint Code your requesting agency gave you, fill in the demographic details the FBI requires, and pick a location. FieldPrint sites are available across the United States, including Hawaii and U.S. territories, so you do not have to be in Oregon to get printed.6Oregon Board of Massage Therapists. Fieldprint Fingerprinting Instruction Print the confirmation page and bring it along with two forms of identification.

One sequencing trap: several boards will only match your prints to your file if you have already applied. The Board of Nursing needs your Online Licensing Portal application submitted before you get printed, or the prints cannot be paired with your record.3Oregon State Board of Nursing. Fingerprint Requirements The Board of Massage Therapists will not accept prints captured by law enforcement or another agency at all. Confirm the exact vendor and order of operations with your requesting agency before you book.

If electronic capture is genuinely unavailable — for instance, you are outside the country — a hard card with rolled ink prints on an FD-258 card may be accepted. DHS currently allows this as a fallback, though Oregon still requires electronic submission whenever it is possible.2Oregon Department of Human Services. Fingerprinting for Background Checks

What It Costs

OSP charges a base fee of $33 for a fingerprint-based criminal records check.7Oregon State Police. Criminal History Record Checks That covers OSP’s processing and IT infrastructure costs.8Oregon.gov. On top of the OSP fee, the vendor capturing your prints charges its own service fee, which varies by location and provider. If you use a local law enforcement agency instead of a contracted vendor, their fees also vary.7Oregon State Police. Criminal History Record Checks

Some employers and licensing boards absorb the full cost. Others pass it to you. Ask before your appointment so you know what you are paying. Personal criminal history checks — where you request your own record — are billed the same way: $33 to OSP plus the fingerprinting fee.

Processing Time and Where the Results Go

Once your prints are submitted electronically, OSP runs them through its Automated Biometric Identification System (ABIS) and forwards them to the FBI’s NGI system for a national check.9Oregon State Legislature. Committee Meeting Document Turnaround usually runs from several days to a few weeks. Electronic submissions clear faster than mailed ink cards, and manual review of hits or common-name matches adds time.

Results go to the requesting agency or employer, not to you, unless you ordered your own record. If your prints come back illegible, you will need to redo them.

Why Submissions Get Rejected

Rejections happen more than most applicants expect, and the reasons are usually preventable.

Poor print quality is the biggest one. Dry skin, scarring, age-related ridge wear, and rushed technique during capture all produce unreadable images. Even Live Scan fails if pressure is off or your hands are too dry. Moisturize before you go, and tell the technician about any skin conditions.

Administrative errors account for most of the rest. Missing forms, incorrect fees, or mismatched personal details — an unreported name change is a common one — get submissions kicked back. OSP requires your full legal name, date of birth, and other identifying information to match what the requesting agency has on file.9Oregon State Legislature. Committee Meeting Document Using the wrong vendor or the wrong card format will also fail.

Fixing Wrong Information on Your Record

If the results include something you believe is wrong — an arrest that is not yours, a conviction that was expunged, or an outdated disposition — you can challenge it. Oregon law requires OSP to send you a copy of your criminal history and give you 14 days to challenge or provide corrective documents. The requesting agency still receives the results in the meantime.10Oregon State Police. Open Record Frequently Asked Questions

If you already have the supporting paperwork — a court expungement order, an amended disposition, proof the record belongs to someone else — many corrections resolve inside the 14-day window. Gathering documents from a court takes longer.10Oregon State Police. Open Record Frequently Asked Questions

Federal-side errors on your FBI identity history summary go through the FBI directly, not OSP. Challenges are free and processed in the order received, with an average response time around 45 days.11Federal Bureau of Investigation. Identity History Summary Checks Frequently Asked Questions You must identify the inaccurate information clearly and include supporting documents. Removing federal arrest data requires either a request from the original submitting agency or a federal court order directing expungement.

When Your Prints Stay Live: Rap Back

A standard fingerprint check is a snapshot of your record on the day it processes. Oregon’s Rap Back program, authorized by HB 4122 in 2024, changes that for enrolled populations.12Oregon State Police. Benefits of a Rap Back System

Under Rap Back, your prints are retained in the FBI’s NGI system, and if you are arrested anywhere in the United States and fingerprinted, the enrolling agency is automatically notified. Not every agency participates. To be eligible, an agency must already have statutory authority to run fingerprint checks, and its authorizing statute must not limit fingerprints to a one-time check. Once an agency enrolls a population, everyone in that group participates.12Oregon State Police. Benefits of a Rap Back System If your role falls under Rap Back, your prints are held indefinitely for ongoing monitoring rather than purged after the initial check.

When To Talk to a Lawyer

Most fingerprinting appointments go smoothly and never need a lawyer. A few situations do.

If your check comes back with a conviction you believed was expunged, or a record that belongs to someone else, an attorney can help push the correction through every database it needs to reach. Misidentification is uncommon but disruptive when it happens.

If a licensing board denies your application over criminal history, Oregon gives you the right to appeal. Under ORS 670.280, a board cannot deny, suspend, or revoke a license solely because of a conviction; it must weigh how the underlying facts relate to the occupational standards and what has happened in your life since.13Oregon State Legislature. Oregon Revised Statutes 670.280 – Denial, Suspension or Revocation of License That standard leaves room to present mitigating evidence, especially when the offense is old or unrelated to the profession.

If you believe your fingerprint data was retained beyond what the law allows, shared with unauthorized parties, or used for a purpose outside the original collection, legal action may be needed to enforce your privacy rights under state and federal law.
