Otsego County property tax is billed in two separate rounds each year: a combined county and town bill in January, and a school district bill in September. What you owe depends on your property’s assessed value, the rates set independently by the county, your town, and your school district, and whichever exemptions you’ve filed for with your local assessor.1New York State Department of Taxation and Finance. Who Sends the Bills and When
In New York, property tax is entirely a local tax. Counties, towns, villages, school districts, and special districts each have independent authority to levy taxes on real property to fund the services they provide.2Department of Taxation and Finance. Property Taxes A single parcel in Otsego County therefore shows up on multiple bills across the year.
The combined county and town bill typically goes out in early January with a penalty-free payment window through January 31. The school district bill arrives separately in early September, with a due date that varies by district and is printed on the bill itself.1New York State Department of Taxation and Finance. How Your Assessment Sets the Bill
Your local town assessor assigns an assessed value to every parcel. That value, multiplied by the rates set by each taxing jurisdiction, produces what you owe. Your property is identified by its Section, Block, and Lot (SBL) number — a unique code used on tax bills, exemption applications, and assessment records.3New York State Department of Taxation and Finance. Each spring the assessor publishes a tentative assessment roll, then a final roll after any grievances are resolved. Otsego County makes the final rolls for every municipality available through its Real Property Tax Services page.4Otsego County, NY. Exemptions That Lower What You Owe
Filing for every exemption you qualify for is the most direct way to cut your bill. Most require paperwork with your local assessor by the taxable status date, typically March 1 in Otsego County towns.
STAR (School Tax Relief)
STAR reduces the school tax portion of your bill. Basic STAR is open to any owner-occupied primary residence regardless of age or income, and new or first-time applicants register directly with the New York State Department of Taxation and Finance for the credit rather than filing locally.5Town of Brookhaven. RP-425-E Enhanced STAR 2025-26
Enhanced STAR is a larger benefit for homeowners 65 and older with income under an annual cap set at $110,750 for the 2026–2027 school year (based on 2024 income). To move from Basic to Enhanced, file Form RP-425-E with your local assessor.6New York State Department of Taxation and Finance. Instructions for Form RP-425-GC Application for an Extension of the Enhanced STAR Deadline Eligibility is reviewed every year.
Senior Citizens Exemption
Homeowners 65 and older with limited income can file Form RP-467 for an additional exemption that, unlike STAR, applies to county, town, school, and village taxes. The benefit is up to a 50 percent reduction in assessed value on a sliding scale, with the specific income thresholds and percentages set locally by each taxing jurisdiction.7New York State Department of Taxation and Finance. Veterans Exemption
If your municipality has adopted the alternative veterans exemption, veterans and surviving spouses can combine up to three tiers of relief:9New York State Senate. New York Real Property Tax Law 458-A – Veterans; Alternative Exemption
- Wartime service: 15 percent of assessed value, capped at $12,000 (adjusted by the local equalization rate).
- Combat zone service: an additional 10 percent, capped at $8,000, for veterans who received a campaign ribbon, service medal, or expeditionary medal.
- Service-connected disability: an additional amount equal to 50 percent of the disability rating multiplied by the assessed value, capped at $40,000.
Bring your DD-214 and any VA disability rating documentation when you file.
Disability Exemption
Property owners with disabilities and limited income can apply under Real Property Tax Law Section 459-c. There’s no age minimum. Eligibility covers recipients of Social Security Disability Insurance, Supplemental Security Income, certain Railroad Retirement or VA disability benefits, and workers’ compensation permanent disability determinations.10New York State Senate. New York Real Property Tax Law 459-C – Persons with Disabilities and Limited Incomes The benefit is up to 50 percent off assessed value on a sliding scale tied to income, with each jurisdiction setting its own maximum between $3,000 and $50,000. Renewal is required annually.
Agricultural Assessment
Owners of farmland can apply for an agricultural assessment that values land on its soil productivity rather than market value. Qualifying land is generally at least seven acres used to produce crops, livestock, or livestock products for sale, with average annual gross sales of $10,000 or more over the prior two years. Smaller parcels can qualify if average annual gross sales reach $50,000.11New York State Department of Agriculture and Markets. If You Think Your Assessment Is Too High
Challenging your assessment starts with a formal grievance to your town’s Board of Assessment Review (BAR). This is the only route to a reduction without going to court, and skipping it closes the door on any further appeal.
