To meet PA ID requirements, you need to bring PennDOT one document proving your identity and date of birth, proof of your Social Security number, and two documents showing your Pennsylvania street address, along with a completed application and the fee. Every document must be an original or a certified copy. Photocopies are rejected. Pennsylvania issues non-driver photo identification cards to residents at least 10 years old, and initial applications must be filed in person at a Driver License Center.
Before you gather anything, decide which card you want. Pennsylvania offers a standard photo ID and a REAL ID-compliant version. Both work as government-issued photo identification within the state. The difference is federal acceptance: as of May 7, 2025, TSA requires a REAL ID or another federally accepted document such as a passport to board domestic flights or enter certain federal facilities.1Transportation Security Administration. REAL ID REAL ID applicants face stricter identity-document rules, so the list below splits where it matters.
Proof of Identity and Date of Birth
For a standard photo ID, PennDOT accepts any one of a broad range of documents, including a birth certificate, U.S. passport, certificate of naturalization, military ID, alien registration card, or even an expired Pennsylvania driver’s license or learner’s permit.2Cornell Law Institute. 67 Pa. Code 73.3 – Application A raised seal on a birth certificate is not required for the standard card.
For a REAL ID, the list is narrower. You need one of these:
- U.S. birth certificate with a raised seal, issued by a government agency (not a hospital or souvenir certificate)
- Valid, unexpired U.S. passport or passport card
- Certificate of Citizenship (Form N-560 or N-561)
- Consular Report of Birth Abroad (Form FS-240, DS-1350, or FS-545)
- Certificate of Naturalization (Form N-550 or N-570)
- Unexpired Employment Authorization Card (Form I-766 or I-688B)
- Valid Permanent Resident Card (Form I-551)
- Unexpired foreign passport with a valid U.S. visa and I-94 showing permanent residence
The raised-seal rule is the most common trip-up. If you were born in Pennsylvania and only have the certificate the hospital handed your parents, order a certified copy from the state vital records office before you go.3Commonwealth of Pennsylvania. Apply for REAL ID
Documenting a Name Change
If the name on your identity document doesn’t match the name you use today, you need paperwork bridging every change in order. PennDOT accepts a marriage certificate for a spouse’s surname, a certified court order for a court-granted name change, and a divorce decree where relevant. All originals.4Commonwealth of Pennsylvania. Change a Driver’s License or Photo ID Name or Address
Multiple changes mean every link in the chain. Smith to Jones to Williams requires the document for each step. A missing link means PennDOT cannot verify the trail from your birth name to your current name, and you will be turned away.
Proof of Your Social Security Number
Every applicant must verify a Social Security number. The simplest proof is your original Social Security card. PennDOT also accepts a W-2, an SSA-1099, a non-SSA-1099, or a pay stub, provided all nine digits appear. The name on the SSN document must match the name on your identity document.3Commonwealth of Pennsylvania. Apply for REAL ID
If you are not eligible for a Social Security number, PennDOT accepts a denial letter from the Social Security Administration (Form SSA-L676) confirming that your application could not be processed.5Social Security Administration. Form SSA-L676 – Refusal to Process SSN Application Getting that letter requires a visit to an SSA field office, which can add days or weeks to your timeline.
Two Proofs of Pennsylvania Residency
Both card types require two documents showing your name and a Pennsylvania street address if you are 18 or older.6Pennsylvania Department of Transportation. Identification and Residency Requirements for U.S. Citizens Acceptable documents include:
- Utility bills for electric, gas, cable, or cellphone service
- A lease agreement or mortgage documents
- Official tax records showing your current name and address
- W-2 forms or pay stubs
- A current, unexpired Pennsylvania driver’s license or photo ID
- A Pennsylvania vehicle registration card
- An auto insurance card
- Postmarked mail or package labels from USPS, UPS, or FedEx
The two documents must come from separate sources, so two bills from the same utility will not work. The address on both must match the address on your application.3Commonwealth of Pennsylvania. Apply for REAL ID
If you live with someone and have nothing in your own name at that address, you can bring that person to the Driver License Center with their photo ID as one proof. You still need one document in your own name at the address, such as postmarked mail.6Pennsylvania Department of Transportation. Identification and Residency Requirements for U.S. Citizens
Additional Documents for Non-U.S. Citizens
Non-citizens follow the same core process and add immigration documents. You will typically need your passport, your I-94 arrival record, and the document that corresponds to your status: Form I-20 for F-1 students, DS-2019 for J-1 exchange visitors, or an approval notice for H-1B workers. You also need either a Social Security number or an SSA denial letter.7Pennsylvania Department of Transportation. Identification, Residency, and Legal Presence Requirements for Non-United States Citizens
Immigration documents in a language other than English should be accompanied by a certified English translation. The translation needs a signed statement from the translator attesting to accuracy and must preserve all names, dates, and registration numbers from the original.
For a REAL ID, a non-citizen can use a valid Permanent Resident Card (Form I-551) or an unexpired foreign passport with a valid U.S. visa and I-94 as the identity document.3Commonwealth of Pennsylvania. Apply for REAL ID A non-citizen’s REAL ID expires when their immigration authorization expires rather than on the standard card term.
The Application Form and the Fee
First-time applicants use Form DL-54A, the application for an initial non-driver identification card. You can download it from PennDOT or pick one up at any Driver License Center.8Commonwealth of Pennsylvania. Get a Photo ID The form asks for your full legal name, date of birth, physical address, and preferences on voter registration and organ donation. Fill it out completely before you leave the house. Incomplete forms are the most common reason people end up in line twice.
Fees:
- Initial standard photo ID: $43.50
- Initial REAL ID photo ID: $73.50 (adds a one-time $30 REAL ID fee)9Commonwealth of Pennsylvania. Payments and Fees10Commonwealth of Pennsylvania. REAL ID in Pennsylvania
Debit cards, credit cards, and checks or money orders payable to PennDOT are accepted. Cash acceptance varies by location, so do not rely on it.
At the Driver License Center
Initial applications have to be filed in person.11Pennsylvania Department of Transportation. Pennsylvania Form DL-54A – Application for Initial Identification Card Bring the completed DL-54A, all original supporting documents, and your payment. A staff member reviews everything, and if your paperwork checks out you go to the photo center for your picture. A non-driver photo ID does not require a vision screening.
For a standard photo ID, PennDOT indicates you receive the card at the photo center after your photo is taken.8Commonwealth of Pennsylvania. Get a Photo ID A REAL ID card involves additional processing time because the card is mailed to your home address, and PennDOT issues a camera card or temporary document to carry in the meantime.
Pre-Verification if You Already Hold a PA License or ID
If you already have a Pennsylvania driver’s license or photo ID and want a REAL ID upgrade, PennDOT offers optional online pre-verification. You submit your documents electronically and within 15 business days PennDOT tells you whether your records are already on file. If they are, you can order the REAL ID online and skip the in-person visit.12Commonwealth of Pennsylvania. Apply for REAL ID Pre-Verification
What a Standard PA Photo ID Will Not Do
A standard Pennsylvania photo ID without the REAL ID star is not accepted at airport security checkpoints for domestic flights or at certain federal facilities.1Transportation Security Administration. REAL ID If you fly domestically and don’t want to carry your passport, you need the REAL ID version. If you already have a valid passport or passport card, a standard PA photo ID plus that passport is enough, and paying the extra $30 for REAL ID is optional.
