To earn a PA CDL passenger endorsement, you complete FMCSA-approved entry-level driver training, apply in person at a PennDOT Driver License Center with a current DOT medical certificate, pass a written knowledge test to get a Commercial Learner’s Permit, hold that permit for at least 15 days, and then pass a three-part skills test in a bus that matches the CDL class you want. The endorsement itself costs $21.50 on top of training and medical exam costs.
Which Buses Require the P Endorsement
Pennsylvania law treats any motor vehicle designed to carry 16 or more people, including the driver, as a commercial motor vehicle that requires both a CDL and a “P” passenger endorsement.1Pennsylvania General Assembly. Pennsylvania Statutes Title 75 Pa.C.S.A. Vehicles 1603 That covers airport shuttles, charter and tour coaches, intercity buses, and fixed-route transit. School buses are a separate category; they require an “S” endorsement in addition to the P.
The CDL class you apply for depends on the bus’s weight, not its seat count. A standard transit bus over 26,001 pounds without a heavy trailer is Class B. A bus pulling a trailer over 10,000 pounds is Class A. A smaller passenger vehicle under 26,001 pounds that still seats 16 or more is Class C with the P endorsement.2eCFR. 49 CFR 383.91 – Commercial Motor Vehicle Groups Most first-time passenger endorsement applicants in Pennsylvania pursue Class B.
Finish Entry-Level Driver Training First
If you did not already hold a P endorsement before February 7, 2022, you must complete Entry-Level Driver Training (ELDT) through an FMCSA-approved provider before PennDOT will issue your learner’s permit.3FMCSA. Entry-Level Driver Training (ELDT) ELDT has two parts: theory instruction and behind-the-wheel practice. Federal rules do not set minimum hours for either part, but you have to score at least 80 percent on the theory assessment, and the behind-the-wheel training must happen in a passenger vehicle that matches your CDL class.4FMCSA. ELDT Curricula Summary
Your provider has two business days to report your completion to the FMCSA Training Provider Registry. Verify the record is there yourself before heading to a Driver License Center, since PennDOT checks the registry before issuing your permit.5FMCSA. What to Bring to the Driver License Center
You must apply in person. PennDOT stopped accepting CDL applications by mail in December 2015.6Commonwealth of Pennsylvania. Documentation for CDL Drivers You also need to already hold a valid Pennsylvania driver’s license or CDL.
Bring:
- A completed DL-31CD Application for Commercial Learner’s Permit with the “P” endorsement box marked.7Pennsylvania Department of Transportation. Pennsylvania Commercial Learner’s Permit Application – DL-31CD
- A completed DL-11CD Self-Certification Form identifying the type of commercial driving you plan to do (interstate or intrastate, excepted or non-excepted).8Pennsylvania Department of Transportation. Self-Certification/Medical Examiner’s Certification Fact Sheet
- Your Medical Examiner’s Certificate (Form MCSA-5876) from a provider on the FMCSA National Registry of Certified Medical Examiners, if your self-certification category requires one.9Federal Motor Carrier Safety Administration. Medical Examiner’s Certificate (MEC), Form MCSA-5876
- Proof of identity and residency, and your Social Security card.
Every detail on your DL-31CD has to match your current driver record. A mismatched name or address gets the application rejected at the counter.
The DOT medical certificate is valid for up to 24 months, though the examiner can set a shorter window if a condition needs closer monitoring.10eCFR. 49 CFR 391.45 – Persons Who Must Be Medically Examined and Certified Plan on $75 to $150 for the exam, since most insurance does not cover it.
The Written Test and 15-Day Permit Hold
At the Driver License Center you take a written knowledge test covering passenger-specific topics: loading and unloading procedures, emergency exits, prohibited cargo on a bus with passengers aboard, railroad crossings, ADA requirements, and speed management for large vehicles. Pass it and PennDOT issues your Commercial Learner’s Permit. You must then hold that permit for a minimum of 15 days before you can schedule the skills test.11Pennsylvania Department of Transportation. The Three-Part Skills Test
The skills test has three segments: a vehicle inspection, basic control maneuvers, and an on-road drive.12Commonwealth of Pennsylvania. CDL Skills Test You supply the test vehicle, and it has to be a representative passenger bus matching the CDL class you are testing for.
During the inspection, you walk the examiner through the bus and point out passenger seating, emergency window releases, emergency exits, the fire extinguisher, reflective triangles, and spare electrical fuses. The examiner wants to see that you can catch defects before the bus moves. The basic control segment tests backing, docking, and parking in a controlled area.
The on-road test puts you in traffic. Watch railroad crossings especially closely. Federal law requires every bus carrying passengers to stop within 50 feet of the tracks, but no closer than 15 feet, look and listen in both directions, and cross without shifting gears.13eCFR. 49 CFR 392.10 – Railroad Grade Crossings; Stopping Required Rolling through or shifting mid-crossing is an automatic failure on the test and a federal violation once you are working.
Once you pass the road test, return to a Driver License Center, surrender the temporary permit, and pick up your updated CDL with the “P” code printed in the endorsements section.14Pennsylvania Department of Transportation. Pub 223 – Fact Sheet
Costs and Timeline
The PennDOT endorsement fee itself is $21.50, paid at the Driver License Center.15Commonwealth of Pennsylvania. Payments and Fees Add the DOT physical at $75 to $150, a few hundred dollars for ELDT theory, more for behind-the-wheel hours, and whatever you spend renting a bus to practice in before the skills test. Training prices vary widely by provider.
On timing, the mandatory 15-day permit hold is the fixed minimum between your written test and your skills test.11Pennsylvania Department of Transportation. Commercial Driver’s License Learner’s Permit Frequently Asked Questions Scheduling availability for the skills test typically stretches the real-world timeline to several weeks, on top of however long your training takes.
Keeping the Endorsement Valid
The P endorsement renews with your CDL, so there is no separate renewal step for it. What you do have to maintain is your DOT medical certificate, generally every 24 months, or sooner if your examiner set a shorter window.10eCFR. 49 CFR 391.45 – Persons Who Must Be Medically Examined and Certified If you let it lapse, PennDOT downgrades your CDL to remove commercial privileges until you file a new certificate.
Your DL-11CD self-certification also has to stay accurate. If your driving changes, for example switching from intrastate to interstate work, file an updated DL-11CD with PennDOT.8Pennsylvania Department of Transportation. Self-Certification/Medical Examiner’s Certification Fact Sheet Driving under the wrong certification can put your CDL out of service.
