The Overland Park property tax rebate returns up to 75% of the city’s share of your property tax bill to qualifying low-income homeowners, which works out to roughly $624 on an average home. Applications for the 2026 cycle open June 1 and close July 15, 2026, and they’re handled by a nonprofit called Community Capital Fund rather than by the city directly.1Community Capital Fund. What the Rebate Actually Pays
The 75% figure only applies to the city’s portion of your bill, which is about 12% to 14% of what you pay in property taxes overall.2City of Overland Park. 2025 Budget in Brief The rest goes to the school district, Johnson County, the state, and other taxing entities, and the city rebate does not touch those.3City of Overland Park. Property Tax Rebate Program For a typical Overland Park home, the city’s share is around $832, so the maximum rebate lands near $624.
The city set aside $220,000 for the 2026 program, distributed across up to two application rounds.1Community Capital Fund. Overland Park Property Tax Rebate Program That’s enough for several hundred households, but not every eligible applicant is guaranteed a check. If demand exceeds the budget, the city applies a priority system.
Who Qualifies
Four conditions, all of which have to be met:1Community Capital Fund. Overland Park Property Tax Rebate Program
- You live in Overland Park.
- You own and occupy the home.
- Your property taxes are fully paid. Most homeowners pay in two installments, one in December and one in May, and both have to be settled before a rebate is issued.
- Your household income falls within HUD’s low-income limits for the Kansas City metro area.
There is no age requirement, and you don’t need a disability. Those factors matter only for prioritization if funding runs short. Only one rebate is allowed per household.
Income Limits
The threshold is tied to HUD’s “low income” definition, which is 80% of area median income. For reference, HUD’s FY2025 very low-income limits (50% of AMI) for the Kansas City metro area are:4U.S. Department of Housing and Urban Development. FY2025 Adjusted HOME Income Limits
- 1 person: $39,000
- 2 people: $44,600
- 3 people: $50,150
- 4 people: $55,700
- 5 people: $60,200
- 6 people: $64,650
- 7 people: $69,100
- 8 or more people: $73,550
HUD updates these each fiscal year. Check the program page for the current figures before applying.
If More People Apply Than Funding Can Cover
When applications exceed the budget, the city ranks them using five priority tiers:5City of Overland Park. Committee Staff Report – Property Tax Rebate Program
- Households at or below HUD’s very low-income (50% AMI) or extremely low-income (30% AMI) thresholds.
- Homes appraised below the previous year’s citywide average of $498,188.
- Veterans, residents 65 or older, and people who are totally and permanently disabled.
- Homeowners at the same address for more than 15 years.
- Homeowners in neighborhoods the city has identified as “risk-watch” areas through its Neighborhood Indicators analysis.
Being older, a veteran, or disabled doesn’t by itself qualify you, and it isn’t required either. If your income is very low and your home value is modest, your application is strong regardless of age.

Kansas State Programs You Can Stack With It
The city rebate is separate from two Kansas state programs. Receiving one doesn’t block you from another, and for some households the state refunds are the bigger prize because they apply to the whole tax bill rather than just the city’s slice.
Kansas Homestead Refund
The Homestead Refund uses Form K-40H. You have to have been a Kansas resident for the entire tax year, owned and occupied a home valued at $350,000 or less, and had household income of $43,389 or less. You also have to fit at least one of these categories: 55 or older, blind or totally and permanently disabled, have a dependent child who lived with you all year, or be a disabled veteran or the surviving spouse of one.7Kansas Department of Revenue. The deadline for the 2025 tax year is April 15, 2026. Late claims may be accepted for good cause up to four years after the original due date.8Kansas Department of Revenue. Frequently Asked Questions About Homestead

Kansas Property Tax Relief for Low Income Seniors The refund equals 75% of the property taxes you actually paid, prorated for the portion of the year you lived in the home. Unlike the city rebate, SAFESR covers 75% of your entire property tax bill, not just one jurisdiction’s share.
SAFESR claims for the 2025 tax year can be filed between January 1, 2026 and April 15, 2026.9Kansas Department of Revenue. Kansas Property Tax Relief for Low Income Seniors There is no disability exception. If you’re under 65, SAFESR is not available.
A 67-year-old Overland Park homeowner earning $24,000 could potentially claim SAFESR for 75% of the whole bill and the city rebate for 75% of the city’s share. The two state deadlines fall April 15, and the city window doesn’t open until June 1, so plan the paperwork accordingly.
Does the Rebate Count as Taxable Income?
Usually not. Under the federal tax benefit rule, if you deducted your property taxes on a prior-year federal return and then received a rebate, you may need to include the rebate amount in gross income the following year.10Internal Revenue Service. Revenue Ruling 2019-11 – Recovery of Tax Benefit Items If you took the standard deduction, the rebate created no prior benefit and you owe nothing extra. For most households at the income levels that qualify for this program, the standard deduction exceeds what itemizing would produce, so the rebate ends up tax-free.
