Oregon Tax Deductions: Standard, Subtractions, and Credits

Oregon tax deductions start with the state’s standard deduction ($2,910 single, $5,820 joint for the 2026 tax year), but the bigger savings usually come from Oregon-specific subtractions and credits layered on top: federal income tax paid, Social Security benefits, contributions to an Oregon 529 plan, first-time home buyer savings, senior medical expenses, and several retirement-related items. Because your Oregon return begins with your federal taxable income and then applies its own adjustments, the deductions and subtractions you claim at the state level are largely separate from the ones on your federal return.

How Oregon Builds Your Taxable Income

Your Oregon return doesn’t recalculate income from scratch. It picks up the federal taxable income from your Form 1040 and then applies Oregon-specific additions and subtractions before the state deduction is taken.1Oregon Department of Revenue. Oregon Code ORS 316.680 – Modification of Taxable Income Additions include items like interest from foreign government bonds that were excluded federally. Subtractions include the federal tax paid deduction described below, plus Social Security, certain pensions, and other items most states don’t recognize.

Once those modifications are made, you choose between Oregon’s standard deduction and itemizing. Oregon’s itemized deduction is largely built from the same categories as the federal one, but the state’s standard deduction is much smaller than the federal amount, so many Oregon taxpayers itemize on their state return even when they take the standard deduction federally.

Oregon’s Standard Deduction

For the 2026 tax year, Oregon’s standard deduction is $2,910 for single filers and those married filing separately, and $5,820 for joint filers.3Department of the Interior. Tax Changes Implemented Pay Period 2026-04 MI and OR Head-of-household filers get an amount that sits between the single and joint figures. All of these adjust each year for inflation.

If you were 65 or older, or blind, you qualify for an additional amount on top of the base. For the 2024 tax year, that add-on was $1,200 on a single return and $1,000 per qualifying person on a joint return.4Oregon Secretary of State. Subtracting Federal Income Tax Paid

Oregon is one of a small number of states that lets you subtract federal income taxes paid during the year from your state taxable income.2Oregon State Legislature. Oregon Code ORS 316.680 – Modification of Taxable Income The subtraction is capped at $3,000 per return, or $1,500 for married filing separately.5Oregon Secretary of State. Oregon Administrative Rule 150-316-0535 The ceiling applies to your current-year federal liability plus any deficiency payments made for prior years. It’s worth claiming any year you owed federal tax, and it’s one of the most commonly missed items on Oregon returns because filers who moved from other states aren’t expecting it.

Subtractions That Lower Your Taxable Income

Beyond the federal tax subtraction, Oregon offers several targeted subtractions. Each one reduces the income the state taxes; the savings depend on your marginal rate.

Social Security Benefits

Social Security benefits are fully exempt from Oregon income tax. If any portion of your benefits shows up as taxable on your federal return, you subtract that amount on your Oregon return so it isn’t taxed a second time.

Military Pay Earned Outside Oregon

Oregon residents in the military can subtract pay earned while stationed outside the state, including active duty pay, reenlistment bonuses, and compensation for Guard and Reserve training performed outside Oregon.6Oregon Department of Revenue. Military Personnel Oregon taxes residents on worldwide income, so this subtraction prevents double taxation when another state also has a claim on the same pay.

Federal Pension Income for Service Before October 1991

If you receive a federal pension, the portion attributable to service before October 1, 1991 is subtracted from Oregon taxable income. If you worked both before and after that date, the subtraction is prorated based on months of federal service before 1991 compared to total months of service.7Oregon State Legislature. Medical Expenses for Taxpayers 66 and Older

Under ORS 316.693, taxpayers who turn 66 or older by year-end can subtract unreimbursed medical expenses up to $1,800 per qualifying individual ($3,600 on a joint return where both spouses qualify).8Oregon State Legislature. Oregon Code ORS 316.693 – Subtraction for Medical Expenses of Elderly Individuals Only out-of-pocket amounts count, and you can’t double up by claiming the same dollars in another spot on the Oregon return.

The subtraction phases down with income. For a single filer with AGI between $25,000 and $50,000 (or $50,000–$100,000 joint), the cap drops to $1,400 per person. Between $50,000 and $100,000 single ($100,000–$200,000 joint), it drops to $1,000. Above $100,000 single or $200,000 joint, the subtraction is unavailable.8Oregon State Legislature. First-Time Home Buyer Savings Account

Oregon lets you open a dedicated savings account for a first home purchase and subtract both your contributions and the account’s earnings from state taxable income. For 2026, the maximum annual subtraction is $6,285 for individual filers and $12,570 for joint filers.9Oregon Department of Revenue. First-Time Home Buyer Savings Accounts Qualifying uses include down payment, closing costs, appraisal fees, and similar home-buying expenses.

You can claim the subtraction for up to 10 years after opening the account, or until you’ve subtracted a lifetime total of $50,000 ($100,000 joint). For 2025, the subtraction begins phasing out at $104,000 AGI for most filers and $149,000 for joint filers, reaching zero at $131,000 and $187,000 respectively.10Oregon Department of Revenue. Small Oregon Lottery Winnings

If you bought your ticket on or after January 1, 1998, and your net winnings (prize minus ticket cost) are $600 or less, those winnings aren’t included in Oregon taxable income.11Oregon Public Law. Credits That Directly Reduce Your Tax

Credits work differently from subtractions. A subtraction reduces the income Oregon taxes; a credit reduces the tax itself, dollar for dollar. Two credits matter for most filers, plus a benefit specific to older PERS members.

Oregon College Savings Plan Credit

Effective January 1, 2020, Oregon replaced its old 529 subtraction with a credit.12Oregon State Treasury. Oregon College Savings Plan – Education Savings Credit Questions and Answers For the 2026 tax year, the maximum credit is $190 single and $380 joint. The share of your contribution that counts toward the credit depends on your adjusted gross income:

  • AGI up to $30,000: 100% of contributions count
  • $30,001 to $70,000: 50%
  • $70,001 to $100,000: 25%
  • $100,001 to $250,000: 10%
  • Over $250,000: 5%

Older guides still reference a “$5,000 subtraction” for 529 contributions; that no longer applies to contributions made after 2019.13Oregon Department of Revenue. Tax Benefits for Families

Retirement Income Credit

Lower-income retirees may qualify for the Retirement Income Credit. You must be at least 62 by year-end, have household income below $22,500 single or $45,000 joint, and receive less than $7,500 in Social Security or Railroad Retirement benefits ($15,000 joint).14Oregon Department of Revenue. At $22,500 single or $45,000 joint, the credit is fully phased out.

PERS Tax Remedy

This one is technically a benefit increase rather than a deduction, but it belongs on the same list. Oregon PERS Tier One members who are Oregon residents for tax purposes may receive a “tax remedy” payment of up to 9.89% of their monthly benefit, meant to offset state income tax on the pension.15State of Oregon. Tax Remedy Information Eligibility requires hire before October 1, 1991, or hire before July 14, 1995 with at least 10 years of service. Tier Two and OPSRP members do not qualify. PERS confirms residency each year through your Oregon tax return, and you must submit a residency certification by December 15 to keep the remedy for the following year.

How to Claim Oregon Deductions and Subtractions

Full-year residents use Form OR-40.
