Pennsylvania’s authorized messenger services and PennDOT agents are privately owned businesses under contract with the Pennsylvania Department of Transportation to process vehicle titles, registrations, plate transfers, and certain driver licensing tasks. They exist because state law requires PennDOT to contract with them, creating a network of local storefronts that handle motor vehicle paperwork without a trip to a state facility.1Pennsylvania General Assembly. Pennsylvania Code Title 75 Chapter 75 Section 7501 The office feels like a government counter, but the business is private and sets its own service fee on top of PennDOT’s statutory charges.
What an Agent or Messenger Can Handle
The most common reason to walk in is a title transfer after a private sale. The agent processes the paperwork, collects the sales tax, and issues temporary credentials so the buyer can legally drive away. Agents also issue registration plates (standard, specialty, and weight-class), handle renewals and plate replacements, and process registration transfers from out-of-state vehicles.
On the driver licensing side, agents can process renewals and address changes for drivers who already have a current photo on file with PennDOT, which lets you skip the Driver License Center for a straightforward renewal.
One boundary worth knowing: REAL ID-compliant licenses and ID cards require in-person document verification at a PennDOT Driver License Center and cannot be issued through an agent or messenger.2Commonwealth of Pennsylvania. Which Type of Provider You Actually Need
Pennsylvania law defines three kinds of providers, and choosing the wrong one can send you home for a second trip.
Full Agent
A full agent is a county treasurer or another person authorized by the Bureau of Motor Vehicles to issue both temporary registration cards and temporary metal plates on the spot.4Legal Information Institute. You leave with a temporary plate and card in hand while PennDOT prepares the permanent documents.
Card Agent
A card agent is a notary public approved by PennDOT to issue temporary registration cards when you’re moving a plate you already own to a newly purchased vehicle.4Legal Information Institute. Pennsylvania Code 67 Pa Code 43.2 – Definitions Card agents cannot issue metal temporary plates. If you need a brand-new plate rather than transferring one, a card agent can’t finish the job at the counter; you need a full agent.
Messenger Service
Messengers don’t issue credentials at the counter. Instead, they physically transport your paperwork to PennDOT’s central office in Harrisburg for processing.5Pennsylvania Code. What to Bring
Every transaction requires a valid Pennsylvania driver’s license or state-issued ID. For a title transfer, bring the original certificate of title signed over by the seller (or a Manufacturer’s Certificate of Origin for a new vehicle) and current proof of Pennsylvania auto insurance.

Know the exact purchase price. The agent checks it against the title to verify liens are cleared and to calculate tax. Inaccurate information on state forms can lead to administrative penalties or suspension of registration privileges.
If the transfer is a genuine gift with no money, goods, or services changing hands, both parties complete Form MV-13ST (Affidavit of Gift) and the transfer is exempt from sales tax. Falsifying a gift affidavit to avoid tax can result in criminal prosecution and a one-year revocation of driving privileges, so it isn’t a way to discount a sale.10Pennsylvania Department of Transportation. What You’ll Pay
Every visit produces two layers of charges: PennDOT’s statutory fees and the agent’s own service fee.
PennDOT Fees
Fixed by law and identical no matter which provider you use:
- Certificate of title: $72
- Transfer of registration plate: $11
- Recording a lien: $36 per lien, on top of the title fee
- Passenger vehicle registration: $48 for one year or $96 for two years
- Motorcycle registration: $25 for one year or $50 for two years
- Local use fee: $5 annually for non-exempt vehicles, due at initial registration and each renewal

Sales Tax
Pennsylvania charges 6% on private vehicle purchases, calculated on the purchase price or current market value, whichever is higher. Allegheny County residents pay 7% (6% state plus 1% local); Philadelphia residents pay 8% (6% state plus 2% local). Agent Service Fee
On top of state charges, every authorized agent charges a service (delivery) fee. PennDOT does not cap this fee, and it varies from one provider to the next. PennDOT recommends contacting multiple agents in your area to compare before committing.13Commonwealth of Pennsylvania. How the Transaction Goes
Once your documents are in order, the agent verifies everything and oversees signatures. Most title transfers require notarized signatures from buyer and seller, and because many full agents and card agents are commissioned notaries, this usually happens at the same counter.14Commonwealth of Pennsylvania. You pay the state fees, applicable sales tax, and the service fee, and you receive temporary registration credentials. A full agent hands you a temporary metal plate and card immediately; a card agent issues only a temporary card for plate transfers. These temporary credentials are valid for 90 days, and if the permanent documents haven’t arrived by then, the agent can extend them for another 90 days.13Commonwealth of Pennsylvania. If the vehicle has a lien, the lender’s Financial Institution Number is recorded on the title application. Pennsylvania requires all lienholders to participate in the Electronic Lien and Title (ELT) program, so once a loan is paid off, the lienholder releases the lien electronically and PennDOT prints and mails a clean title the next business day.15Pennsylvania Department of Transportation. Not every task requires an in-person visit. Registration renewal can be handled through PennDOT’s website, an online messenger service, or by mail.16Commonwealth of Pennsylvania. Finding a Legitimate Provider
PennDOT maintains an online locator for authorized agents and messenger services.6Commonwealth of Pennsylvania. Online Messengers When you walk in, look for a posted certificate of authorization from PennDOT and a visible fee schedule. Regulations require both. A business that can’t produce a certificate, or won’t show you a fee schedule before starting your transaction, is a warning sign. Operating without a valid PennDOT contract is a summary offense carrying a $500 fine, and paperwork submitted by an unlicensed operation may not be accepted by PennDOT, meaning you could lose both your money and your documents.1Pennsylvania General Assembly. Your Personal Information
Because agents and messengers handle your name, address, Social Security number, and driver identification number, federal law limits what they can do with it. Under the Driver’s Privacy Protection Act, PennDOT and anyone working under contract with the department cannot disclose personal information from motor vehicle records except for a narrow set of purposes such as government functions, motor vehicle safety, insurance activities, and fraud prevention.17Office of the Law Revision Counsel. 18 USC 2721 Prohibition on Release and Use of Certain Personal Information from State Motor Vehicle Records Violations carry criminal penalties and give you a private right to sue for actual damages, punitive damages, and attorney fees.
