PA Driver’s License: Apply, Renew, Replace, or Get REAL ID

You get a PA driver’s license through the Pennsylvania Department of Transportation (PennDOT) by applying for a learner’s permit, logging supervised driving time, and passing a road test at a Driver License Center. A first-time permit plus a four-year license costs $45.50.1Commonwealth of Pennsylvania. Payments and Fees Renewals, replacements, and out-of-state transfers all run through the same agency, with separate fees and separate forms.

Who Can Apply

You can apply for a junior learner’s permit at 16. A junior driver’s license follows, and the restrictions it carries (on nighttime driving and on the number of passengers under 18) lift automatically at 18, when the junior license converts to a regular license with no further testing.2Pennsylvania General Assembly. Pennsylvania Code Title 75 – Junior Driver’s License, Learners’ Permits, Accident Reports and Restraint Systems

Adults 18 and older who have never been licensed follow the same permit-then-license track but without the junior-level hour and passenger limits. Every applicant, regardless of age, must establish legal presence in the United States and Pennsylvania residency before PennDOT will process the application.3Pennsylvania Department of Transportation. Documents You Need

Start with Form DL-180, the Non-Commercial Learner’s Permit Application. A physician, physician assistant, or certified registered nurse practitioner must complete the physical exam section on the back. The form is valid for one year from the exam date, and for applicants under 16 the exam cannot be done more than six months before the 16th birthday.4Commonwealth of Pennsylvania. Pennsylvania Driver’s Manual – Applying for a Learner’s Permit

If you are under 18, a parent, guardian, or spouse 18 or older must also complete Form DL-180TD, the Parent or Guardian Consent Form. That person can sign in front of an examiner at the Driver License Center, or in front of a notary beforehand if they can’t come with you.5Commonwealth of Pennsylvania. Get a Learner’s Permit

Bring originals (not photocopies) of the following to the Driver License Center:

  • Proof of identity: a U.S. birth certificate with a raised seal, a valid U.S. passport, or a certificate of citizenship or naturalization.
  • Social Security proof: your Social Security card or another document showing your full nine-digit number, such as a W-2 or SSA-1099.6Commonwealth of Pennsylvania. REAL ID Document Requirements
  • Two proofs of Pennsylvania residency: utility bills, tax records, a lease, mortgage documents, a W-2 or pay stub, a PA vehicle registration card, or mail that has traveled through the U.S. Postal Service. Each must show your name and a Pennsylvania street address.3Pennsylvania Department of Transportation. Identification, Residency, and Legal Presence Requirements for Non-United States Citizens
  • Name change documentation, if the name on your identity document differs from your current legal name: a certified marriage certificate, a court order, or an amended birth certificate.

If no bills are in your name, bring someone you live with along with their PA photo ID. They sign an affidavit confirming you live with them, and you still need one piece of mail showing your name at their address.7Commonwealth of Pennsylvania. Proof of Identity and Residency

Getting a Learner’s Permit

At the Driver License Center, you take a vision screening first.8Pennsylvania General Assembly. Pennsylvania Statutes Title 75 Pa.C.S.A. Vehicles 1508 A knowledge exam follows, covering traffic laws, road signs, safe driving practices, and the effects of alcohol and drugs on driving ability.

Pass both and you leave with a paper learner’s permit. The permit only authorizes you to drive when a licensed driver 21 or older (or a licensed spouse 18 or older) is in the front seat. The $45.50 fee covers the initial permit and the four-year license that follows. Adding a motorcycle permit brings the total to $57.50.1Commonwealth of Pennsylvania. Payments and Fees

Supervised Driving Before the Road Test

If you are under 18, you must log at least 65 hours of supervised driving before taking the road test, including a minimum of 10 hours at night and 5 hours in poor weather. A parent or guardian certifies the hours on Form DL-180C.9Department of Transportation. Young Driver Applicants 18 and older are not required to log hours, though permit restrictions still apply during practice.

Junior drivers face a few extra rules once licensed. They can’t drive between 11 p.m. and 5 a.m. unless a parent, guardian, or spouse 18 or older is in the car. Exceptions cover driving to and from work, volunteer firefighting, or charitable activities, each requiring a signed affidavit in the vehicle. For the first six months with the junior license, only one passenger under 18 who isn’t an immediate family member is allowed; the cap rises to three after six months.2Pennsylvania General Assembly. Taking the Road Test

You bring your own vehicle. Before the test, the examiner checks that the vehicle has a valid registration card, current insurance, a valid state inspection sticker, and an emissions sticker if your county requires one. Lights, horn, brakes, wipers, turn signals, mirrors, doors, seats, and tires all have to work. If the vehicle fails inspection, you don’t test that day.10Commonwealth of Pennsylvania. Pass and you receive a temporary license on the spot. The plastic card arrives by mail in about 7 to 10 business days.11Commonwealth of Pennsylvania. Reporting a Move or Name Change

Pennsylvania law gives you 15 days after moving to report an address change to PennDOT.16Commonwealth of Pennsylvania. Moving Within PA Address updates are free online. A legal name change (through marriage, divorce, or court order) also has to be reported with supporting documentation such as a certified marriage certificate or court decree. Because a name change requires a new card, the $42.50 duplicate fee applies.

Standard License or REAL ID

Since May 7, 2025, a federally compliant ID has been required to board domestic commercial flights, enter military bases, and access certain federal facilities that require identification. A Pennsylvania REAL ID meets that requirement; a standard PA license does not.17Commonwealth of Pennsylvania. REAL ID

REAL ID is optional. A valid U.S. passport, passport card, or military ID also works for those purposes, and a standard license still covers driving, voting, visiting the post office, hospitals, federal court, and federal benefits applications.17Commonwealth of Pennsylvania. REAL ID

The REAL ID looks like a regular license but has a gold star in the upper-right corner. It costs a one-time $30 fee on top of the standard license fee. If you apply outside your normal renewal window, the REAL ID carries over the remaining time on your current license plus an additional four years. Documentation mirrors the standard process: one identity document, one Social Security proof, and two residency documents, all originals or certified copies.6Commonwealth of Pennsylvania.