After the tentative roll is published (usually June 1), file Form RP-524 with the assessor’s office by Grievance Day, typically the third Tuesday in June. You can appear at the BAR hearing to present evidence or submit documentation for review in your absence. The strongest evidence is recent comparable sales showing similar nearby properties selling for less than your assessment implies. The BAR issues decisions when the final assessment roll is published in mid-September.
If the BAR denies your grievance and you’re a residential owner-occupant, you have 30 days from the final roll’s filing date to file a Small Claims Assessment Review (SCAR) petition. SCAR is an informal court proceeding heard by a hearing officer, designed to work without an attorney. Commercial properties and non-occupant owners use the formal tax certiorari process in state court instead.
Paying on Time
For county and town taxes, the collecting officer accepts payment without interest through January 31. If the tax roll and warrant weren’t issued until later, you get at least 30 days from the date of issuance.13New York State Senate. New York Real Property Tax Law 924-A – Interest Rate on Late Payment of Taxes and Delinquencies School deadlines vary by district and appear on the September bill.
You can pay in person at the Town Clerk’s or County Treasurer’s office, or by mail. A mailed payment counts as timely if the United States postmark on the envelope is dated on or before the last day of the penalty-free period.14New York State Senate. New York Real Property Tax Law 925 – Payment of Taxes by Mail or Designated Delivery Service A metered postmark from your own office won’t necessarily meet that standard, so take it to the post office window if the deadline is close.
Otsego County also accepts online payments through otsegocountyny.tylerportico.com. Card payments carry a 2.95 percent convenience fee (minimum $3.00).15Otsego County New York. Treasurer On a larger bill, that fee can be significant.
What Late Payment Costs
Interest on late property taxes in New York isn’t a flat rate. The annual rate is set each year by the state Commissioner of Taxation and Finance, and by law it can never fall below 12 percent per year. The monthly charge is one-twelfth of the annual rate, rounded to the nearest hundredth of a percent, and applies for each month or partial month the payment is late.13New York State Senate. New York Real Property Tax Law 924-A – Interest Rate on Late Payment of Taxes and Delinquencies At the floor, that’s at least 1 percent per month; in years the commissioner sets a higher rate, the monthly charge rises with it.
Interest begins in February on any county or town bill unpaid as of January 31, and keeps compounding monthly. The charges aren’t waivable because you forgot or didn’t receive a bill. New York law doesn’t require the collecting officer to send a reminder before interest starts.
What Happens If You Don’t Pay at All
When the collection period ends, the local collecting officer returns unpaid taxes to the county treasurer, and the county holds a tax lien against the property. Enforcement costs — title searches, recording fees, administrative charges — are added to what you owe.16New York State Senate. New York Real Property Tax Law 1102 – Definitions
If the lien remains unpaid, the county can begin in rem foreclosure under Article 11 of the Real Property Tax Law. The county must give notice to everyone with a legal interest in the property before a court hearing. You have the right to redeem the property by paying all delinquent taxes, interest, penalties, and fees before a final judgment is entered. After judgment, the county takes title and typically sells the property at public auction. The full timeline from first delinquency to loss of the home generally runs two to three years, but that cushion disappears quickly if you ignore the notices.
If Your Mortgage Servicer Pays Your Taxes
Many Otsego County homeowners never pay the county or school district directly because their mortgage servicer handles it through an escrow account. Your monthly payment includes an amount set aside for taxes and insurance, and the servicer is expected to pay the bills on time. Federal rules let servicers hold a limited cushion in escrow for unexpected increases.17Consumer Financial Protection Bureau. Escrow Accounts
Mistakes happen. If a delinquency notice arrives despite your having an escrow account, contact your servicer right away and send a written notice of error to trigger federal consumer protections. You can also file a complaint with the Consumer Financial Protection Bureau at (855) 411-2372 or through their website.18Consumer Financial Protection Bureau. What Should I Do If I Get a Tax Bill Saying My Mortgage Servicer Did Not Pay My Taxes The tax lien attaches to the property regardless of whose fault the missed payment was, so don’t wait for the servicer to notice on their own.
