PA Estimated Tax: Due Dates, Safe Harbors, and Penalties

Pennsylvania estimated tax is a quarterly prepayment owed by anyone who expects at least $430 of state personal income tax on income their employer doesn’t withhold. The rate is a flat 3.07 percent, and payments are due April 15, June 15, September 15, and January 15 for a calendar-year filer.1Pennsylvania Department of Revenue. 2026 Instructions for Estimating PA Personal Income Tax – For Individuals Only (REV-413 (I)) Miss those deadlines or underpay, and the Department of Revenue charges interest on the shortfall for each installment period it stayed unpaid.

Who Owes Estimated Tax

You owe estimated payments if you reasonably expect your Pennsylvania taxable income not subject to employer withholding to exceed $14,000 for the year, which produces at least $430 of tax at the 3.07 percent rate after withholding and credits.1Pennsylvania Department of Revenue. 2026 Instructions for Estimating PA Personal Income Tax – For Individuals Only (REV-413 (I)) This covers residents, part-year residents, and nonresidents who earn taxable income in the Commonwealth.2Commonwealth of Pennsylvania Department of Revenue. The income types that most often trigger the requirement are self-employment earnings, rental income, partnership or S corporation distributions, interest, dividends, and capital gains. If wages with proper PA withholding cover the bulk of your income, this generally won’t apply to you.

Working in Another State

Pennsylvania has reciprocal agreements with Indiana, Maryland, New Jersey, Ohio, Virginia, and West Virginia. Employers in those states shouldn’t tax your PA-resident wages, and yours may withhold PA tax instead.3Commonwealth of Pennsylvania. Determining Residency for PA Personal Income Tax Purposes Work in a non-reciprocal state such as New York or Delaware and get no PA withholding, and you’ll likely need to make estimated payments. The reciprocal agreements also exclude miscellaneous income, non-employee compensation, and certain S corporation shareholder-employee earnings, so those categories can create an estimated tax obligation even from a reciprocal state.

Calculating What You Owe

Project your total PA taxable income for the year and multiply by 0.0307.4Department of Revenue. Personal Income Tax Subtract any expected withholding and credits. If the remaining amount is $430 or more, that’s your total estimated tax for the year, and each quarterly voucher is typically 25 percent of it.1Pennsylvania Department of Revenue. 2026 Instructions for Estimating PA Personal Income Tax – For Individuals Only (REV-413 (I))

The Department’s REV-414 (I) worksheet walks the calculation line by line. If your income turns out very different from what you projected, file an amended declaration and spread the remaining balance across the installments you still owe.5LII / Legal Information Institute. 61 Pa Code 143.6 – Estimated Tax Declarations and Installment Payments

Quarterly Due Dates for 2026

Calendar-year filers who know by April 1 that they’ll owe make four equal installments:1Pennsylvania Department of Revenue. 2026 Instructions for Estimating PA Personal Income Tax – For Individuals Only (REV-413 (I))

  • First installment (income earned January 1 through March 31): due April 15, 2026
  • Second installment (April 1 through May 31): due June 15, 2026
  • Third installment (June 1 through August 31): due September 15, 2026
  • Fourth installment (September 1 through December 31): due January 15, 2027

When a due date falls on a weekend or legal holiday, it shifts to the next business day.

If You Start Owing Mid-Year

Leave a salaried job in May, land a large contract in July, or take an unexpected capital gain in the fall, and the installment count shrinks while the percentages catch up:

  • Requirement first met April 1 through May 31: three installments due June 15 (50 percent), September 15 (25 percent), and January 15 (25 percent)
  • Requirement first met June 1 through August 31: two installments due September 15 (75 percent) and January 15 (25 percent)
  • Requirement first met after August 31: one installment of 100 percent due January 15

Missed quarters don’t get spread evenly across the rest of the year. The first payment after the requirement kicks in is front-loaded.

Safe Harbors That Avoid a Penalty

Your timely payments and credits protect you from an underpayment penalty if they meet any one of three thresholds:2Commonwealth of Pennsylvania Department of Revenue. PA Personal Income Tax Guide – Income Subject to Tax Withholding; Estimated Payments; Penalties, Interest and Other Additions

  • For each installment period, your timely payments, withholding, and credits cover at least 90 percent of the actual tax on income earned in that period.
  • Your total timely payments and credits at least equal the tax calculated on your prior year’s PA income at the current 3.07 percent rate. This one is only available if you filed a full-year resident return for the prior year.
  • Your prior year’s tax at the current rate, minus any Tax Forgiveness credit, was less than $430.

The prior-year safe harbor is the simplest when income is rising, since you’re aiming at a known number. If last year was unusually high and this year looks smaller, the 90-percent-of-current-year rule produces lower required payments.

