The Palm Beach County property tax rate for 2025 starts with a countywide operating millage of 4.5000 mills, but that is only one line on your bill. Once the school board, fire rescue, health care district, library, water management, and other authorities are added, total millage in unincorporated areas runs roughly 16 to 17 mills. How Millage Works
One mill equals $1 of tax for every $1,000 of taxable value. A home with $300,000 in taxable value and a combined rate of 18 mills owes $5,400 in ad valorem tax. No single body sets that combined rate. It is the sum of the individual rates adopted each fall by every taxing authority whose boundaries include your parcel.
Your bill also carries non-ad valorem assessments, which are flat charges for services like solid waste, stormwater, or fire protection in specific districts. Those do not vary with property value. They sit as separate line items and are identical for every property receiving the same service.
2025 Millage Rates by Taxing Authority
A dozen or more authorities can appear on one Palm Beach County bill. The major ones and their final 2025 rates:
- Board of County Commissioners: 4.5000 mills for operations, plus 0.0330 mills for debt service
- School Board: 3.0730 mills required by the state and 3.2480 mills local discretionary, totaling 6.3210 mills
- Palm Beach County Fire Rescue: 3.4581 mills, applied in unincorporated areas and in municipalities that contract with county fire rescue
- Health Care District: 0.6561 mills
- County Library: 0.5491 mills
- Children’s Services Council: 0.4908 mills
- South Florida Water Management District: 0.0948 mills, plus 0.1026 for the Okeechobee basin and 0.0327 for Everglades Construction

Municipal Rates on Top
City rates for 2025 vary widely: West Palm Beach 8.1308 mills, Boynton Beach 7.7500 mills, Delray Beach 6.1611 mills, Palm Beach Gardens 5.0537 mills, Boca Raton 3.6476 mills, and Jupiter 2.3894 mills. The gap is substantial. Two identical homes, one in Jupiter and one in West Palm Beach, will produce very different tax bills purely because of the municipal layer.
What the Rate Applies To
Your rate is only half the equation. The other half is the taxable value it is applied to, and that is where most of the real savings live.
The Palm Beach County Property Appraiser estimates every parcel’s just (market) value as of January 1 each year, using recent sales, construction costs, and rental income data. Two layers can then reduce what you actually pay tax on: an assessment cap and exemptions.
Save Our Homes
With a homestead exemption, the Florida Constitution caps annual increases in your assessed value at 3% or the change in the Consumer Price Index, whichever is lower.2FindLaw. Florida Constitution Art. 7, Section 4 – Taxation; Assessments Over years of appreciation, that produces a growing gap between assessed value and market value. A longtime owner can end up paying tax on a base hundreds of thousands of dollars below what a new buyer of the same house would face.
If you sell and buy another Florida homestead, portability lets you transfer up to $500,000 of that accumulated gap to the new property. Homestead Exemption
Florida’s homestead exemption is layered. The first $25,000 of assessed value is exempt from all property taxes, school taxes included. Assessed value from $25,001 to $49,999 gets no additional exemption. A second exemption applies to value between $50,000 and $75,000, but not to school district taxes.4The Florida Legislature. On a home assessed at $75,000 or more, total homestead exemption is $51,411 against non-school levies and $25,000 against school levies. Senior and Veteran Exemptions
Palm Beach County adds an exemption for homesteaded residents 65 and older whose household income falls below an annually adjusted threshold. For 2026 that limit is $38,686, and the calculation excludes tax-exempt bond interest and non-taxable Social Security, so many retirees qualify. Veterans with a service-connected disability rating of 10% or higher get a $5,000 reduction in assessed value on top of the standard homestead.7The Florida Legislature. Florida Statutes 196.24 – Disability Exemption Veterans who are 100% permanently and totally disabled owe no ad valorem tax on their homestead, with no value cap and no income test, and the exemption passes to an unremarried surviving spouse.8The Florida Legislature. A Worked Example
For a homesteaded property with a just value of $400,000, an assessed value of $350,000 after Save Our Homes, and a combined rate of 20 mills typical of a resident inside a higher-millage city:
- Non-school taxable value: $350,000 − $51,411 = $298,589
- School taxable value: $350,000 − $25,000 = $325,000
- Non-school levies at roughly 13.7 mills: $298,589 × 0.0137 = $4,091
- School levies at roughly 6.3 mills: $325,000 × 0.0063 = $2,048
- Total ad valorem: about $6,139, before non-ad valorem assessments

Checking and Challenging the Numbers
Every August, the Property Appraiser mails a Truth in Millage (TRIM) notice showing your assessed value, your exemptions, and the proposed rates from every authority on your parcel, along with an estimated tax if those rates are adopted. It is not a bill. It tells you where and when each authority is holding its public hearing, and it starts the clock on formal appeals.
If your assessed value looks wrong, start informally: contact the Property Appraiser and request a conference, bringing comparable sales, an independent appraisal, or evidence of defects. The office can adjust value without a formal proceeding.11Florida Dept. of Revenue. Property Tax – If You Disagree with the Value of Your Property If that fails, you have 25 days from the TRIM mailing to petition the Palm Beach County Value Adjustment Board, which for the 2026 tax year puts the deadline at September 14, 2026.12Clerk of the Circuit Court & Comptroller, Palm Beach County. Payment Deadlines and Discounts
Bills go out in November. Florida offers a sliding early-payment discount: 4% in November, 3% in December, 2% in January, and 1% in February. If a lump sum is difficult, the Palm Beach County Tax Collector runs a quarterly installment plan for accounts with estimated tax over $100. Applications are accepted between November 1 and April 30 for the following tax year, with payments due June 30, September 30, December 31, and March 31, and discounts on the first three installments.14Palm Beach County Tax Collector.
