PA SNAP Income Limits for Seniors: Net Income Path and Deductions

Pennsylvania SNAP income limits for seniors run higher than most people expect: a household with at least one member age 60 or older qualifies with gross monthly income up to 200% of the federal poverty level, which in 2026 is $2,660 for a single person.1Commonwealth of Pennsylvania. Federal Poverty Income Guidelines That elevated ceiling comes from Pennsylvania’s Broad-Based Categorical Eligibility policy, which extends the 200% threshold to all SNAP households in the state.2Food and Nutrition Service. Broad-Based Categorical Eligibility Gross income is only the first check, though. Seniors also have to pass a net income test after deductions, and the deductions available to older adults do a lot of work.

2026 Gross Income Limits by Household Size

Gross income is everything the household takes in before taxes or deductions: Social Security retirement benefits, pensions, wages, interest, rental income, and most other payments. For 2026, the monthly gross income ceilings at 200% of poverty are:1Commonwealth of Pennsylvania. Federal Poverty Income Guidelines

  • 1 person: $2,660
  • 2 people: $3,607
  • 3 people: $4,554
  • 4 people: $5,500
  • 5 people: $6,447

One important exception sits alongside these numbers. If every member of your household receives Supplemental Security Income, the household is categorically eligible for SNAP, and the income and resource tests are effectively bypassed.3Food and Nutrition Service. Net Income Limits and the Senior-Only Path

Federal rules give households with at least one elderly or disabled member a break: only the net income test applies, not both the gross and net tests that younger households have to clear.3Food and Nutrition Service. SNAP Special Rules for the Elderly or Disabled Pennsylvania’s 200% BBCE threshold layers on top of that, but the net figure is what ultimately controls whether benefits are paid and how much.

The net income limit is 100% of the federal poverty level. For 2026:3Food and Nutrition Service. SNAP Special Rules for the Elderly or Disabled

  • 1 person: $1,305 per month
  • 2 people: $1,763
  • 3 people: $2,221
  • 4 people: $2,680
  • 5 people: $3,138

Net income is gross income minus allowable deductions. A senior with $2,000 in monthly Social Security appears to sit well above the net limit at first glance. Once the standard deduction, medical expenses, and shelter costs come out, the net figure often drops below $1,305.

Deductions That Reduce Countable Income

Every SNAP household gets a standard deduction. For 2026, that is $209 per month for households of one to three people, $223 for four, and $261 for five.4Food and Nutrition Service. SNAP Cost-of-Living Adjustment Information Seniors can then stack these on top:

  • Medical expense deduction. If you are 60 or older and have out-of-pocket medical costs exceeding $35 per month, the amount above $35 is deducted from your income. Covered costs include prescription drugs, dental work, health insurance premiums, eyeglasses, hearing aids, and transportation to medical appointments. Only expenses not reimbursed by insurance or another source count. Special diets and medical marijuana are excluded.5Office of the Law Revision Counsel. US Code Title 7 Section 2014
  • Excess shelter deduction. If housing costs (rent or mortgage, property taxes, homeowner’s insurance, and utilities) exceed half your income after other deductions, the excess is deducted. Most SNAP households face a cap on this deduction, set at $744 per month for 2026, but households with an elderly or disabled member have no cap at all.4Food and Nutrition Service. • Earned income deduction. If anyone in the household works, 20% of gross earned income comes off automatically.

The medical expense deduction is the one seniors most often leave on the table. Pennsylvania lets you verify recurring medical costs once and apply a monthly estimate for the entire certification period, so you don’t have to submit new receipts every month.5Office of the Law Revision Counsel. US Code Title 7 Section 2014 Two prescriptions plus a Medicare supplement premium plus a monthly drive to the doctor almost always clears the $35 floor. Document everything, even the small costs.

Resource Limits

Most Pennsylvania SNAP households face no asset test at all. BBCE removes the resource limit entirely for households whose gross income falls within the 200% threshold, so if your income qualifies, what you have in the bank does not matter.2Food and Nutrition Service. Broad-Based Categorical Eligibility

A resource test applies only to households that somehow exceed the 200% BBCE gross income threshold yet still seek eligibility, which is rare for seniors. In that scenario, the federal resource limit for households with an elderly or disabled member is $4,500 in 2026.6Food and Nutrition Service. SNAP Eligibility Countable resources include checking and savings account balances, stocks, bonds, and certificates of deposit.

Several assets are excluded even when the test applies. Your home is exempt. Your vehicle is exempt. Retirement accounts, including 401(k) plans, IRAs, and similar qualified plans, are excluded under federal rules.7Food and Nutrition Service. How Your Net Income Shapes the Benefit Amount

The maximum monthly SNAP benefit goes to households with zero net income after deductions. For 2026:4Food and Nutrition Service. SNAP Cost-of-Living Adjustment Information

  • 1 person: $298
  • 2 people: $546
  • 3 people: $785
  • 4 people: $994
  • 5 people: $1,183

Your actual benefit is the maximum allotment minus 30% of your net income. The design assumes households will spend roughly 30% of available income on food, and SNAP covers the rest. This is why deductions carry so much weight: every dollar in deductions reduces net income, which raises the benefit by about 30 cents.

Where the Income Rules Meet the Application

You can apply through the COMPASS online portal at compass.state.pa.us, by mail, or in person at your local County Assistance Office. Seniors have the option of the PA 600P form, a shorter version designed for older adults and people with disabilities.8Pennsylvania Department of Human Services. SNAP Older Adults Whichever route you choose, the income verification is what drives the outcome, so gather these before you start:

  • Proof of income: Social Security award letters, pension statements, pay stubs, or bank statements showing direct deposits.
  • Medical expenses: receipts or statements for prescriptions, insurance premiums, dental bills, and transportation to medical appointments.
  • Housing costs: rent receipt or mortgage statement, property tax bills, and utility bills.
  • Identity: a government-issued ID for the applicant, plus Social Security numbers for each household member seeking benefits.9Pennsylvania Department of Human Services. Supplemental Handbook – 950.2 Providing or Applying for an SSN

Benefits must be issued within 30 days of the application date once approved, and seniors with very low income and resources may qualify for expedited processing within five calendar days.10Pennsylvania Department of Human Services. Appendix B – Expedited SNAP Interview Desk Guide