Annualized Income for Uneven Earners

Seasonal businesses and one-time late-year gains create a problem with equal quarterly payments: you either overpay early or underpay early and owe interest. The Annualized Income Installment Method lets each installment reflect income actually earned through that period, as long as each still covers at least 90 percent of the tax on income earned during it.2Commonwealth of Pennsylvania Department of Revenue. PA Personal Income Tax Guide – Income Subject to Tax Withholding; Estimated Payments; Penalties, Interest and Other Additions Document it on the schedule inside the estimated tax forms so the Department can see why your early payments were small.

How to Pay

The paper form is the PA-40 ES, a booklet of four vouchers with one for each quarter.6Pennsylvania Department of Revenue. 2025 PA-40 ES Individual – Declaration of Estimated Personal Income Tax Each voucher takes your name, mailing address, Social Security Number, the tax year, and the quarter you’re paying. The dollar amount comes from Line 17 of the REV-414 (I) worksheet divided by the installments remaining.

The Department’s myPATH portal accepts estimated payments directly from the homepage without an account, either by ACH withdrawal or by credit or debit card.7Commonwealth of Pennsylvania. Make a Personal Income Tax Payment You get an immediate confirmation, which is worth having if a timeliness question ever comes up.

If you mail a check or money order, make it payable to “PA Department of Revenue” and write the last four digits of your SSN, the tax year, and the quarter on the memo line. Include the completed PA-40 ES voucher and send it to the address on the form. A mailed payment counts as timely if the U.S. Postal Service postmark is on or before the due date. Private postage meters don’t qualify.8Cornell Law School. 61 Pa Code 119.28 – Timely Mailing Treated as Timely Filing and Payment

Married Couples: Joint or Separate

Married couples can file a joint estimated tax declaration and pay together. They must file separately in a few situations:9Pennsylvania Department of Revenue. 2025 Instructions for Estimating PA Personal Income Tax – For Individuals Only (REV-413 (I))

  • They are separated under a divorce or separate maintenance decree.
  • They have different taxable years.
  • One spouse owes child support.
  • The Department requires one spouse to file separately.

Whichever approach you choose, keep the annual return consistent with it. Joint estimated payments go with a joint annual return; separate payments with separate returns. Switching midstream means submitting Form REV-459B to move the estimated tax accounts around, which slows processing.

Using a Prior-Year Overpayment

Rather than requesting a refund from last year’s return, you can apply the overpayment as a credit toward this year’s estimated tax. The Department credits it against your first installment, and anything left over rolls forward to the next.10Cornell Law School. 61 Pa Code 119.12 – Refund or Credit of Overpayment If the credit fully covers an installment, you don’t need to send anything for that quarter, but keep the accounting in your records.

Farmers Get a Different Schedule

If at least two-thirds of your gross income comes from farming, you have two alternatives to the four-installment schedule. Pay all of your estimated tax in one payment by January 15, 2027, or skip estimated payments entirely and file your 2026 PA return by March 1, 2027, paying the full amount then.1Pennsylvania Department of Revenue. 2026 Instructions for Estimating PA Personal Income Tax – For Individuals Only (REV-413 (I)) Either route avoids the underpayment penalty.

Underpayment Penalties

Missing a deadline or paying too little triggers interest on the shortfall for the period it stayed unpaid. The Department calculates the penalty separately for each installment, so a bigger payment in September doesn’t cancel the interest on an April underpayment.11Pennsylvania Department of Revenue. 2024 Instructions for Form REV-1630 Underpayment of Estimated Tax by Individuals The penalty can apply even in a year where your annual return shows a refund.

Form REV-1630 calculates any potential penalty. Filling it out yourself lets you check whether a safe harbor covers you or whether the annualized income method reduces or eliminates the exposure. It’s particularly useful if you paid unevenly on purpose, because it shows the Department that your payments tracked your actual income.

Waivers exist but are narrow. The Department may waive the penalty when the underpayment resulted from a casualty, disaster, or other unusual event.2Commonwealth of Pennsylvania Department of Revenue. PA Personal Income Tax Guide – Income Subject to Tax Withholding; Estimated Payments; Penalties, Interest and Other Additions Miscalculating your income or forgetting a deadline doesn’t qualify.

Don’t Forget Local Earned Income Tax

State estimated tax is only part of the picture. Nearly every Pennsylvania municipality and school district also levies a local earned income tax, and self-employed people with untaxed income are generally required to make quarterly estimated payments to their local tax collector as well. Due dates typically line up with the state schedule, but the rates, forms, and procedures vary by jurisdiction. Contact your local earned income tax officer or check your municipality’s website for the specifics.
