PA SNAP Income Limits: Gross, Net, and Asset Rules

In Pennsylvania, most households qualify for SNAP if their gross monthly income is at or below 200% of the federal poverty level, which for the October 2025 through September 2026 period means $2,610 for one person, $3,526 for two, $4,442 for three, and $5,360 for a family of four.1Commonwealth of Pennsylvania. Supplemental Nutrition Assistance Program Income Limits Pennsylvania’s PA SNAP income limits are higher than the federal baseline because the state uses a policy called Broad-Based Categorical Eligibility, which lifts the gross income ceiling from 130% to 200% of the poverty guidelines and waives the asset test for most applicants.2Food and Nutrition Service. Broad-Based Categorical Eligibility Gross income is only the first screen, though. A second net income test, several deductions, and a few category-specific rules all shape whether you qualify and how much you receive.

Gross Monthly Income Limits by Household Size

Gross income is everything your household takes in before taxes or deductions: wages, Social Security, pensions, child support received, unemployment, and most other recurring payments. If the total for your household falls at or below the figure below, you clear the first hurdle. These limits run from October 2025 through September 2026 and update each October.1Commonwealth of Pennsylvania. Supplemental Nutrition Assistance Program Income Limits

  • 1 person: $2,610
  • 2 people: $3,526
  • 3 people: $4,442
  • 4 people: $5,360
  • 5 people: $6,276
  • 6 people: $7,192
  • 7 people: $8,110
  • 8 people: $9,026
  • Each additional person: add $918

Add up every income source for every person in the household. Small omissions here are the single most common reason an application that should go through gets stopped or delayed.

Net Income Limits and Deductions

If your gross income is under the limit, the state then calculates your net income by subtracting allowable deductions. For households without an elderly or disabled member, net income has to fall at or below 100% of the poverty guidelines.3Food and Nutrition Service. SNAP Eligibility The net limits for October 2025 through September 2026 are:

  • 1 person: $1,305
  • 2 people: $1,763
  • 3 people: $2,221
  • 4 people: $2,680
  • 5 people: $3,138
  • 6 people: $3,596
  • Each additional person: add $459

Households where every member is 60 or older or disabled skip the net income test, though the deductions still matter because they lower the figure used to calculate the monthly benefit.

Deductions That Lower Your Net Income

These come off the top in a set order, and together they can move a household that looks over the net limit well under it.

  • Standard deduction of $209 per month for households of one to three people, with slightly higher amounts for larger households.3Food and Nutrition Service. SNAP Eligibility
  • Earned income deduction equal to 20% of gross wages, which covers taxes, commuting, and similar work costs.4eCFR. 7 CFR 273.9 – Income and Deductions
  • Dependent care paid out of pocket so someone in the household can work, train, or attend school.
  • Legally obligated child support paid to someone outside the household.
  • Medical expenses above $35 per month, but only for members who are elderly or disabled.5Food and Nutrition Service. SNAP Special Rules for the Elderly or Disabled
  • Excess shelter deduction for rent or mortgage, property taxes, insurance, and utilities above half of your income after other deductions. The cap is $744 per month, with no cap for households that include an elderly or disabled member.6Food and Nutrition Service. SNAP FY2026 Maximum Allotments and Deductions

For utilities, Pennsylvania uses standard allowances instead of asking you to tally bills. The Heating and Cooling Allowance is $857 per month and the Basic Utility Allowance is $488. If you pay heating or cooling costs directly, you get the higher figure.7Food and Nutrition Service. Standard Utility Allowances

How Your Monthly Benefit Is Calculated

Your benefit is not a flat payment. The state takes 30% of your net monthly income, representing what you are expected to put toward food on your own, and subtracts that from the maximum allotment for your household size. The remainder is your SNAP deposit.

Maximum monthly allotments for October 2025 through September 2026:6Food and Nutrition Service. SNAP FY2026 Maximum Allotments and Deductions

  • 1 person: $298
  • 2 people: $546
  • 3 people: $785
  • 4 people: $994
  • 5 people: $1,183
  • 6 people: $1,421
  • 7 people: $1,571
  • 8 people: $1,789
  • Each additional person: add $218

A quick example: a three-person household with $1,200 of net income has 30% ($360) subtracted from the $785 maximum, leaving a $425 monthly benefit. One- and two-person households are guaranteed at least $24 per month. Households with zero net income after deductions receive the full maximum.

Assets and Savings

For most Pennsylvania applicants, there is no asset test. Broad-Based Categorical Eligibility waives it, which means you can keep money in a bank account, own a car, and hold retirement savings without losing SNAP.2Food and Nutrition Service. Broad-Based Categorical Eligibility This matters for working families who have managed to put a little aside.

The asset test still applies to the narrow group of households that don’t qualify under BBCE. For them, countable resources are capped at $3,000, or $4,500 if a member is elderly or disabled. Cash and bank balances count. Your home, most retirement accounts, and resources belonging to anyone receiving SSI or TANF do not. For vehicles, fair market value above $4,650 counts, though one vehicle per adult household member is excluded from that equity test.5Food and Nutrition Service. When the Lower 130% Limit Applies

If anyone in your household has been disqualified from SNAP, typically for an intentional program violation or for failing to meet work requirements, the whole household loses the 200% ceiling and the asset-test waiver. The gross income limit drops to 130% of the poverty guidelines, and the resource test kicks in.8Pennsylvania Department of Human Services. SNAP Handbook 512.1 General Policy At 130%, the cap is $1,696 for a single person, $2,292 for two, and $2,888 for three.3Food and Nutrition Service. SNAP Eligibility The disqualified person’s income still counts toward the household total even though that person can’t receive benefits.

Work Requirements That Can Override Income Eligibility

Being under the income limit is not enough on its own. Most adults between 18 and 64 must register for work, accept suitable job offers, and avoid quitting a job or dropping below 30 hours a week without good cause. Breaking those rules can cost you benefits for at least a month, and longer for repeat violations.9Food and Nutrition Service. SNAP Work Requirements

A tougher rule applies to Able-Bodied Adults Without Dependents. Under federal legislation that took effect in 2026, ABAWDs ages 18 through 64 who are not caring for a child, not disabled, and not pregnant must work, volunteer, or train at least 80 hours per month, or they can only receive SNAP for three months in any 36-month window.9Food and Nutrition Service. SNAP Work Requirements Pennsylvania began enforcing the updated requirements in March 2026, with first potential benefit losses in June 2026.

You are exempt from the ABAWD time limit if you are pregnant, have a child under 18 in your SNAP household, have a physical or mental limitation that prevents work, are a veteran, are experiencing homelessness, were in foster care at 18 and are now 24 or younger, already work at least 30 hours a week or earn the equivalent, are enrolled at least half-time in school or training, or are participating in substance abuse treatment.9Food and Nutrition Service. SNAP Work Requirements If you lose benefits because of the time limit, you can regain eligibility by meeting the hours requirement for any full 30-day period.
